The claim was amended April 6, 1995, in response to our notice of insufficiency. b) Northstar Exterminators vs City of West Covina On March 29, 1995, the City Clerk's Office received a claim for a refund amounting to $70.00. c) Herman Lee Evans vs City of West Covina On February 8, 1995, the City Clerk's Office received a claim for monetary loss amounting to $259.75. d) Mary C. Cypher vs City of West Covina On January 19, 1995, the City Clerk's. Office received a claim for property damage. The amount of claim had not been determined at time of presentation. 4) Approval of Final Maps (Adopt Resolution) a) Approve Final Map - Parcel Map No. 24013 - Dan-Kel Development Company Dan-Kel Development Company is requesting final map approval in order to split a 23,500 square foot parcel into two parcels fronting on Merced Avenue. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL PARCEL MAP 24013 AND DIRECTING THE RECORDATION THEREOF. b) Approve Final Map - Parcel Map No. 23850 - Egidio Puppi Egidio Puppi is requesting final map approval in order to develop the commercial property he owns at the Northwest corner of Valley Blvd. and Nogales Avenue. TUP #2238-95 for Mervyn's, Eastland Center, on March 24- 26, 1995, for a sidewalk sale. 6) Acceptance of Improvements and/or Release of Bonds a) Project No. SP-93117 - Glendora Avenue Improvements Sully -Miller Contracting Company Recommendation is to accept improvements located at Vincent/Glendora from West Covina Parkway to Robindale Avenue, and authorize release of Seaboard Surety Company Bond No. 284147-94 in the amount of $379,988.70, subject to Notice of Completion procedure. b) Project No. SP-94104, Curb and Gutter Repair - Grigolla & Sons Construction, Inc Recommendation is to accept improvements located at various locations citywide, and authorize release of Amwest Surety Insurance Co. Bond No. 1291604 in the amount of $34,076.00, subject to Notice. of Completion procedure. 7) City Treasurer's Report City Treasurer's Report for the month of February, 1995. 8) Award of Bids Police Department Lobby Remodel - Award of Construction Bid The Police Department has received Council approval to remodel the Police Department front lobby. To accomplish this, Council approved the plans and specifications and authorized staff to conduct a formal construction bid process. Staff is prepared to award the bid to Armstrong Construction of West Covina. It is recommended that the City Council award the bid to Armstrong Construction for a cost of $138,180 plus the standard 10% construction contingency and a 5% fee for contract administration (as would be added to any of the bids received) for a total of $158,907. 9) Miscellaneous Building/Engineering Department a) Construction Activity Report - First Quarter These reports are to provide the City Council with a summary of major building construction activity as reflected by issued Building Permits for the quarter ending March 31, 1995, and Citywide Construction Activity for the quarter ending March 31, 1995. It is recommended that the City Council receive and file these reports. I C) CONSENT CALENDAR (Continued) 9) Miscellaneous (Continued) Building/Engineering Department (Continued) b) Project No. SP-94102, Supplemental No. 32 Local Agency - State Agreement - Amar/Nogales Street The program supplement amends an existing Local - State Agreement by adding a Federally funded project to provide rubberized asphaltic resurface to Amar Road from Temple Avenue to Nogales Street and Nogales Street from Amar Road to Valley Boulevard. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA APPROVING SUPPLEMENT NO. 32 LOCAL AGENCY -STATE AGREEMENT NO 07-5259 AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE SAID SUPPLEMENT NO. 32. c) WC-T95-1 Approval of Plans and Specifications for a On February 7, 1995, the City Council approved the Maintenance Department transition plan. Part of this plan was to increase the level of tree service by contractually performing tree services which are currently provided by in-house workers. To accomplish this, staff is requesting the approval of contractual tree service specifications for this phase of the Maintenance Department transition plan. It is recommended that the City Council approve the specifications for a two-year Citywide tree service contract, and authorize the City Engineer to call for bids. Police Department d) Mandated Notification to Communities of the Release of Convicted Violent Felons and Creation of a Civil Commitment Procedure Relative to Sexually Violent Predators To better protect the citizens of West Covina, the City Council will approve resolutions to seek mandated notification to communities of the release of convicted violent felons and creation of a civil commitment relative to sexually violent predators. It is recommended that the City Council approve the above -mentioned resolutions: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CALLING ON THE STATE LEGISLATURE TO AMEND THE CALIFORNIA PENAL CODE RELATIVE TO THE NOTIFICATION OF LOCAL OFFICIALS OF THE RELEASE OF PERSONS CONVICTED OF VIOLENT FELONIES and RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CALL ON THE STATE LEGISLATURE TO AMEND SECTION 6250 OF THE WELFARE AND INSTITUTIONS CODE TO PROVIDE A NEW CIVIL COMMITMENT AND COMMITMENT PROCEDURE RELATIVE TO SEXUALLY VIOLENT FELONS 5 C) CONSENT CALENDAR (Continued) Finance Department e) Surplus Propert The City Council periodically declares as surplus City property which is no longer useful to the City, thereby, allowing the property to.be disposed of as provided for by the Municipal Code. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING CERTAIN CITY PROPERTY AS SURPLUS City Manager f) Decision on Relocation of Coronado School and Opening of Middle School At the request of Councilmember Wong, staff has prepared a brief report on the relocation of Coronado Continuation School. West Covina Unified School District Board Members on April 11, 1995, voted to defer' the decision on relocation of Coronado School until January 1996 for consideration for the 1996-97 school year. The School Board also approved the reopening of Hollencrest School as a middle school this fall. It is recommended that the City Council receive and file this report.
