City of West Covina and Shadow Oak Villas II Homeowners Association
entered into a previous lot line adjustment to locate the lot line between the
City owned open space lot and Shadow Oak Villas 11 in order for the City
to maintain the existing wall. Subsequently, there was a slope failure on
the Shadow Oak Villas H property adjacent to the wall and a new wall was
erected at the top of the reshaped slope. This current lot line adjustment is
to move the property line to a location six inches southerly of the face of
the new wall in order for it to be completely on City property. It is
recommended that the City Council adopt the following resolution:

Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance

a) The request of James Harry, 2343 Francisquito Avenue, 91790, that
parking be prohibited except by permit along the North side of the service
road abutting the residents on the 2200 and 2300 blocks of West
Francisquito Avenue resulted in a recommendation:

b) The request of the Police Department that a two hour parking restriction
be established on the east and west sides of Azusa Avenue from Workman
Avenue north to Badillo Street resulted in a recommendation:

c) The request of Debby Hodgson, Covina Valley Unified School District

d) The City -initiated request that a guardrail be installed on the south side of
Amar Road from Westport Drive to 1600 feet east resulted in a
recommendation:
INSTALL ADDITIONAL WARNING SIGNS IN AN EFFORT TO
IMPROVE TRAFFIC SAFETY.
DENY REQUEST FOR GUARDRAIL ALONG THE SOUTH SIDE
OF AMAR ROAD WESTERLY OF SHADOW OAK DRIVE.
e) The request of John Palumbo, 760 North Broadmoor Avenue that parking
be restricted on street sweeping days on both east and west sides of the
700 block of North Broadmoor Avenue from Puente Avenue to the north
city limit resulted in a recommendation:
THAT PARKING BE RESTRICTED ON STREET SWEEPING
DAYS ON BOTH EAST AND WEST SIDES OF THE 700 BLOCK
OF NORTH BROADMOOR AVENUE, FROM PUENTE AVENUE

At the City Council meeting of October 15, 1996, an ordinance was introduced
relating to automatic fire sprinkler systems. The ordinance before Council this
evening for second reading and adoption has been amended, as instructed by

MUNICIPAL CODE AS THEY RELATE TO THE REQUIREMENTS FOR
INSTALLATION OF AUTOMATIC FIRE SPRINKLER SYSTEMS.

b) City Treasurer's Report for the month of September, 1996
a) Project No SP-96108 Curb and Gutter Reps
Six bids were received and open on Tuesday, October 22, 1996, for this
project which provides for the repair of damaged curb, gutter, driveways
and cross gutter at various locations Citywide. The lowest responsible bid
is $41,316.00 from All Concrete Construction of Riverside, California. It
is recommended that the City Council accept the bid of All Concrete
Construction of Riverside, California, in the amount of $41,316.00, as
submitted at the bid opening, and authorize the Mayor and City Clerk to
execute an agreement with same for the work to be done.
b) Project No. WC-96-11-01 Janitorial Services at City Hall, Police
Department, Communications Building, Fire Admi ictration and the
Community Education ation nt r
Five bids were received and opened on October 28, 1996, for janitorial
services at City Hall, Police Department, Communications Building, Fire
Administration and the Community Education Center. The lowest
responsible bid was from D.H. Maintenance Services of Oceanside,
California, in the amount of $5,500.00 per month. It is recommended that
the City Council accept the bid of D.H. Maintenance Services in the
amount of $5,500.00 per month, as submitted at the bid opening, and
authorize the Mayor and City Clerk to execute an agreement with same for
the work to be done.
c) Purchase of One Sokkia Forensic Mapping System for the Police
The Police Department requests City Council approval to purchase a
Sokkia 5E Forensic Mapping System for use in crime scene plotting and
accident scene documentation. It is staffs recommendation that the City
Council:
* Find that it would be impractical, useless, or uneconomical to
initiate a formal bid process;
* Authorize funding of this purchase with $8,500.00 from self -
insured liability reserves and up to $5,000.00 from traffic safety
funds (Fund 123);
* Authorize staff to proceed with the purchase of a Sokkia Total
Station from the Kara Company, Inc. of Countryside, Illinois, for
a sum of $13,500.00, plus tax and shipping.

d) Purchase of Vacuum Metal Deposition Fingerprint Detection System
Fingerprint evidence is often the most valuable evidence available in
criminal investigations. Latent fingerprints, left behind by suspects at a
crime scene, are also some of the most fragile and easily damaged of
evidence. A new system has been developed that can locate fingerprints
from surfaces that were previously not "printable". The new system,
Vacuum Metal Deposition, also does not emit any toxic gases as current
methods do. It is staffs recommendation that the City Council:
Find that it would be impractical, useless, or uneconomical to
initiate a formal bid process; and
Council authorize the Police Department to purchase the Vacuum
Metal Deposition system from the company of the same name, not
to exceed $45,000 including tax.
10) Miscellaneous - Environmental Services
a) Electric Vehicle Corridor Communities Program Grant
Implementation
This is an update on the City's activities in implementing the City and the
San Gabriel Valley Council of Governments Electric Vehicle Corridor
Communities Program grant. Staff recommends that the City Council
receive and file this report.
Miscellaneous - Finance Department
b) Surplus Property
The City Council periodically declares as surplus City property which is
no longer useful to the City, thereby, allowing the property to be disposed
of as provided for by the Municipal Code. It is recommended that the
City Council adopt the following resolution:

