If limits are adopted, candidates who agree to adhere to them can take advantage of increased individual contribution limits. -- generally equal to a doubling of the limits. Because the terms of Proposition 208 become effective on January 1, 1997, the City Council should consider whether it wants to establish voluntary spending limits for the March 1997 City election. Staff is not expressing a recommendation on this matter except to point out that generally throughout the nation, the amount of money spent on candidate and initiative campaigns has increased. It is reported that the public perception is that campaign spending should be limited, but as the two "competing" propositions on the November ballot pointed out the public is not generally in agreement as to how best to accomplish that.
