O'Leary of the City of Covina sent a letter requesting West Covina's support for a resolution the City of Covina wishes to have agendized at the Los Angeles Division of the League of California Cities meeting on August 31 1995. The resolution proposes to redistribute 1% of the current 5% of sales tax which goes to the State of California to cities. It is recommended that the City Council authorize Councilmember Manners, the Council's delegate to the L.A. Division of the League of California Cities, to sign the petition to have the City of Covina's Resolution Relating to Redistribution of Sales Tax placed on the upcoming League of California Cities -Los Angeles Division August 3, 1995 agenda. b) Letter received July 13, 1995, from David Lewis, president of the South Hills LittleLeague, regarding the possibility of relocating the league to Woodgrove Park. Flores (Villa Tepeyac) Location: 2200 East Garvey Avenue South It is recommended that the City Council accept onsite improvements and authorize release of the Chino Valley Bank Letter of Credit No. 4161 in the amount of $24,300. 6) Award of Bids a) Proiect Nos. PP-95211. PP-95217. PP-95223, and PP- 95224 Sports Lighting, Various Locations Location: Palm View Park, Del Norte Park, Sunset Field and Friendship Park. Six bids were received and opened on Tuesday, July 11, 1995 for the installation of sports lights at Palm View Park, Del Norte Park, Sunset Field and the construction of a basketball court with sports lighting at Friendship Park. The lowest respons- ible bid is $303,401.00 from Power Distributors, Inc. of Industry. It is recommended that the City Council take the following actions: * Appropriate $12,000 in Construction Tax to PP 95223. * Appropriate $3,000 in Park Dedication Fees (District A) to PP 95217. * Transfer $5,000 from PP 93205 to PP 95217. * Appropriate $20,000 in Construction Tax to PP 95217. * Redistribute the funding allocation in PP 95211 to indicate that $85,000 is intended for the baseball field lighting. * Appropriate $7,000 in Park Dedication Fees (District C) to PP 95211. * Accept the bid of Power Distributors, Inc, in the amount of $303,401.99 as submitted at the bid opening on Tuesday, July 11, 1995, and authorize the Mayor and City Clerk to execute an agreement for the work to be done. b) Office Supplies In order to maintain substantial discount prices, quality merchandise and service, staff is proposing to contract with Office Depot Business Services Division (aka: Eastman, Inc.), of Los angeles for office supplies. Recommendation is to: * Find that the use of Office Depot's Bid No. 95-0001 satisfies and fulfills the requirements as speci- fied in the City's request for Bid for Desk Top Delivery Service and Office Supplies, acknowledging that their bid is responsive and offers the City of West Covina the highest overall discount rates from asada7-s CITY COUNCIL AGENDA July 18, 1995 the catalog and the most commonly used 139 items, & * Authorize staff to contract with the Office Depot Business Services Division of the Office Depot Com- pany, Inc. of Los Angeles on a one (1) year con- tract.with the option of five (5) one-year renew- able terms. 7) Miscellaneous Public Works a) Construction Activity Report - Second Ouarter These reports are to provide the City Council with a summary of major building construction activity as reflected by issued Building Permits for the quarter ending June 30, 1995, and also City Construction Activity for the quarter ending June 30, 1995. Recommendation is to receive and file. b) SD-94110, Amar Road - Ridgewood Drive Storm Drain Improvements Approval of Plans and Specifications Location: Ridgewood Drive, north of Amar Road. This project consists of the construction of a catch basin along the east side of Ridgewood Drive and construction of a 18" R.C.P. connecting to the existing storm drain in Amar Road. It is recom- mended that the City Council approve the plans and specifications for SD-94110 and authorize the City Engineer to call for bids. c) Changes in Parking Permits - Ordinance for Adoption Location: Various location - Citywide. On July 5, 1995, the City Council directed that certain areas near Palm View Park be added to the legally established parking permit areas. Also, the City Council directed that certain changes be made to the Municipal Code to make the standards uniform for night-time and day -time parking permits and to provide for free permits. The proposed ordinance will accomplish the City Council's directions. It is recommended that