c) 1996-97 Work Program - First Quarterly UpdatP
Transmitted for City Council consideration is an update of the 1996-97
Work Program for the first quarter of the fiscal year, from July 1 through
September 30, 1996 It is recommended that the City Council receive and
file this report.
d) West Covina Library Request for Grant
Staff of the West Covina County Library submitted a request to the City
for a grant of $80,000 for acquisition of reference materials and computer
equipment. The request was presented to Council at the regular meeting
held October 15, 1996. At that time, Council approved a grant of
$18,000 for children's materials and directed staff to work with County
Library staff on options for acquiring computer equipment at a lower cost
than proposed. It is recommended that the City Council approve the grant
request for computer equipment and children's materials in the amount of
$41,349.66. It is further recommended that Council approve:

The grant to the West Covina County Library in the amount of
$41,349.66;
An appropriation transfer from MP-87152 (110-320-3769-7900) in
the amount of $41,349.66 to Account 110-320-2550-6167; and
Issuance of a check in the amount of $41,349.66 to the West
Covina County Library.
Miscellaneous - Public Works
e) Project No. MP-97122 Installation of Bus Shelters at Various
Locations Citywide - Approval of Plans and Specifications
Bus shelters protect passengers from some adverse weather conditions and
provides them a place to sit while waiting for buses. Fifteen newly
designed passenger shelters are proposed for this project at a total
estimated cost of $80,000. It is recommended that the City Council
approve the plans and specifications for Project No. MP-97122, and
authorize the City Engineer to call for bids.
f) Loan to West Covina Beautiful for Purchase and Installation of Trees

West Covina Beautiful applied for and received a grant from California
ReLeaf (California Department of Forestry and Fire Protection) for 50
trees to be planted on City property in and adjacent to Shadow Oak Park.
Staff proposes to loan West Covina Beautiful $3,450.00 to purchase and
install the trees. The funds will be repaid upon reimbursement by
California ReLeaf. It is recommended that the City Council take the
following actions:
* Authorize a transfer of $3,450.00 from unappropriated Citywide
Reserves (Fund 188) to Account No. 188-320-2244-6250 (Park
Maintenance - Maintenance Department Supplies); and
* Authorize the City Engineer to enter into an agreement with West
Covina Beautiful to loan $3,450.00. Funds will be loaned from
Account No. 188-320-2244-6250 and will be repaid upon receipt
of reimbursement from California ReLeaf.
g) Installation of Metal Bleachers at Shadow Oak Park Softball Field
At the last City Council meeting, Councilmember Herfert requested that
the possible installation of bleachers in Shadow Oak Park be agendized.
The softball field at Shadow Oak Park currently has no seating facilities
for spectators. The cost of providing two sets of five row metal bleachers
is approximately $8,000. If the City Council desires to add metal
bleachers to Shadow Oak Park, it is recommended that the following
actions be taken:
* Authorize the City Engineer to purchase and install two set of five
row metal bleachers at a cost not to exceed $8,000; and
* Authorize the use of $8,000 from the Park Rental Agreement with
Cox Communications for the purchase of the bleachers.

10) Miscellaneous - Personnel Services
h) PERS Payroll Deduction Plan
The Public Employees' Retirement System (PERS) is providing an option
to employees to purchase prior service time with pre-tax dollars. It is
recommended that the City Council adopt the attached PERS resolution to
enable action and approval of PERS to implement the deduction plan.
I) Reclassification of Photo Technician and Clerk Positions in the Police
"euartment
Vacancies in two positions in the Police Department have been studied for
assignment of new duties requiring reclassification. It is recommended
that the City Council approve the proposed reclassification of one vacant
Clerk position to a Police Records Clerk I, and one vacant Photo
Technician position to a Community Services Officer.
j) Crime -Free Multi -Housing Program
The Crime Free Multi -Housing Program is a coalition of Law
Enforcement, Business, the City, and Apartment Owners, Apartment
Managers and Tenants committed to providing a safer living environment
for residents in apartment complexes throughout the City of West Covina.
It is recommended that the Council direct the City Manager and the Chief
of Police to enter in an agreement (M.O.U.) with the San Bernardino
County Sheriff's Department Special Projects Unit to allow unlimited
assistance to implement the Crime Free Multi -Housing Program here in
the City of West Covina.

D) PUBLIC WORKS SERVICES
1) Review of Azusa Avenue Medians from Temple Avenue to North City Limits
Mayor Touhey and Councilmember Manners have requested that the City Council
review the costs and possible funding sources for landscaping the center medians
of Azusa Avenue. There are three different sections which currently have no
landscaping; from Temple Avenue to Amar Road which is in Los Angeles
County, Amar Road to Aroma Drive near BKK and Workman Avenue to Badillo
Street. Staff has developed a preliminary scope of work and a rough project
estimate. The estimated total project cost is about $1.4 million. It is
recommended that the City Council authorize staff to retain the services of a
landscape architect to develop preliminary plans and cost estimates for Council
review at a cost not to exceed $10,000.

On October 15, the City Council was scheduled to provide additional
direction to staff regarding the proposed Business Improvement Tax
Survey. Due to the late hour, this matter was held over until November 5.
It is recommended that the City Council provide direction as to how to
proceed with this survey.
