1) Code Amendment No 265 - Comprehensive Sign Ordinance Revicinn
(continued)
Code Amendment No. 265 is a City -initiated project to revise the portions of
Chapter 7 (Buildings and Building Regulations) and Chapter 26 (Zoning) of the
West Covina Municipal Code that relate to signs. The intent of this Sign Code
Revision is to streamline sign review procedures, make sign code standards easier
to understand, and to update Sign Code regulations to reflect current market
conditions. The City Clerk verified the Affidavit of Publication and the hearing
was opened at the November 5th City Council meeting.

Staff recommends that the City Council accept street improvements and authorize
release of Reliance Insurance Company, Bond No. B2732919, in the amount of
$229,990.00, subject to Notice of Completion.
5) Award of Bids
a) Slope Rehabilitation (MD4) and Park Landscape Improvements In
and Adjacent to Shadow Oak Park
This project consists of grading, irrigation, and planting of drought
tolerant vegetation around a parking lot area at Shadow Oak Park and on
two slopes adjacent to Shadow Oak Drive. Five bids were received. The
lowest bid is $77,501.58 from Azteca Landscape of Pomona. It is
recommended that the City Council accept the bid of Azteca Landscape of
Pomona in the amount of $77,501.58 and authorize the Mayor and City
Clerk to execute the agreement with same for the work to be done.

b) Project No. PP-97210 Sports Ligb ing at Maverick Field
Nine bids were received and opened on November 12, 1996, for the
installation of sports lighting at the Maverick Baseball Field. The lowest
bid is for $127,750.00 from Power Distributors, Inc. of Industry,
California. It is recommended that the City Council take the following
actions:
* Transfer $45,000 from Project No. MP-87152 to Project No. PP-
97210; and
* Accept the bid of Power Distributors, Inc., as submitted at the bid
opening, and authorize the Mayor and City Clerk to execute a
contract in the amount of $127,750.00 for the work to be done.
c) Project No. PP-97220 Heritage Gardens Park - Phase H Planting and
Nine bids were received and opened on Tuesday, November 12, 1996, for
this project which provides for Phase II planting and irrigation of Heritage
Gardens Park. The lowest responsible bid is $51,185 from Green Giant
Landscape, Inc. of La Habra, California. It is recommended that the City
Council accept the bid of Green Giant Landscape, Inc. in the amount of
$51,185.00, as submitted at the bid opening, and authorize the Mayor and
City Clerk to execute an agreement with same for the work to be done.
6) Miscellaneous - Environmental Services
a) RKK Landfill Closure Plans Status Rego
This is an updated report on the status of plans for BKK Landfill closure
and other related BKK matters. This is a part of the City program to keep
community informed of the progress toward implementation of the closure
plans for the BKK Landfill. It is recommended that the City Council
receive and file this report.
Miscellaneous - Public Work
b) Parking Availability in the City Owned Parking Lot on Glendora
Avenue. between Wet Covina Parkway and Dalewood Street
During the building of the Edwards Theater project, many construction
workers have been parking in the City owned parking lot which fronts the
businesses on Glendora Avenue. This has resulted in a loss of available
parking spaces for businesses along the Glendora Avenue strip center. It
is recommended that the City Council adopt the following resolution:

c) Request from Wahnerado Youth Pony B ea ball League
During the 1995-96 Capital Improvement Program review, the City
Council designated $25,000 to West Covina Youth Pony Baseball League
for the construction of a snack bar and storage area on school district
property. Due to concern of the school district, only the storage facility
was approved for placement on the Coronado school site. West Covina
Youth Pony Baseball League has requested the use of the remaining funds
for field improvements on the Coronado School site. It is recommended
that the City Council approve the use of funding, originally designated for
a snack bar, for field improvement on school district property.
d) Summary Vacation of Excesc Rieht-Of-Wav on State Street
State Street from Glendora Avenue to 170 feet easterly of Garvey Avenue
has been reduced in width by 10 feet. By relocating the curb, sidewalk,
street lighting and street trees, the excess 10 feet can be summarily
vacated under provisions of Sections 8330 and 8334 of the State of
California Street and Highways Code. It is recommended that the City
Council adopt the following resolution:

The Council will consider an additional appropriation for the Cortez Park
property acquisition. Staff recommends that the Council appropriate
$51,446 from Construction Tax fund balance to account 161-304-3341-
7700.

