4) Traffic Committee Minutes
Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The Police Department request that parking be prohibited on the south side
of Rowland Avenue from Astell Street to 35 feet west and 12 feet east was
held over from the November 19, 1996 Traffic Committee meeting to
provide an opportunity for the adjacent residents and the school principal to
express their opinions. After consideration, the recommendation was:
THAT PARKING BE PROHIBITED ON THE SOUTH SIDE OF
ROWLAND AVENUE FROM ASTELL STREET TO 35 FEET WEST
AND 12 FEET EAST.
b) SEE AGENDA ITEM NO. D-1
c) Christ Lutheran Church request that parking be prohibited adjacent to
driveways for Christ Lutheran Church and for Cortez Park so as to provide
safe sight distances resulted in a recommendation:
THAT PARKING BE PROHIBITED ON THE WEST SIDE OF
CITRUS STREET ADJACENT TO CHRIST LUTHERAN CHURCH
AND CORTEZ PARK AS INDICATED.
d) The Police Department request that stop signs be installed on Belmont
Avenue at Bainbridge Avenue and on Sheffield Avenue at Bainbridge
Avenue resulted in a recommendation:
THAT STOP SIGNS BE INSTALLED ON BELMONT AND
SHEFFIELD AVENUES AT THEIR INTERSECTIONS WITH
BAINBRIDGE AVENUE AND THAT THE SAFE ROUTE TO
SCHOOL PLAN BE REVIEWED FOR CALIFORNIA SCHOOL AT
AN UPCOMING TRAFFIC COMMPrTEE MEETING.

5) Ordinance for Adoption (waive reading and adopt)
At the City Council meeting of December 17, 1996, an ordinance was introduced
revising the Municipal Code as it pertains to the control of municipal storm water
and urban run-off discharges. It is before Council this evening for second reading
and adoption. It is recommended that the City Council adopt the following
ordinance entitled:
ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING
CHAPTER 9 OF THE WEST COVINA MUNICIPAL CODE BY DELETING
EXISTING SECTIONS 9-26 THROUGH 9-36, INCLUSIVE, AND ADDING
PROVISIONS PERTAINING TO CONTROL OF MUNICIPAL STORM
WATER AND URBAN RUN-OFF DISCHARGE.
6) Award of Bids
Project No. PP-97203 Snack Bar Remodel at Del Norte Park
Location: 1500 West Rowland Avenue
One bid was received and opened on Tuesday, December 31, 1996 for this project
which provides for snack bar remodel at Del Norte Park. The bid is $37,700.00
from JMAR Corporation of Inglewood, California. It is recommended that the City
Council accept the bid of JMAR Corporation in the amount of $37,700.00 and
authorize the Mayor and City Clerk to execute the agreement for the work to be
done.
7) Miscellaneous - Public Works
a) Project No. PP-97224 Edgewood Parking Lot Expansion - Approval of
Plans and Specifications
This project consists of the expansion of the northerly parking lot at
Edgewood School by 52 spaces. The project was originally approved by the
City Council as part of the 1996-97 Capital Improvement Program. The
plans and specifications have been prepared with input from the West
Covina Unified School District and the State Architect's office and are now
ready to bid. The estimated project cost is $160,000. It is recommended
that the City Council approve the plans and specifications for Project No.
PP-97224 and authorize the City Engineer to advertise for bids for the
project.
b) Project No. PP-97227 Basketball Court Lighting at Orangewood Park
Approval of Plans and Specifications
This project consists of the lighting of the basketball court at Orangewood
Park. The project was originally approved by the City Council as part of
the 1996-97 Capital Improvement Program. The plans and specifications
have been prepared and are now ready to bid. The estimated project cost is
$40,000. It is recommended that the City Council approve the plans and
specifications for Project No. PP-97227 and authorize the City Engineer to
call for bids.
Miscellaneous - Police Department
c) 53rd Presidential Inaugural
The Chief of Police requests the City Council approve the West Covina
Police Department's participation in the 53rd Presidential Inaugural to be
held January 20, 1997. It is recommended that the City Council approve the
West Covina Police Department's participation in this prestigious event.

D) PUBLIC WORKS SERVICES

1) Request for Traffic Signal at the Intersection of Amar Road and Westport
At its meeting on December 17, 1996, the Traffic Committee reviewed conditions
at the intersection of Amar Road and Westport Street. The Committee found that
one of the eleven warrants reviewed met the conditions for a traffic signal. Based
on their evaluation, the Traffic Committee recommended that the request be denied.
If the City Council agrees with the Traffic Committee's recommendation, this report
should be received and filed. If the Council desires a traffic signal, it should direct
the City Engineer to prepare plans and specifications for a traffic signal at Amar
Road and Westport Street.

1) Planning Department

Tree Debris in Residential Neighborhoods
At the October 15 and November 5, 1996 City Council meetings, staff presented
several options to help control tree debris in residential neighborhoods. Staff
explored different mechanisms which are already in place and do not require City
involvement, as well as new options that could strengthen City regulations. The
Council requested that the topic be continued for further discussion. It is
recommended that the City Council receive and file this report and provide
appropriate direction to staff.

H) HUMAN SERVICES
1) Youth Snorts Code of Conduct
In response to the growth of youth sports organizations in the community, and an
increase in the frequency of neighborhood issues resulting therefrom, staff has
worked with the Youth Sports Council, the Human Services Commission, and staff
of the West Covina Unified School District to prepare a proposed Youth Sports
Code of Conduct and enforcement procedure, which is designed to give the City the
ability to prevent problems and address those which do occur. It is recommended
by the Human Services Commission that the proposed Youth Sports Code of .
Conduct and enforcement procedure be approved.

2) Fair Housing Impediments Report
The Community Development Block regulations require that grantees complete an
Analysis of Fair Housing Impediments every five years. On March 6, 1996, the
City Council approved an agreement with the San Gabriel Valley Fair Housing
Council to conduct the assessment. The Human Services Commission recommends
that the City Council approve the Final Analysis of Impediments to Fair Housing
Report and authorize its submittal to the U.S. Department of Housing and Urban
Development.

1) Fire Department
City of Covina Request for Fire Services Proposal
At the December 20, 1996 Council meeting, the West Covina City Council directed
that the Fire Department prepare a brief proposal for delivering fire services to the
City of Covina. Fire staff assumed from the council discussion that the City
Council would want us to prepare a full and detailed proposal if requested by
Covina. The City of Covina has now requested such a proposal. It is
recommended that the City Council confirm its intention to have die Fire
Department provide a full proposal to the City of Covina for fire service.

Update on Proposition 208
At the City Council meeting of December 17, the City Council approved voluntary
campaign spending limitations based upon the presumption that the California Fair
Political Practices Commission would rule that the,provisions of Proposition 208
would apply to the March 1997 election. The City Attorney will present an oral
report based upon recent rulings of the FPPC on this subject.
