Ordinance. Two unmaintained pools were determined to present an imminent threat to
life and public health and were pumped. The City Council will conduct a hearing as

Items approved by the Traffic Committee are effective upon approval of the City Council unless an
Ordinance or Resolution is needed for the action to be implemented.
a) The City initiated request that parking be restricted for street sweeping purposes
on the south side of Durness Street between Conlon Avenue and Sunset
Avenue resulted in a recommendation THAT PARKING BE RESTRICTED FOR
STREET SWEEPING PURPOSES ON THE SOUTH SIDE OF DURNESS
STREET BETWEEN CONLON AVENUE AND SUNSET.
b) The City initiated request to review current permit parking policies and
procedures resulted in a recommendation THAT ALL RESIDENCES WITHIN
ALL PERMIT PARKING AREAS BE ISSUED FOUR PERMANENT, NO FEE,
PARKING PERMITS; THAT TEMPORARY NO FEES PERMITS BE ISSUED
FOR SPECIAL OCCASIONS BY THE BUILDING AND ENGINEERING
DEPARTMENT; and THAT AN APPROPRIATE ORDINANCE BE
INTRODUCED AT THE NEXT CITY COUNCIL MEETING TO REVISE THE
MUNICIPAL CODE TO REFLECT THESE POLICIES.
c) The City initiated request to review conditions at Rowland Avenue and Hollow
Avenue resulted in a recommendation THAT THE STOP BAR AND STOP SIGN
(R1) LOCATED ON THE SOUTHBOUND APPROACH OF HOLLOW AVENUE
TO ROWLAND AVENUE BE RELOCATED FOUR FEET TO THE SOUTH.
d) The City initiated to review conditions on streets proximate to Palmview Park
resulted in a recommendation THAT PARKING BE RESTRICTED EXCEPT BY
PERMIT FROM JANUARY THROUGH JUNE BETWEEN THE HOURS OF 7:00
A.M. AND 10:00 P.M. ON THE FOLLOWING STREETS:
ON CARLTON AVENUE FROM CARVOL AVENUE WEST TO THE CUL-DE-
SAC;
ON WEST SIDE OF CARVOL AVENUE FROM SWANEE LANE NORTH TO
CARLTON AVENUE;
ON THE EAST SIDE OF CARVOL AVENUE FROM CARLTON AVENUE TO
130 FEET SOUTH;
ON ECKERMAN AVENUE FROM LARK ELLEN AVENUE EAST TO THE CUL-

e) The City initiated request for an Engineering and Traffic Survey of Hollenbeck
Street resulted in a recommendation THAT THE SPEED LIMIT ON
HOLLENBECK STREET BE RETAINED AS SHOWN BETWEEN THE
FOLLOWING LIMITS:
WORKMAN AVENUE TO MERCED

AND
THAT THE TRAFFIC COMMITTEE FINDINGS BE FORWARDED TO THE CITY

Avenue with Vine Avenue resulted in a recommendation THAT THE REQUEST

g) The request of Sam Ito, Los Angeles County Department of Public Works, that
a protected left turn phase be installed on the east and westbound approaches
of Amar Road to Valinda Avenue resulted in a recommendation THAT A
PROTECTED LEFT TURN PHASE BE INSTALLED ON THE EAST AND
WESTBOUND APPROACHES OF AMAR ROAD TO VALINDA AVENUE.
7) Award of Bids
MP-87152 - Design Service Contract For A Soil Clean -Up Plan At the Maintenance
Yard
Staff reviewed three proposals for the preparation of a "Remedial Action Plan" to treat
contaminated soil at the Maintenance Yard. Staff recommends using Environmental
Associates of Corona for preparation of a Remedial Action Plan at the Maintenance
Yard for an amount not to exceed $16,150. It is recommended that the City Council
accept the proposal of the Environmental Associates in an amount not to exceed
$16,150 and authorize the Mayor and City Clerk to execute a consultant's agreement
with Environmental As'sociates for the work to be done.
8) Miscellaneous

Surplus Property
The City Council periodically declares as surplus City property which is no longer useful
to the City, thereby, allowing the property to be disposed of as provided for by the
Municipal Code. It is recommended that the City Council take the following actions:
a) Adopt the following resolution:

F) ENVIRONMENTAL SERVICES
1) West Covina Disposal Waste Collection Rate Review
West Covina Disposal has submitted a request for a waste collection rate adjustment
that equates to a 13 to 19 cent per month increase in the rates for 90-gallon and 60-
gallon container service for residential customers and $1.08 to $3.38 increase in the
monthly commercial rates. This rate increase includes an amount equal to the increase
in the Consumer Price Index and an adjustment of the commercial rate for the use of
60-gallon containers. There is no increase in the landfill disposal tip fee. It is
recommended that the City Council approve the CPI rate increase request of 1.78
percent and approve the revised waste collection rates as shown in Attachment 4 by
approving the following:
AMENDMENT NO. 4 TO THE AGREEMENT BETWEEN THE CITY OF WEST COVINA
AND ARAKELIAN ENTERPRISES, INC. DBA WEST COVINA DISPOSAL FOR THE

The Cities of Covina and West Covina have an opportunity to share West Covina's
truck and ladder company resources in a project that will enhance public safety while
reducing overall costs for both communities. It is recommended that the Council
approve the Agreement so that the Public Safety and economic realities. facing both
communities are addressed in the most prudent, reasonable, and efficient way
possible.

Transmission of Resolution Providing Changes to Salary for Employees
Represented by the West Covina Firefighters' Association, General Employees
Association, and Police Officers' Association
Salary increases are recommended pursuant to previously approved Memoranda of
Understanding (MOUs) between the City and the West Covina Firefighters' Association,
West Covina General, Employees' Association and the West Covina Police Officers'
Association. It is recommended that the City Council adopt the implementing salary
resolution as follows:

Annually, the City Council approves appropriations for travel and allowances as
part of the budget process for the coming fiscal year. As requested by the City

recommended that the City Council discuss the proposed appropriations for FY

.At the City Council meeting of June 20, Mayor Pro Tern Touhey requested the matter of
placing an advisory measure on the next statewide ballot to consider disestablishment
of the Citywide Business Improvement Area. It is recommended that the City Council
provide direction to staff, or receive and file this report.

3) Live Entertainment, Billiard Parlor, and Game Arcade Regulations
This report addresses potential amendments to the Zoning Code to reduce the
regulation of the streamline procedures for permitting live entertainment, billiard parlors,
and video game arcades. It is recommended that the City Council direct staff as to its
preferences relative to amending the Zoning Code, incorporate the amendment into the
Planning Department's 1995-96 Work Program, and refer the matter to the Planning
Commission for review and recommendation;
