A) HEARINGS
There may be reasonable limitations placed on the time for oral testimony at public hearings before the
City Council. Speakers should be prepared to submit additional comments beyond the time limit in writing

1) Time Extension - Interim Urgency Ordinance No. 1961 (Horse Re-gulations)
The proposed extension of the interim ordinance relating to horse regulations
would extend the measure which is due to expire on January 19, 1996, to
December 4, 1996.

5) Ordinance for Adoption (waive reading and adopt)
Mobeck Street Parking Restrictions
At the City Council meeting of January 2, 1996, an ordinance was introduced
and is before the City Council for adoption. It is recommended that the City
Council adopt the following ordinance:
ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-174 OF
THE WEST COVINA MUNICIPAL CODE BOOK ADDING THE SOUTH SIDE OF
MOBECK STREETTROM DAWLEY AVENUE TO AVINGTON AVENUE.
6) Award of Bids
a) Proiect No. PP-96201, Remodel Snack Bar and Restrooms at Del
Norte Park
On January 9, 1996, three bids were received and opened for this
project which provides for remodeling of snack bar and restrooms at Del
Norte Park. The lowest responsible bid was $13,800 from Whelan
Construction of West Covina. It is recommended that the City Council
accept the bid of Whelan Construction in the amount of $13,800 as
submitted at the bid opening and authorize the Mayor and City Clerk to
execute the agreement.
b) Proiect PP-96205, New Second Story Addition to Storage Building at
Palm View Park
On January 9, 1996, two bids were received and opened for this project
which provides for a new second story addition to the Little League
storage building at Palm View Park. The lowest responsible bid was
$19,713 from Whelan Construction of West Covina. It is recommended
that the City Council accept the bid of Whelan Construction in the
amount of $19,713 as submitted at the bid opening and authorize the
Mayor and City Clerk to execute the agreement.
C) Proiect No. PP-96263, Chain Link Fencing at Cortez Park
On January 9, 1996, two bids were received and opened for this project
which provides for chain link fencing at Cortez Park baseball field. The
lowest responsible bid was $16,300 from Mercury Fence of Baldwin
Park. It is recommended that the City Council accept the bid of Mercury
Fence Co. in the amount of $16,300 as submitted at the bid opening and
authorize the Mayor and City Clerk to execute an agreement with same
for the work to be done.
7) Miscellaneous
Communications
a) Extension of Industry Hills Radio Site Agreement
This report recommends the extension of an Agreement with the City of
Indus" for the operation of West Covina owned radio equipment from
the water tanks area of Industry's Sheraton Resort Complex. It is
recommended that the City Council approve Amendment #1 to the City
of Industry/City of West Covina Radio Site Agreement extending it for a
period of five (5) years, and authorize the Mayor and City Clerk to
execute the amendment.

Public Works
b) Proposal to Provide Professional Engineering Services for the
Assessment Districts - Berryman and Heniga
Berryman and Henigar, formally BSI Consultants, has submitted a
proposal to provide professional engineering services for the
Administration of the Maintenance District Nos. 1, 2, 4, 6 and 7 and the
Citywide Maintenance District at a cost of $22,500. Also, a proposal to
evaluate the Assessment Methodology and a look at a possible district
consolidation at a cost of $17,000 was submitted. Total cost for both
proposals is $39,500. It is recommended that the City Council accept
the proposal from Berryman and Henigar for professional services for
the administration of the special Districts and authorize the Mayor and
City Clerk to execute a Consultant Agreement for the designated work to
be done for an amount not to exceed $22,500.

1995-96 Petitions of Formal Recognition - West Covina Mid -Management
Association, West Covina Confidential/Exempt Association
Official recognition by the City Manager and the City Council of two employee
organizations, West Covina Mid -Management Association and West Covina
Confidential/Exempt Association, is necessary for the purpose of official
representation during contract negotiations. It is the finding of the Personnel
Commission that the West Covina Mid -Management Association and the West
Covina Confidential/Exempt Association constitute appropriate units pursuant to
Municipal Code, and it is recommended that the City Council officially recognize
such Associations for the purpose of bargaining for the employees within those
units.