the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING SECTIONS 22-174 AND 22-175 OF THE WEST COVINA MUNICIPAL CODE PERTAINING TO PARKING PROHIBITIONS, RESTRICTIONS AND PERMITS Office of the Citv Clerk d) Abatement of Barking Dogs - Los Angeles County Procedures On July 1, 1995, the Los Angeles Department of Animal Care and Control began full animal -related services for the City of West Covina. This report clarifies the procedures that are used by the County in the abatement of nuisance barking. The current water supply source for the City's water is the Metropolitan Water District which has prices approximately 20% higher than that of Covina Irrigating Company. In order to obtain delivery of Covina Irrigating Company Water at the lowest available price it is necessary to sign one year lease agreements with company stockholders. The two stockholders who have the available water to meet the maximum quantity of 1873.37 acre feet permitted to be sold to West Covina are the City of Covina and McIntyre Investments. It is recommended that the City Council approve Covina Irrigating Company Water Leases totalling 1873.37 acre feet from the City of Covina and McIntyre Investments. C� • CITY COUNCIL AGENDA July 18, 1995 F) ENVIRONMENTAL SERVICES 1) West Covina Disposal Waste Collection Rate Review West Covina Disposal submitted a request for a waste collection rate adjustment at the last City Council meeting. The City Council requested other.options be reviewed for consideration. The options presented have monthly costs of: $13.52 to $13.76 for basic 90-gallon service; $10.55 to $10.00 for basic 60-gallon services. Commercial rate increases range from $0.64 to $2.00 in one option to $1.08 to $3.38 increase in another option. These rates equate to the dollar equal to the increase in the consumer Price Index subject to adjustment of the commercial and residential rates for the use of 60-gallon containers. There is no increase in the landfill dis- posal tip fee. The recommendation is to approve the CPI rate increase request of 1.78 percent and approve revised waste collection rates by approving the following: Amendment No. 4 to the Agreement Between the City of West Covina and Arakelian Enterprises, Inc. dba West Covina Disposal for the Collection of Solid Waste, Recyclables, Yard Wastes and Other Com- postables Motion by 2nd by approve disapprove hold over LZI 2) Integrated Waste Management Fee This is a request to adjust the City's Integrated Waste Management Fee to fund the City's Integrated Waste Management Program. The residential monthly rate may increase from 14 cents to 23 cents and the commercial may remain at 2.65 percent or increase to 3.98 percent. the level of contribution from West Covina Disposal will influence the rates for 1995/96. The recommendation is to approve an Integrated Waste Management Fee adequate to fund the City's Integrated Waste Management Program and directing staff to prepare the appropriate resolution imposing the revised fee. Reconvene the City Council meeting at p.m. agnda7-s CITY COUNCIL AGENDA July 18, 1995 H) HUMAN SERVICES 1) Hollencrest Middle School - Little League Ball Fields Staff is requesting City Council direction as to the level of financial assistance for the relocation and improvements of the South Hills Little League ball fields at Hollencrest School. Motion by 2nd by to 2) Metrolink Shuttle Service Renewal Shuttle service to the Baldwin Park Metrolink Station from the City Hall park and ride lot started in 1993. Staff is requesting continuation of this service another year. Recommendation is to approve a budget of $43,000 for the renewal of the Shuttle service to the Baldwin Park Metrolink Station and authorize the Mayor and City Clerk to execute Amendment No. 1 to the 1995 West Covina Shuttle Agreement. Sunset Avenue The City of West Covina owns property located at 811 S. Sunset, which is currently leased to the Chamber of Commerce of West Covina. The existing structure requires seismic retrofitting and other rehabilitation work to comply with current building codes. Staff proposes a market -competitive lease rate, based upon the value of the facility for lease on the open market, to enable the work to be done. Staff also requests policy direction on whether to offer the facility to the Chamber of Commerce, and if so, under what terms. Recommendation is to pro- vide preliminary direction as to the seismic rehabilita- tion project at 811 S. Sunset, and direct the staff as to the City Council's wishes regarding tenant selection and lease terms.
