PP-95210 and PP-95224 - Cortez Park and Friendship Park Parking Lot Rehabilitation Recommendation is to accept public works improvements and authorize release of Continental Casualty Company, Bond No. 137907070, in the amount of $105,310.00, subject to Notice of Completion procedure. 5) Traffic Committee Minutes - March 19. 1996 (accept and file) Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) A City initiated request for an Annual Intersection Accident Rate Report for 1995 (Informational) resulted in a recommendation: RECEIVE AND FILE. b) A request from Nydia Martinez, 3855 Sycamore Avenue, that a traffic signal be installed at the intersection of Nogales Street with Amanda Street resulted in a recommendation: THAT THE REQUEST BE REVIEWED AGAIN SIX MONTHS AFTER NOGALES STREET IS RECONSTRUCTED. c) A City initiated request to review traffic conditions within the Civic Center Parking area resulted in a recommendation: THAT THE REQUEST BE HELD OVER FOR FURTHER REVIEW. . agnd04.02 3 Cl City Council Agenda April 2, 1996 is C) CONSENT CALENDAR (continued) 6) Ordinances for Adoption (waive reading and adopt) At the City Council meeting of March 19, 1996, an ordinance was introduced and is before the City Council for adoption this evening. It is recommended that the City Council adopt the following ordinance: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN SECTIONS OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF A NEW STREET DESIGN CONCEPT AND THE REMOVAL OF A TRUCK ROUTE DESIGNATION OF A PORTION OF GLENDORA AVENUE - AMENDMENT NO. 271 (City of west Covina - Special Street Design District) a) Project No. SP-96106 - Construction of Wheelchair Ramps Fifteen (15) bids were received and opened on March 20, 1996 in the City Clerk's Office for this project which provides the construction of wheelchair ramps at 51 locations Citywide. The lowest responsible bid was $24,900 from All Concrete Construction Company of Riverside. It is recommended that the City Council accept the bid from All Concrete Construction in the amount of $24,900 and authorize the Mayor and City Clerk to execute an agreement for the work to be done. b) Award of Bid 96-002 Police Jail CCTV System Upgrade On March 15, 1996 six (6) bids were received for the upgrading of the Police Jail Closed Circuit Television (CCTV) system. It is recommended that the City Council take the following actions: Award Bid #96-002 to Instant Replay Communications Co. of Marina del Rey, CA., the lowest responsive bidder, to upgrade the Police Jail CCTV system (including the color multiplexers and broadcast receiver option) at a total cost of $46,677.30; and Appropriate $21,000 from the unappropriated fund balance of the Inmate Welfare Fund and $27,677.30 from the Drug Asset Forfeiture Fund to pay for this project. 8) Miscellaneous - Fire Department a) Weed and Rubbish Abatement Contract Extension This request provides for approval of an extension of the 1993 Weed and Rubbish Abatement contract for 1996, at the 1993 Weed Abatement prices, with provisions. It is recommended that the City Council approve an extension, with provisions, of the 1993 contracts for one (1) year and authorize the Mayor and City Clerk to execute the contracts. b) Weed Abatement 1996 This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant improved properties and vacan unimproved properties in the City of West Covina during the 1996 calendar year. It is recommended that the City Council take the following actions: agnd04.02 01 City Council Agenda April 2, 1996 C) CONSENT CALENDAR (continued) 8) Miscellaneous - Fire Department (continued) b) Weed Abatement 1996 (continued) Approve the Weed Abatement Roll for the Calendar Year 1996, and adopt the following resolution for the 1996 Weed Abatement Program: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ALL RUBBISH AND REFUSE UPON, AND ALL WEEDS GROWING UPON SPECIFIED STREETS AND PRIVATE PROPERTY WITHIN SAID CITY TO BE A PUBLIC NUISANCE AND DECLARING ITS INTENTION TO REMOVE AND ABATE THE SAME UNDER AND IN ACCORDANCE WITH THE PROVISIONS OF TITLE 4, DIVISION 3, PART 2, CHAPTER 13, ARTICLE 2, OF THE GOVERNMENT CODE. and Set April 16,1996, as the date for hearing of any objections or protests to said program. Miscellaneous - Police Department c) Police Department Computer Memory and Disk Space Increase The Police Department must increase disk space and main memory on its Hewlett-Packard Computer in order to meet the demand created by the growth of the Computer Enterprise project. It is recommended that the City Council authorize the Police Department to purchase the equipment listed in the staff report from Hewlett-Packard for a total price, not to exceed $78,000, from approved Drug Enforcement Rebate moneys. Miscellaneous - Finance Department d) Community Facilities District 91-1 (South Hills) The Council will consider the final step in dissolving the South Hills Mello - Roos District CFD No. 91-1. It is recommended that the Council direct staff to take appropriate action to support both bills. Motion by 2nd by to 3) Youth Sports Organizations Request for Funding of Electricity Costs Ten youth organizations in the City of West Covina use sports fields that are located on City -owned park property. Six of these organizations are connected to City -owned electric meters and therefore pay no electricity bills. The remaining four organizations have their own meters and pay for the electricity to operate their snackbars. One league, West Covina Youth Pony Baseball, has one of their fields on Coronado School property and pays for the electricity to light this field. The City has received a letter from West Covina Youth Pony Baseball and verbal requests from other leagues that pay their electric bills to have the City fund all electricity costs associated with operating their youth sports programs. Staff recommends that the City Council fund the costs starting April 1, 1996, for electricity associated with operating youth sports leagues at Palm View Park, Sunset Field, Cameron Park, Del Norte Park, and Coronado School and that the funding source be designated as the Citywide Lighting and Maintenance District.
