Sunset Avenue for a Roof -Top Balloon on 9/1/96 to 9/20/96. 5) City Treasurer's Report (receive and fife) City Treasurer's Report for the month of July, 1996. 6) Award of Bids None 7) Miscellaneous - City Manager's Office Revisions to the Tripartite Agreement Providing for the Operation of WCCT Revisions have been made to the Tripartite Agreement between the City of West Covina, Charter Communications and Mount San Antonio College. This agreement restates obligations of the three parties made over the life of the cable franchise agreement, including the transfer of the cable franchise to Charter Communications. It is recommended that the City Council review and approve the Agreement. The lowest responsible bid was from Robert G. Castongia, Inc. of Downey in the amount of $414,175.00. It is recommended that the City Council take the following actions: a) Authorize the City Manager to approve a Reimbursement Agreement for a portion of the booster pump costs with South Hills Homes Partnership prior to action number three. b) Accept the bid of Robert G. Castongia, Inc. of Downey in the amount of $414,175.00 as submitted at the bid opening on Tuesday, September 10, 1996. c) Authorize the Mayor and City Clerk to execute an agreement with Robert G. Castongia, Inc. for the work to be done. Motion by 2nd by to approve disapprove hold over 2) Project No. GP-96302 - City Hall Building Modifications - Community Room Relocation and New Simulator Room - Approval of Plans and Specifications This project consists of modifying the floor space of the existing community room located in the basement of City Hall to accommodate the Police Department's Simulator Training Facility. In addition, the first floor of City Hall will be partially enclosed to provide a community room, a kitchen facility and employee lunch room. The estimated total project cost is $300,000. F) ENVIRONMENTAL SERVICES 1) BKK Landfill Closure Plans StatusReport This is a report on the status plans for BKK Landfill Closure and other related BKK matters. This is a part of the City program to keep community informed of the progress toward implementation of the closure plans for the BKK Landfill. Staff recommends that the City Council receive and file this report. Motion by 2nd by to agnd09.17 City Council Agenda • • September 17, 1996 G) COMMUNITY DEVELOPMENT a 1) 1) Planning Department Code Amendment No 274• Interim Urgency Ordinance Related to Retaining Walls and Elevated Structures At the City Council meeting of September 3, 1996, at Councilmember Herfert's request in response to concerns expressed by residents regarding the height and appearance of retaining walls and other elevated structures on slopes in single- family residential zones; staff was directed to evaluate appropriate standards and to place the matter before the City Council for consideration. In response, staff has developed an interim urgency ordinance that establishes a short-term moratorium on retaining walls and elevated structures over four feet in height until appropriate regulations can be developed. Staff recommends that the City Council adopt the following interim urgency ordinance: ORDINANCE NO. - AN INTERIM URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ESTABLISHING A MORATORIUM ON THE CONSTRUCTION OF CERTAIN RETAINING WALLS AND ELEVATED STRUCTURES WITHIN SINGLE-FAMILY RESIDENTIAL ZONES. PUBLIC SAFETY SERVICES 1) Fire Department Agreement for Exchange of Paramedic Services Between the City of West Covina and the Consolidated Fire Protection District of Los Angeles The City of West Covina and Los Angeles County have Automatic Emergency Medical Aid Agreements that enhance public safety both in the City and in the County. In recent years the volume of calls for service has been greater in the County than in the City. This agreement will provide for the recovery of costs when there is an imbalance in the volume of calls. It is recommended that the Council approve the agreement so that public safety and economic realities facing both the City and the County are addressed in the most prudent, reasonable, and efficient way possible. Motion by approve disapprove 2nd by hold over to agndo9.17 City Council Agenda • September 17, 1996 .n ADMINISTRATIVE SERVICES 1) Personnel Services Transmission of Resolution Providing Changes to Salary for Employees Represented by the West Covina Police Officers' Assoiation Salary increases are recommended pursuant to a previously approved Memorandum of Understanding (MOU) between the City and the West Covina Police Officers' Association. It is recommended that the City Council adopt an implementing salary resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "C" OF RESOLUTION NO. 9239, THE CITY'S SALARY RANGE STRUCTURE FOR EMPLOYEES IN THE WEST COVINA POLICE OFFICERS' ASSOCIATION; AND RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED. It is recommended that the City Council appoint a voting delegate and alternate to the Annual Conference of the League of California Cities. Motion by 2nd by to appoint as new voting delegate and as alternate to the Annual Conference of the League of California Cities. 1) Appropriation of Funds Received from a Filmin Historical Societv of Wet Covina Councilmember Nancy Manners has requested that the City Council consider appropriating the $6000 which was received from a filming company for using the Heritage Gardens parking lot, to the Historical Society of West Covina to be used for improvements to the Historical House located on the parksite. It is recommended that if the City Council so desires the following action should be taken: Approve the allocation of $6000 to be used by the Historical Society of West Covina for improvements to the Heritage Gardens Historical House.
