This action is voluntary and is not a prerequisite to attending the meeting or speaking to the Council. agn9.3 City Council Agent • September 3, 1996 C) CONSENT CALENDAR 1) Written Communications (receive and file) Letter received from San Gabriel Valley Water Company dated August 21, 1996, notifying the City in compliance with Section 4928.5 of the Health and Safety Code that water in one of the company's wells has been found to contain nitrate in excess of the Maximum Contaminant Level (MCL). The water from the well is treated before it enters the water distribution system before delivery to its customers. Honey vs City of West Covina. On July 12, 1996, the City Clerk's Office received a claim for personal injuries amounting to $1,010,000.00. Claimant has been reinstated to employment, and it is the staffs position that the claim of Billie B. Honey filed on July 12, 1996 be denied, and the claimant's attorney be so notified. 4) Temporary Use Permits (receive and file) TUP #2335-96 was issued to K & M Inc.(Circus Vargas) for a circus at the Sun -Fran Center on August 26 through August 28, 1996. Garvey Avenue on August 20, 1996. 5) Traffic Committee Minutes of August 20, 1996 (accept and file) Items approved by the Traffic Committee are effective upon approval of the City Council unless an ordinance or resolution is needed for the action to be implemented. a) The request of James Harry, 2343 Francisquito Avenue, that parking be prohibited along the north side of Service Road in front of 2343 Francisquito Avenue resulted in a recommendation: THAT THE RESIDENTS BE SURVEYED FOR THEIR OPINIONS ON PERMIT PARKING SO AS TO LIMIT PARKING TO RESIDENTS AND GUESTS. AFTER OPINIONS ARE KNOWN, RETURN MATTER TO TRAFFIC COMMITTEE. agn9.3 4 City Council Agent • September 3, 1996 b) The request of John Ford, 823 East Herring Avenue, that parking be prohibited on the south side of Cameron Avenue at west of Holly Place resulted in a recommendation: THAT PARKING BE PROHIBITED ON THE SOUTH SIDE OF CAMERON AVENUE AT WEST OF HOLLY PLACE. c) The request of the Police Department that a two-hour parking restriction be established on the east and west sides of Azusa Avenue from Workman Avenue north to Puente Avenue resulted in a recommendation: HOLD OVER FOR RESIDENT INPUT AND CALTRANS APPROVAL. 6) Miscellaneous - Public Works a) Project TS 96109 - Azusa Ave. and Francisquito Ave. Traffic Signal Modification - Approval of Plans and Specifications As directed by the City Council, plans and specifications have been prepared for modifying the traffic signal at the intersection of Azusa Avenue and Francisquito Avenue. The estimated construction cost of $65,000. Recommendation is to approve the plans and specifications for TS 96109 and authorize the City Engineer to call for bids. b) N/A Miscellaneous - City Clerk's Office c) Biennial Review of the City's Conflict of Interest Code The Political Reform Act requires the City Council to review the City's Conflict of Interest Code on a biennial basis and make any necessary amendments. Recommendation is to approve the City's amended Conflict of Interest Code, as prepared by the City Clerk. Miscellaneous - Finance Department d) June 30, 1995 Single Audit Transmitted herewith is the 1994/95 Single Audit. Recom- mendation is to receive and file the accompanying June 30, 1995 Single Audit Report. F) ENVIRONMENTAL SERVICES 1) WEST COVINA DISPOSAL PAYMENT CENTER The City Council requested that the Waste Management & Environmental Quality Commission review the potential West Covina Disposal payment center sites. The report is on the review of sites and analysis of options by staff and the Commission. The Commission recommends that the City Council: a) Allow WCD to establish Currency Services at 332 North Azusa as the West Covina Disposal payment center by the approval of Amendment No. 6 to the Franchise Agreement and authorize the Mayor and City Clerk to execute; and b) Request the Commission review the effectiveness of this payment center six months after it begins operation to determine if additional payment centers are necessary. As of that date, the Office of the City Manager received 26 applications either from new candidates or from current Commissioners seeking reappointment. At this point, the Council may direct staff according to the following: a) Does the Council still wish to select a subcommittee to conduct interviews of all Commission applicants? If so, then it should choose the members of the subcommittee. Members of the subcommittee should then direct staff to schedule the interviews. b) Does the council wish to select more than one subcommittee to interview Commission applicants? If so, then it should choose the members of the subcommittees. Members of the various subcommittees should then direct staff to schedule the interviews. c) If the Council no longer wishes to use (a) subcommittee(s) and would rather interview candidates as a group, then it should direct staff to schedule the interviews and make the appropriate notice of a special meeting of the Council.
