On August 27, 1996 the Planning Commission held a duly noticed public hearing
on an appeal of the Planning Director's action to approve miscellaneous minor
project revisions by approving a Planning Director's Modification (PDMOD) to
Conditional Use Permit No. 474. The Planning Commission adopted Resolution
No. 08-96-4368 upholding the decision of the Planning Director and approving
the PDMOD. The appellant, Sanborn Theatres, Inc., has appealed the Planning
Commission's decision to the City Council.

b) The Police Department request that a two hour parking restriction be
established on the east and west sides of Azusa Avenue from Workman
Avenue north to Badillo Street resulted in a recommendation:

c) Estella Dunton, 1612 Eldred Avenue, request that parking be restricted
between the hours of 7:00 a.m. and 3:00 p.m. (revised to 24 hours
Monday through Friday) except by permit on the south side of Eldred
Avenue between Orange and Nora Avenue; and that a stop sign be
installed on the northbound approach of Conlon Avenue at Eldred Avenue
resulted in a recommendation:
THAT PARKING BE RESTRICTED EXCEPT BY. PERMIT ON
THE SOUTH SIDE OF ELDRED AVENUE BETWEEN ORANGE
AND CONLON AVENUES MONDAY THROUGH FRIDAY.

d) A City initiated request that a traffic signal be installed at the intersection
of Merced Avenue and Willow Avenue resulted in a recommendation:

INTERSECTION OF MERCED AVENUE AND WILLOW AVENUE
BE CONSIDERED IN FUTURE CAPITAL IMPROVEMENT
PROGRAMS.
THAT A MULTI -WAY (4-WAY) STOP BE INSTALLED AT THE

5) Award of Bid
Project No PP 96251 New Park Play Area Barrier Removal at Palm View
Park
Location: 1340 East Puente Avenue
Three bids were received and opened on Tuesday, September 17, 1996, for the
removal of existing playground equipment and installation of new sand, matting
and play equipment at Palm View Park. The lowest responsible was from
Hondo, Inc. of Santa Ana for $58,977.00. It is recommended that the City
Council accept the bid of Hondo, Inc. in the amount of $58,977.00 and authorize
the Mayor and City Clerk to execute the agreement for the work to be done.

6) Miscellaneous - Public Works
a) Possible Guardrail on South Side of.Amar Road, Westerly of Shadow
Oak Drive
There have been a number of accidents where vehicles have hit the wall
along the rear of the properties adjacent to Amar Road, westerly of
Shadow Oak Drive. The Traffic Committee reviewed this matter a few
months ago in response to a request for a guard rail and instead placed
warning chevrons for. the curve in this area. Until one accident a few days
ago, the new signage has been affective at reducing accidents. The recent
accident was not on the curve and may be unrelated to the previous study.
It is recommended that the Traffic Engineer review the recent accident on
Amar Road and have the Traffic Committee review this condition at its
October 15, 1996 meeting and report back to the City Council.
b) Project No. SP-97105 - Curb and Gutter Repair and Sidewalk
Construction - Approval of Plans and Specifications
Location: Various Locations Citywide
Plans and specifications have been completed for Project No. SP-97105,
which provides for the repair of damaged curb, gutter and driveway
aprons, in various locations citywide, including sidewalk construction on
Garvey Avenue south between Glendora Avenue and Lark Ellen
Avenue. The estimated cost of the project is $46,000.00. It is
recommended that the City Council approve the plans and specifications
for Project No. SP-97105, and authorize the City Engineer to call for
bids.
Miscellaneous - Planning Department
c) General Plan Implementation Annual Status Report
Applicant: City of West Covina
Location: Citywide
Government Code §65400(b) requires the preparation of an annual
report to the City Council addressing the status of the City's General
Plan and its implementation. The report was reviewed and approved by
the Planning Commission at its meeting of September 24, 1996. Staff
recommends that the City Council receive and file the General Plan
Annual Status Report.
Miscellaneous - Human Services
d) Purchase of Portable Classroom
Due to State of California requirements limiting the amount of students per
teacher and the subsequent displacement of child care providers that
operate on School District property, including three City -owned facilities
that will move to portable classrooms, the Human Services Department is
requesting permission to purchase two portable classrooms and lease the
third. It is recommended that the City Council find that it is impractical to
purchase these modular units in compliance with competitive bidding
procedures for the reasons set forth in the staff report. It is further
recommended that the City Council approve the purchase of two portable
classrooms and lease of the third.

e) General Services Agreement with County of Los Angeks
From time to time, the City utilizes various services of the County of Los
Angeles. The County and each of the cities within the County adopt a
General Services Agreement which sets forth certain basic and common
("boilerplate") terms and conditions for the provision of these services, for
which there is no specific contract. It is recommended that the City
Council approve the General Services Agreement with the County of Los
Angeles, and authorize the Mayor and City Clerk to execute the
Agreement.

Public Hearing Date
The Fire Department is requesting the City Council introduce an ordinance and
set a date for second reading of October 15, 1996, to amend Section 7-18.13 and
10-27 of the West Covina Municipal Code as it relates to the requirements for
installation of automatic fire sprinkler systems. It is recommended that the City
Council take the following actions:

3) Review of Traffic Conditions at Merlinda School
Mayor Touhey has requested a review of traffic conditions at Merlinda School as
a result of an accident which occurred last Thursday, September 26, 1996. This
review includes a brief description of the accident, an outline of past Traffic
Committee items pertaining to this location, and State of California Traffic
Manual guidelines. It is recommended that the City Council refer this item to the
joint city/school district coordinating committee for review.
