2) West Covina Citywide Lighting and Maintenance District No. 1995-
1996 - Public Hearing
On April 10, 1995, the City Council preliminarily approved the
Engineer's Report for West Covina Citywide Lighting and
Maintenance District 1995-96. The City Council declared its
intention to levy and collect assessments and set May 16, 1995
as the date for the required public hearing. Staff is proposing
to maintain the current assessment rates for Fiscal Year 1995-
96, with no increase.

Citywide Sewer Standby and Availability Charges for 1995-96 -
and Method of Collection - Public Hearing
Under the provisions of the State law, a public hearing is
required to be held by the City Council on the collection method
for the Citywide Sewer Standby and Availability Charges for
Fiscal Year 1995-96. The proposed rate for 1995-96 is $21.95
per unit. This proposed rate is unchanged from the current
fiscal year (94-95) rate.

claim for personal injuries. The amount of claim had not
been determined at time of presentation.

On March 16, 1995, the City Clerk's Office received.a
claim for property damage amounting to $117.26.
c) Gregory Walter Gruszeczka vs City of West Covina
On February 15, 1995, the City Clerk's Office received a
claim for personal injuries amounting to $550,000.00.

Staff recommends that the City Council accept improvements

$34,815.00.
b) TR-48636 - Lewis Homes
Location: California Ave., approximately 300 feet North
of Vine Ave.
Staff recommends that the City Council accept onsite and
,offsite improvements including rough finish grading,
P.C.C. curb and gutter drainage, devices, walls, A.C.
pavement, driveway approaches, main line sewer laterals,
monuments, landscape and irrigation and street lighting
and authorize release of Bond No. 123796S of Bond Co.
Developers Insurance Co., in the amount of $351,000.

At the May 2, 1995 City Council meeting, an ordinance was
introduced and is before the City Council for adoption. It is
recommended that the City Council adopt the following ordinance,
as amended:

City Treasurer's Report for the month of April, 1995.
8) Award of Bids
ect No. PP-95209 - Cortez Park Football and Baseball Field
ting - Award of Bid
The bids for Project No. PP-95209 were opened on May 2, 1995.
This project will provide sports lighting for the baseball and
football fields at Cortez Park. The low bid was $151,154 and
was submitted by Power Distributors, Inc. of the City of
Industry. It is recommended that the City Council accept the
low bid from Power Distributors of City of Industry in the
amount of $151,154 and authorize .the Mayor and City Clerk to
execute an agreement with same for the work to be done.
9) Miscellaneous
Public Works
a) Approval of Plans and Specifications for New Roof at Fire
Station No. 1 - Cameron and Sunset Avenue
This project consists of removing and replacing the
existing worn-out roofing on a 8,200 square foot fire
station located on the corner of Cameron Avenue and Sunset
Avenue. Estimated cost of this project is $18,000. It is
recommended that the City Council approve plans and
specifications for the new roof and authorize the City
Engineer to call for bids.
b) Approval of Specifications for Custodial Services at City
Hall, Police Department, Fire Administration, Communica-
tions and Community Education Center in the Mall
The specifications prepared for this contract provide for
the cleaning and general custodial services at five City
buildings. It is recommended that the City Council
approve the specifications for this contract, and autho-
rize the City Engineer to call for bids.

e) West Covina Disposal Annual Report
This is the annual report from West Covina. Disposal on the
amount of franchise fee paid to the City. It is also a
report on the waste collected and diverted from landfills
and the suggestions from the City for automated residen-
tial waste collection improvements. It is recommended
that.the City Council receive and file this report.
Human Services
d) Citizen Participation Plan Amendment No. 1
The City's current Citizens. Participation Plan must be
amended to conform to the recently approved Consolidated
Plan and new requirements. It is recommended that the
City Council approve the proposed Amendment No. 1 to the
West Covina Citizens Participation,Plan.
Waste Management Enforcement Agency
e) Resolution Authorizing Enforcement Assistance Grant
Application
The California Integrated Waste Management Board (CIWMB)
has an Enforcement Assistance Grant Fund Allocation for
Local Enforcement Agencies (LEA'S). The fund allocation
for the City of West Covina will be approximately $16,.415.
Staff recommends that the City Council adopt the following
resolution:

N) MAYOR'S REPORT
1) Resolution of Support
The Governing Board of the San Gabriel Valley Council of
Governments (SGVCOG) and the Board of Directors of the Indepen-
dent Cities Association (ICA) have sent letters to the City
Council requesting that the Council adopt a resolution support-
ing the continued operation of the Long Beach Naval Shipyard and
all other military facilities in the Southern California region.
It is recommended that the City Council consider adopting the
following resolution:
