AND TUESDAY, WEDNESDAY, THURSDAY, AND FRIDAY 8:00 A.M. - 5:00 P.M.). d) Nydia Martinez, 3855 Sycamore Avenue, 91792, initiated a request that a traffic signal be installed at the intersection of Nogales Street with Amanda Street resulted in a recommendation: THAT THE REQUEST BE HELD OVER FOR FURTHER STUDY. e) Lordon Management, 1275 Center Court Drive, Covina, 91724, initiated a request that parking and stopping be prohibited along the east and west sides of Temple Avenue North between Amar Road and Natalie Avenue resulted in a recommendation: THAT PARKING BE PROHIBITED IF ADJACENT PROPERTY OWNERS' GIVE A FAVORABLE RESPONSE TO INPUT REQUEST. 6) Miscellaneous - Code Enforcement a) Code Enforcement Annual Reports This report provides a summary of the activity of the Code Enforcement Section of the Planning Department over the last two years. It includes a general overview of Code Enforcement functions and activities, and a summary of the number and types of complaints handled. It is recommended that the City Council receive and file this report. •i-• •. - o-.. , b) Police Department Exercise Equipment Upgrade The Police Department has budgeted Drug Enforcement Rebate moneys to upgrade its exercise equipment. It is recommended that the City Council authorize the.Police Department to purchase Cybex fitness equipment for a total price, not to exceed $28,000., including sales tax, from approved Drug Enforcement Rebate moneys. 7) Award of Bids Surplus and Replacement of Three Police Vehicles The Police Department requests City Council's approval for the purchase of three Ford Crown Victoria Police vehicles. The three new vehicles will be placed into the Patrol Vehicle Fleet. Three low mileage, good condition patrol vehicles will be transferred to the Investigative Division. Three older, high mileage Investigative Division vehicles will be surplused so that they can be used for the Driver Awareness Training Program. It is recommended that the City Council take the following actions: a. Find that State Bid No. 1-96-23-14-01 is at least as stringent as that used by the City. The State Bid satisfies the formal bid process per West Covina Municipal Code Section 2-333, and justifies the waiver of the formal bid process (Section 2-330 of the Municipal Code). . b. Reconvene the City Council meeting at a.m./p.m. HUMAN SERVICES 1) Proposed Los Angeles County Park Beach and Recreation Act of 1996 This report outlines a countywide park measure, being proposed by the Trust for Public Land for the November 1996 Los Angeles County ballot. This measure would generate additional acquisition and capital improvement funds for qualified regional and park projects. Staff has listed a number of possible specific park projects for City Council consideration if the Council wishes to support the proposed measure. It is recommended that the City Council: a. Take no action and let the voters approve or disapprove the ballot measure in November, 1996; OR b. Approve and adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, SUPPORTING THE LOS ANGELES COUNTY PARK, BEACH AND RECREATION ACT OF 1996. It is recommended that the City Council receive and file this report. Motion by 2nd by to approve disapprove hold over 2) Police Department Computer Network Update The Police Department has budgeted Drug Enforcement Rebate Moneys to upgrade its computer network to meet current standards and allow personnel to operate efficiently in the Microsoft Windows operating environment. It is recommended that the City Council authorize the Police Department to purchase Dell computers for a total price, not to exceed $212,000, including sales tax, from approved Drug Enforcement Rebate moneys.