D) PUBLIC WORKS ERVI F4
1) Review of Azusa Annue Medians from Temple Avenue to Noah City Limits
Mayor Touhey and Councilmember Manners have requested that the City Council
review the costs and possible funding sources for landscaping the center medians
of Azusa Avenue. There are three different sections which currently have no
landscaping: Temple Avenue to Amar Road which is in Los Angeles County,
Amar Road to Aroma Drive near BKK and Workman Avenue to Badillo Street.
Staff has developed a preliminary scope of work and a rough project estimate.
The estimated total project cost is about $1.4 million. It is recommended that the
City Council authorize the City Engineer to retain the services of a landscape
architect to develop preliminary plans and cost estimate for Council review at a
cost not to exceed $10,000.

2) Guardrails Along Amar Road Westerly of Shadow Oak Drive
On October 15, 1996, the Traffic Committee reviewed the conditions on Amar
Road, between Shadow Oak Drive and Westport Street. This review was
prompted by a series of accidents where vehicles have left the roadway and hit the
adjoining block wall. At the November 5, 1996 City Council meeting, the
recommendation of the Traffic Committee to review locations for additional
signage and not to install a guardrail was approved under the consent calendar.
Councihnember Wong requested that this item be re-agendized for Council
review. It is recommended that the City Council receive and file this report.

1) Status Report on Destruction of Records by CAL -EPA Office of
Environmental Health Hazard Assessment
This is a status report on press reports that the CAL -EPA Office of
Environmental Health Hazard Assessment destroyed records related to the BKK
Landfill. Staff recommends that the City Council take the following actions:
* Authorize the Mayor to send a letter to the State expressing the serious
community concerns about this matter, asking for a full public disclosure
of all information on the destruction of these records, and requesting an
independent public review by qualified expert(s) of all data used in the
production of and the conclusions reached in the Addendum Health Risk
Assessment of Ambient Fugitive Vinyl Chloride Emissions from the
Class I Unit of the BKK Landfill, West Covina, California.
* Direct staff to make a Public Records Act request of all appropriate
agencies for all records associated with the development, review, and
production of draft and final versions of the Addendum Health Risk
Assessment of Ambient Fugitive Vinyl Chloride Emissions from the
Class I Unit of the BKK Landfill, West Covina, California.

1) City Manager
a) CRY Council -Sponsored Ballot Initiativ
On November 5, the City Council elected to author an argument in favor
of the City Council -sponsored ballot initiative relating to the siting of solid
waste facilities in the City of West Covina. A draft of the ballot argument
is transmitted for review and approval. The deadline for the submittal of
arguments for the March 4, 1997 election is November 26. It is
recommended that the City Council review the proposed ballot argument,
and provide direction to staff as to changes which may be desired, and
then approve the argument as directed.

b) City Council Questions Regarding Business License and Business
Improvement Tax
At the City Council meeting of November 5, the Chamber of Commerce
presented the results of its survey of the business community regarding the
City's business license tax and business improvement tax. These results
generated a number of questions from members of the City Council,
which are addressed in the report. It is recommended that the City
Council receive and file the report.

c) Administration of Political Sign Standards
During the public hearing on the sign ordinance considered in an earlier
portion of this meeting the City Council will decide what standards are to
be employed to regulate temporary noncommercial signs, which include
political signs. This report seeks City Council direction on an
administrative policy for the interpretation of various areas of the
standards for political signs, and on the level of enforcement by City staff.
In summary, the policy incorporates a reasonable enforcement philosophy
and recommends how to address matters of interpretation that have in the
past been a problem both for staff charged with enforcement of the
standards and for candidates. The interpretation of standards and
enforcement policies will permit staff to administer the political sign
standards in what we believe is a fair and reasonable fashion. The City
Council's approval of the standards and the enforcement policies will
strengthen staff s independence in the administration and enforcement of
the standards. It is recommended that the City Council approve the
interpretations and enforcement standards as outlined in the staff report.

Ordinance Prohibiting the Sale of "Saturday Night Spmialsll
On November 5, the City Council directed the City Attorney to prepare an
ordinance prohibiting the sale of certain firearms commonly known as "Saturday
Night Specials" within the City of West Covina. It is recommended that the City
Council introduce the following ordinance:

A total of thirteen seats on the five City Commissions are eligible for
appointment. Subcommittees of the City Council have interviewed candidates for
