In order to implement the approved current lot line adjustment, a Corporation Grant Deed from the City is required. to convey less than 10 square feet of land to Shadow Oaks Villas II Homeowners Association. The request of the West Covina Police Department that a two hour parking restriction be established on the east and west sides of Azusa Avenue from Workman Avenue North to Badillo Street resulted in a recommendation: THAT A TWO HOUR PARKING RESTRICTION BE ESTABLISHED ON THE WEST SIDE OF AZUSA AVENUE BETWEEN PUENTE AVENUE AND ROWLAND AVENUE AND ON THE EAST SIDE OF AZUSA AVENUE BETWEEN ROWLAND AVENUE AND WORKMAN AVENUE. The request of the City for Engineering and Traffic Survey of California Avenue resulted in a recommendation: THAT THE SPEED LIMIT ON CALIFORNIA AVENUE BE ESTABLISHED AT 25 MPH BETWEEN WEST COVINA PARKWAY AND THE INTERSTATE 10 FREEWAY. The request of the West Covina Police Department that parking be prohibited on the south side of Rowland Avenue from Astell Street to 35 feet west and 12 feet east resulted in a recommendation: THE REQUEST BE HELD OVER. The request of the City that a consultant channelization and sign installation plan be approved resulted in a recommendation: THAT THE CHANNELIZATION AND SIGN INSTALLATION PLAN BE APPROVED. The request of the West Covina Police Department that conditions at the marked school crosswalks on Rowland Avenue at Traweek School be reviewed resulted in a recommendation: THAT R96 AND R49 NO PEDESTRIAN CROSSING SIGNS BE INSTALLED IN THE RAISED MEDIAN ISLAND ON ROWLAND AVENUE AT TRAWEEK SCHOOL. THAT CALIFORNIA TRAFFIC MANUAL TYPE `B" AND TYPE "C" SCHOOL CROSSING AND SCHOOL ZONE SIGNS BE INSTALLED. agndl2.03 City Council Agenda • • December 3, 1996 C) CONSENT CALENDAR (continued) 6) Traffic Committee (continued) a) Traffic Committee Minutes of November 19 1996 (continued) The request of Dorthy Jenkins, 1220 Roseway Street that parking be restricted for street sweeping purposes on the south side of Roseway Street east of Sunset Avenue resulted in a recommendation: THAT PARKING BE RESTRICTED ON THE SOUTH SIDE OF ROSEWAY STREET FROM SUNSET AVENUE TO 1206 WEST ROSEWAY STREET. b) Reducing In Speed Limit on California Avenue Northerly of West Covina-Parkwav Assuming the City Council accepts the Traffic Committee's recommendation to reduce the speed limit from 40 mph to 25 mph on California Avenue northerly of West Covina Parkway, Section 22-132 of the West Covina Municipal Code needs to be revised to implement the lower speed limit. It is recommended that the City Council introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY'OF WEST COVINA, CALIFORNIA REVISING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES IN THE STATE LAW MAXIMUM SPEED LIMITS. 7) Ordinances for Adoption (waive reading and adopt) There were two ordinances introduced at the last Council meeting, November 19, 1996, and they are before the City Council this evening for adoption. It is recommended that the City Council adopt the following ordinances: ORDINANCE NO. I- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN SECTIONS OF CHAPTER 7 (BUILDINGS AND BUILDING REGULATIONS) AND CHAPTER 26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE RELATING TO SIGNS (Code Amendment No. 265: Comprehensive Sign Ordinance Revision) ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADDING WEST COVINA MUNICIPAL CODE SECTION 15-32, CHAPTER 15, ARTICLE II - "FIREARMS" PROHIBITING "SATURDAY NIGHT SPECIALS" AS DEFINED THEREIN. 8) Award of Bids a) Award of Bid #97 002 Radio Maintenancr Agreement Bid 97-002 solicited quotes from qualified vendors to maintain the City's two-way radio equipment. Quotes were received from two vendors and it is proposed to award the bid to the lowest bidder, Motorola Communications and Electronics, Inc., Van Nuys, California. It is recommended that the City Council award Bid #97-002 for maintenance of the City's Radio Equipment to Motorola Communications & Electronics, Inc., for a period of two years commencing January 1, 1997, at a current cost of $2,976 per month and authorize the Mayor to sign the agreement. agnd12.03 City Council Agenda • • December 3, 1996 C) CONSENT CALENDAR (continued) 8) Award of Bids (continued) b) Project No. PP-96219 Expansion of Existing Restroom at Walmerado Four bids were received and opened on Monday, November 25, 1996, for this project which provides for expansion of existing restroom at Walmerado Park. The lowest responsible bid is $48,396.00 from Whelan Construction of West Covina. It is recommended that the City Council accept the bid of Whelan Construction in the amount of $48,396.00, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. c) Project No GP-97307 New Roof for Fire Station No 4 Three bids were received and opened on Friday, November 22, 1996, for this project which provides for a new roof for Fire Station No. 4. The lowest responsible bid is $18,950.00 from Whelan Construction of West Covina, California. It is recommended that the City Council accept the bid of Whelan Construction in the amount of $18,950.00 and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. 9) Miscellaneous - Public Works a) Possible Traffic Signal at Amar Road and Westport Stud The City Council requested a re-evaluation of the warrants for a possible traffic signal at Amar Road and Westport Street. Since the last time data was collected at this location, an eastbound protected left turn phase has EN been added to the traffic signal at Amar Road and Shadow Oak Drive. With this modification, new traffic data is needed in order to properly evaluate this intersection. It is recommended that the City Council receive and file this report. Miscellaneous - Environmental Srvi c b) Christmas Tree Recycling Program This is a report on the City's Annual Christmas Tree Recycling Program. It is recommended that the City Council receive and file this report. Digital Photography System The Police Department is requesting the purchase of digital (computer) cameras, a photo quality printer and hardware/software workstations. Staff recommends the purchase of the specified digital photography equipment, not to exceed $50,000 and the implementation of digital photography within the Police Department. A two work station purchase will enable the Police Department to install one in the Department's Crime Lab for secure and critical evidence photo's and the second in the Investigation's Bureau for day to day work purposes, minor crime scenes and traffic related investigations.
