1) Time Extension - Urgency Ordinance No. 1983 (Wireless Communication
Facilities Moratorium)
The proposed ordinance would extend Interim Urgency Ordinance No. 1983 from
January 28, 1997 to May 1, 1997. This interim ordinance established a moratorium
on new and modified wireless communication facilities within the City.

On September 9, 1996, the City Clerk's Office received a claim for property
damage amounting to $2,000.00.
b) Martin E. Porras vs City of West Covina
On September 13, 1996, the City Clerk's Office received a claim for
monetary loss amounting to $152.75.
c) Steve and Tamara Perlmutter vs Citv of West Covina
On September 10, 1996, the City Clerk's Office received a claim for
property damage amounting to $9,035.00.
d) Gustavo Becerra vs City of West Covina
On December 5, 1996, the City Clerk's Office received an application for
leave to present a late claim for property damage amounting to $2,792.10.

City Treasurer's Report for the month of November, 1996.
5) Award of Bids
a) Proiect No. SP-96105 Construction of Sidewalks/Wheelchair Ramos
Twelve (12) bids were received and opened on January 8, 1997, for this
project which consists of the construction of concrete sidewalks and
wheelchair ramps to provide for safer pedestrian use, and to remove barriers
that hinder the mobility of physically challenged persons. The lowest
responsible bid is $89,450.00 from Chino Construction Inc. of Chino,
California. It is recommended that the City Council accept the bid of Chino
Construction, Inc. in the amount of $89,450.00, and authorize the Mayor
and City Clerk to execute an agreement with said Chino Construction, Inc.
of Chino, California, for the work to be done.
b) Project No. PP-96222 Wahnerado Park Extension of Second Story
Snack Bar
Four bids were received and opened on January 15, 1997, for this project
which provides for a second story extension to the snack bar at Walmerado
Park. The lowest responsible bid is $26,811.00 from Whelan Construction
of West Covina, California. It is recommended that the City Council accept
the bid of Whelan Construction in the amount of $26,811.00, and authorize
the Mayor and City Clerk to execute an agreement for the work to be done.

6) Miscellaneous - Public Works
a) Capital Improvement Program and Building Activity Report - Fourth
Ouarter 1996
This report is to provide the City Council with a summary of Major
Building Permits issued and Capital Improvement Activity during the
quarter ending December 31, 1996. It is recommended that the City
Council receive and file this report.
b) Summary Vacation of Excess Right -of -Way on Vanderhoof Drive
A 27.00 foot strip of Vanderhoof Drive, northerly of the improved cul-de-
sac constructed by Tract No. 45098 in 1988, has not been utilized for street
and highway purposes since 1988 and can be summarily vacated under
provisions of Sections 8300 to 8340 of the State of California Street and
Highways Code. It is recommended that the City Council adopt the
following resolution:

VACATING AND ABANDONING A PORTION OF A STREET
WHICH IS EXCESS RIGHT-OF-WAY (VANDERHOOF DRIVE).
c) Amendment to Water Leases With McIntyre Investments and The City
of Covina
Under the previously approved lease agreements with McIntyre Investments
and the City of Covina, the City of West Covina may purchase 1870 acre
feet (609 million gallons) of water per year from Covina Irrigating Company
(CIC). This water is less expensive than water purchased from the City's
main supplier, Metropolitan Water District. Under the terms of the current
leases, the City is to receive treated water which originates as surface runoff
only (not well water). Limitations at CIC's treatment plant and other
technical complications have made it impossible for the City to take all 1870
acre feet of water per year. To ensure that the City is able to obtain the
maximum amount of this less expensive water, staff proposes that the City
agree to accept both surface water and well water and that the lease
agreements be amended accordingly. It is recommended that the City
Council authorize the Mayor and City Clerk to execute amendments to the
existing lease agreements with McIntyre Investments and the City of Covina
which will allow the City of West Covina to receive surface water or well
water from the Covina Irrigating Company.
Miscellaneous - Environmental Services
d) BKK Landfill Closure Plans Status Report
This is an updated report on the status of plans for BKK Landfill closure and
other related BKK matters. This is part of the City program to keep the
community informed of the progress toward implementation of the closure
plans for the BKK Landfill. It is recommended that the City Council receive
and file this report.

e) Used Oil Grant Update
The collection of used oil is a part of the City's Integrated Waste
Management Program and aids the City program to prevent pollution of
storm water runoff in the City. The promotion of at least seven collection
locations and a school calendar contest are the next steps in this program. It
is the recommendation of the Waste Management and Environmental
Quality Commission and staff that the City Council continue their support of
the Used Oil Collection Program by:
Authorizing the Mayor to send a letter to the schools in the City to
encourage them to participate in the calendar program; and
Authorizing the Mayor to send a letter to the Chamber of Commerce
and businesses in the City encouraging them to help provide prizes
for the calendar contest.
Miscellaneous - Personnel Services
f) Physical Fitness Program for Police Department
The Personnel Commission recommends that a physical fitness program be
developed for safety employees in the Police Department. The Personnel
Commission is recommending that the City Council and City Manager
consider the implementation of a voluntary physical fitness program in the
Police Department. The standards for the program.to be developed should
be consistent with the physical requirements of the job on a daily basis.
Referral to the Police Department for further analysis and recommendation
on implementation is suggested.

g) Destruction of Documents
This is the City Clerk's annual resolution containing City documents and
materials that are no longer necessary for retention or have been
microfilmed. In accordance with state law provisions, these materials may
now be destroyed. It is recommended that the City Council adopt the
following resolution:
