On March 19, 1996, the City Council considered a report regarding a proposed
amendment to the Zoning Code relating to the regulations for the keeping of
horses on Residential Agriculture (R-A) and Single -Family Residential (R-1)
zoned properties. After receiving public testimony, the Council declined to
proceed with the proposed code amendment and also directed staff to rescind
Urgency Ordinance No. 1962, which had established an interim administrative
approval process. As directed by the Council, staff has prepared an ordinance
which rescinds Urgency Ordinance No. 1962.

The City Council and Agency Board shall consider the approval of separate
resolutions regarding the approval of the Agreement which would, among other
things, provide for the sale of the La Ronde Apartment site to Hassen Imports
Partnership. The City will consider a resolution consenting to the approval of
the Agreement between the Agency, Hassen Imports Partnership and West
Covina Motors, Inc. The Agency will consider a resolution approving the
Agreement between the Agency, Hassen Imports Partnership and West Covina

6) Traffic Committee Minutes for April 16, 1996
Items approved by the Traffic Committee are effective upon approval of the City Council unless an
Ordinance or Resolution is needed for the action to be implemented.
a) A City initiated request that left turn lanes be installed on Lark Ellen
Avenue at Rowland Avenue and that Lark Ellen Avenue be widened 6 feet
on the north and southbound approaches to Rowland Avenue resulted in
a recommendation:
THAT LEFT TURN LANES BE INSTALLED ON LARK ELLEN AVENUE AT
ROWLAND AVENUE
THAT THE WIDENING OF LARK ELLEN AVENUE BY 6 FEET ON THE
NORTH AND SOUTHBOUND APPROACHES TO ROWLAND AVENUE BE

b) A City initiated request to review conditions at the intersection of Valinda
Avenue with Vine Avenue, that left turn lanes be installed on Valinda

feet on the approaches to Vine Avenue resulted in a recommendation:

c) A City initiated request to review traffic conditions within the Civic
Center parking areas resulted in a recommendation:

d) A City initiated request that parking be prohibited for 1200 feet along
the north side of the raised median island located on the north side of the
2200 block of West Francisquito Avenue resulted in a recommendation:
THAT PARKING BE PROHIBITED FOR 1200 FEET ALONG THE NORTH
SIDE OF THE RAISED MEDIAN ISLAND LOCATED ON THE NORTH
SIDE OF THE 2200 BLOCK OF WEST FRANCISQUITO AVENUE.

9) Award of Bids
a) Project GP-94306 Seismic Upgrade of West Covina Chamber of
Nine (9) bids were received and opened on Tuesday, April 30, 1996, in
the office of the City Clerk. This project provides for Seismic upgrading,
asbestos removal and miscellaneous interior and exterior improvements.
The lowest responsible bid is $71,753.00 from Whelan Construction of
West Covina. It is recommended that the City Council accept the bid of
Whelan Construction Company in the amount of $71,753.00 and
authorize the Mayor and City Clerk to execute the agreement for the
work to be done.
b) Proiect No. MP-94124 - Open Svace Area Wall Repair
Two (2) bids were received and opened on Tuesday, April 23, 1996 in
the office of the City Clerk for the project which provides for the repair
of an existing masonry concrete block wall and wrought iron fence in
Maintenance District No. 4 on the west side of Stephanie Drive and
north of the Shadow Oak Villas 11 Condominium complex. The lowest
responsible bid is $24,320.00 from All Pro Fence/Masonry Company of
Compton. It is recommended that the City Council accept the bid of All
Pro Fence/Masonry Company in the amount of $24,320 and authorize
the Mayor and City Clerk to execute the agreement for the work to be
done.
10) Miscellaneous - Public Works
a) Street Lighting on Aroma Drive Westerly of Galster Way
The development of the condominiums in the area of Donna Beth and
Aroma Drive northerly of the BKK Landfill has been gradually occurring
over the years with several developers. The street lights for Aroma Drive
and for Donna Beth adjacent to developed parcels have been installed
with the exception of eight lights. It is proposed to install these lights as
soon as possible with the newest developer reimbursing the City for the
cost at a later date. It is recommended that the City Council take the
following actions:

