The meeting was attended by 14 residents who live near the requested closure. The Traffic Committee discussed the legal, traffic and crime issues associated with the possible closure of Gretta Avenue. a) Presentation of staff report b) Public testimony c) Council discussion d) Recommendation is that the City Council take the following actions: Approve advisory speed and curve warning signs to be installed for the intersections of Gretta Avenue and Michelle Street and of Neff Avenue and Michelle Street; AND If the City Council desires, the City Council should formally request the Los Angeles County Board of Supervisors to consent to the closure of Gretta Avenue to vehicular traffic at the boundary between the City of West Covina and the unincorporated area of Los Angeles County. Garvey Avenue, on 8/2/95 for a tent sale. 3) Acceptance of Improvements and/or Release of Bonds PM-21058 Albert and Sheila Galen It is recommended that the City Council accept improvements and authorize release of Trans American Premium Insurance Company Bond No. TPP12713705 in the amount of $17,000, subject to Notice of Completion procedure. 4) Traffic Committee Minutes of July 18, 1995 a) The City initiated review of conditions at the intersection of Valinda Avenue and Vine Avenue was held over for further study. b) The petition from residences on Neff Avenue, Michelle Street and Gretta Avenue that Gretta Avenue be closed to vehicular traffic is covered in Public Hearing Item A-3: c) The City initiated request to add a third traffic lane on westbound Amar Road easterly of Azusa Avenue resulted in the following recommendations: THAT PARKING AND STOPPING BE PROHIBITED ON THE NORTH SIDE OF AMAR ROAD FROM AZUSA AVENUE TO VALINDA AVENUE. THAT A THIRD WESTBOUND TRAVEL LANE BE INSTALLED ON AMAR ROAD FROM AZUSA AVENUE TO VALINDA AVENUE. THAT A RIGHT TURN ONLY LANE BE INSTALLED ON THE NEW WESTBOUND LANE ON AMAR ROAD AT VALINDA AVENUE UNTIL SUCH TIME AS THE THIRD LANE EXTENDS WEST OF VALINDA AVENUE. THAT THE CURB SIDE LANE ON THE WESTBOUND APPROACH OF AMAR ROAD TO AZUSA AVENUE BE DESIGNATED AS A "RIGHT TURN OR THROUGH LANE." d) The City initiated request for time limit parking on the easterly side of Grand Avenue northerly of Route 10 resulted in the following recommendation: THAT PARKING ALONG THE EAST SIDE OF GRAND AVENUE BE LIMITED TO TWO HOURS FROM THE INTERSTATE 10 FREEWAY WESTBOUND RAMPS TO 331 FEET NORTHERLY. 5) City Treasurer's Report City Treasurer's Report for the month of June, 1995. agnd8.15 4 City Council Agenda • August 15, 1995 • C) CONSENT CALENDAR (continued) 6) Award of Bids a) City Project PP-95210 - Cortez Park and City Proiect PP- 95224 - Friendship Park Parking Lots Rehabilitation Four bids were received and opened on Tuesday, August 8, 1995 for the parking lot rehabilitation at Cortez Park and Friendship Park. The apparent lowest bid is $92,241 from E & M Constructors Company of Sylmar and has indicated that the bid was going to be withdrawn. It is recommended that the City Council hold over the award of contract to September 5, 1995. 7) Miscellaneous Building/Engineering Department a) Project TS-94119 - Orange and San Bemardino Road Traffic Los Angeles County and the City of West Covina have cooperatively prepared plans and specifications for the installation of a traffic signal at Orange Avenue and San Bernardino Road. Los Angeles County will administer the contract for this project. This project requires a cooperative agreement with Los Angelesi County and a resolution providing temporary jurisdiction to Los Angeles County so that they can have the improvements done. It is recommended that the City Council take the following actions: i) Authorize the Mayor and City Clerk to execute the cooperative agreement with Los Angeles County for the installation of a traffic signal at San Bernardino Road and Orange Avenue; and ii) Adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CONSENTING TO THE ESTABLISHMENT OF A PORTION OF THE INTERSECTION OF ORANGE AVENUE AND SAN BERNARDINO ROAD AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES. b) Approval of Plans and Specifications - Heritage Gardens Park Cameron Avenue - PP-95212. PP-95213. PP-95214. PP-95215 and PP-95230 Staff have coordinated the preparation of Plans and Specifications for the improvements at Heritage Gardens Park. Included are landscaping, walkways, a parking lot, a first -phase of irrigation and a decorative fence across the park frontage. It is recommended that the City Council approve the plans and specifications for Park Project Nos. PP-95212, PP-95213, PP-95214, PP-95215 and PP-95230 and authorize the City Engineer to call for bids. c) Left Turn Signal at Amar Road and Valinda Avenue- Temporary Transfer of Jurisdiction to Los Angeles County Los Angeles County desires to add left turn signals for Amar Road at Valinda Avenue at no cost to the City. It is necessary to temporarily transfer jurisdiction for the City portion of the intersection to Los Angeles County so that they can have the improvements done. It is recommended that the City Council adopt the following resolution approving the second clearing of weeds and trash for 1995 and set the date of September 5, 1995 at 7:30 p.m. for the protest hearing on the proposed second removal of weeds and trash. from the previously City Council approved lists for 1995. Personnel Services e) Adoption of Resolution Between the City and the Public Employees' Retirement System (PERS) To facilitate downsizing in the Personnel Services Department, adoption of a Resolution between the City and PIERS is necessary to provide an early retirement incentive. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, GRANTING AN ADDITIONAL TWO YEARS OF SERVICE CREDIT FOR THE CLASSIFICATION OF ADMINISTRATIVE AIDE. (dba Crown Cable). Under regulations of the Federal Communications Commission, the City of West Covina, as the franchise authority, has 120 days to review and take action on the transfer request. This request is now before the City Council for action. It is recommended that the City Council accept an extension of time to September 21 to review the application for transfer of the franchise. The following report provides an evaluation of the 1995 event and projected costs for a 1996 event. It is recommended that the City council authorize staff to proceed with the planning for the 1996 Fourth of July Event and approve an appropriation of $20,000 from the Business Improvement Tax for this event. This matter was previously reviewed by the City Council at its July 5, 1995 meeting. Staff recommends that the City Council direct staff as to its preferences relative to amending the Zoning Code, incorporate the amendment into the Planning Department's 1995-96 Work Program, and refer the matter to the Planning Commission for review and recommendation. OR If the Council chooses to not proceed with an amendment to the Code regarding the subject regulations, staff recommends that the City Council receive and file this report.