Establish Project No. SL-96116 for Aroma Drive Street Lighting
Appropriate $23,000 from Citywide Maintenance District
reserves to Project No. SL-96116. This funding is to be repaid to
the Citywide Maintenance District by the adjacent developer in
accordance with the conditions of approval.
It is proposed that the City Council adopt resolutions preliminarily
approving the Engineer's Report for West Covina Landscaping
Maintenance Districts 4, 6, and 7, and declare its intentions to levy and
collect assessments within the districts for FY 1996-97 and set a date of
June 18, 1996 for public hearings. The rates for Districts 6 & 7 are
proposed to remain the same as currently established and the rates for
District 4 are proposed for a 7.5% decrease. It is recommended that the
City Council adopt the following resolutions:

hearing for June 4, 1996. The proposed rates for next year are 2% lower
than the current rates which were established last year during the
Maintenance District hearing. It is recommended that the City Council

d) Citywide Sewer Standby and Availability Charges - 1996-97 - Method
of Collection
The Public Hearing that is required to be held by the City Council on the
collection method for the Citywide Sewer Standby and Availability
Charges for the Fiscal Year 1996-97 is proposed for June 4, 1996. The
Sewer Standby and Availability Charges are proposed to be continued at
$21.95 per unit for Fiscal Year 1996-97 (same rate as that for 1995-96).
It is recommended that the City Council adopt the following resolution:

e) Project SP-93117 - Program Supplement 001 To State -Local
Transportation Partnership Program (SLTPP) No. SLTPP-5259 -
This program supplement amends an existing State -Local Transportation
Partnership Program (SLTPP) Agreement by adding State sharing funds
for the street rehabilitation work done on Glendora/Vincent Avenues
from Walnut Creek Wash to Robindale Street. The adoption of a
resolution is necessary to obtain the State sharing funds of $19,625. It is
recommended that the City Council adopt the following resolution:

f) City Project SP-96114 - Street Rehabilitation Work - Slurry Seal
Approval of Plans and Specifications
This project consists of Aggregate Slurry Seal work for various locations
Citywide. The total combined length of the project is about 19 miles.
The total project cost is estimated at $325,000. It is recommended that
the City Council take the following actions:
Establish Project No. SP-96114; and
Approve plans and specifications for Project No. SP-96114 and
authorize the City Engineer to call for bids.
g) Project No. SP-96115 - Street Rehabilitation Work - Asphaltic Concrete
This project consists of asphaltic concrete overlay work for various
locations Citywide. The total combined length of the project is about 4.7
miles. The total project cost is estimated at $275,000. It is recommended
that the City Council take the following actions:
Establish Project No. SP-96115; and
Approve plans and specifications for Project No. SP-96115 and
authorize the City Engineer to call for bids.
h) Project No. TS-94119 - Orange Avenue/San Bernardino Road Traffic
The County of Los Angeles and the City of West Covina are jointly
funding the installation of traffic signals at Orange Avenue and San
Bernardino Road. To facilitate this installation, West Covina staff has
negotiated an agreement for street and highway dedication from the two
property owners affected for the installation of a six foot wide sidewalk
and electrical facilities. It is recommended that the City Council
authorize the Mayor and City Clerk to execute the two agreements for
street and highway dedication with Edward W. Honeywell and Evelyn
Honeywell and Robert B. Landeros and Clysta K. Telford.
I) Maintenance of Landscape, Hardscape, and Sprinkler Systems on City
This project consists of landscape, hardscape, and sprinkler maintenance
at the following parks and facilities: Cameron Park, Cortez Park, Del
Norte Park, California Parkette, Galster Park, Orangewood Park, West
Covina Municipal Pool, Sunsef Field, Palniview Park, Heritage Park Site,
and Walmerado Park. Landscape maintenance of these facilities is
currently being performed by City personnel. As part of an ongoing
transition plan, it is recommended that these services be provided by a
contractor. Estimated annual contract amount is $150,000. It is
recommended that the City Council approve the plans and specifications
for City wide park landscape maintenance and authorize the City
Engineer to call for bids.

This is a report on the Los Angeles County Integrated Waste Management
Summary Plan and the Countywide Siting Element. The Plan summarizes the
activities and programs the cities in Los Angeles County are proposing to comply
with the State requirement to divert waste from landfills. The Siting Element
lists the possible locations of waste disposal facilities that will provide a 15-year
disposal capacity for all of the County and cities. It is the recommendation of
the Waste Management and Environmental Quality Commission and Staff that

3) BKK Closure Plan Status
This report provides an update of BKK's plan submittals pursuant to the
Litigation Settlement Agreement entered into between the City and BKK

Council/multi-Commission meeting and public forum regarding the BKK
Landfill closure status, and the landscaping component of the closure plan in
