b) Curb Address Painting
On January 17, 1995, the City Council held over
acceptance of improvements from IPS, Inc., the curb
address painting contractor, to provide an
opportunity to respond to inquiries from the City
Council concerning the quality of the work. It is
recommended that the City Council accept the work
of IPS, Inc. for Curb Address Painting Project SP-
94109.
7) Traffic Committee Minutes of Mav 17, 1994 (Accept & file)
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The request of John Hill, Program Manager, Los
Angeles County Department of Public Works, the
preliminary plans for Traffic Signal Modifications
on Badillo Street between Interstate 210 and
Interstate 605 be approved resulted in a
recommendation that the request be held over to
allow more time for responses from affected
property owners.
b) The request of Ellie Downing, Manager, Heritage
Park Senior Apartments, 1800 West Badillo Street,
91790 and of Theron Page of 1818 Grovecenter, 91790
that parking be prohibited on Orange Avenue and
Badillo Street abutting the Heritage Park Senior
Citizens Apartment complex at the driveway
approaches and on the South side of Badillo Street,
West of Orange Avenue, resulted in the following
recommendations:
i) That 60 feet of parking be prohibited along
the south side of Badillo Street west of
Orange Avenue;
ii) That 60 feet of parking be prohibited along
the south side of Badillo Street west of each
driveway approach to the Heritage Park
Apartments; and
That 60 feet of parking be prohibited along
the west side of Orange Avenue north of the
driveway approach to the Heritage Park
Apartments.
c) The request of the Los Angeles County Department of
Public Works that multi -way stop signs be installed
at the intersection of Hollingworth Street and
Abelian Avenue resulted in the following
recommendations:
i) That multi -way stop signs be installed at the
intersection of Hollingworth Street and
Abelian Avenue; and
ii) That the Los Angeles County Department of
Public Works be advised of the City's approval
of their request.

a) Proiect SP-94106 - Bus Stop Pads
Twenty-five (25) bids were received and opened on
Friday, January 13, 1995, for this project which
consists of the construction of concrete bus stop
pads on Francisquito Avenue and La Puente Road.
The lowest responsible bid is $94,000 from Revco
Solar Engineering, Inc. of Laguna Hills, Ca. It is
recommended that the City Council accept the bid of
Revco Solar Engineering, Inc. of Laguna Hills, Ca.,
in the amount of $94,000 as submitted at the bid
opening of Friday, January 13, 1995, and authorize
the Mayor and City Clerk to execute. an agreement
with same for the work to be done.
b) Project SP-94107 - Sidewalk Construction/Wheelchair
Ramps
Seventeen (17) bids were received and opened on
Thursday, January 26, 1995, for this project which
consists of the construction of concrete sidewalk
and wheelchair ramps as requested by petition of
the residents. The lowest responsible bid is
$41,645.00 from Grigolla and Sons Construction Co'.,
Inc. of Azusa. It is recommended that the City
Council take the following actions:
i) Appropriate $19,000 from unappropriated TDA
funds to Project No. SP-94107; and
ii) Accept the bid of Grigolla and Sons
Construction Co., Inc. of Azusa in the amount
of $41,645.00, as submitted at the bid opening
on January 26, 1995, and authorize the Mayor
and City Clerk to execute an Agreement with
said Grigolla and Sons Co., Inc. of Azusa for
the work to be done.

c) Project SP-95104 - Curb and Gutter Repair
Twelve (12) bids were received and opened on
Thursday, January 26, 1995, for this project which
provides for the repair of damaged curb, gutter,
and driveways and cross gutters. The lowest
responsible bid is $34,076.00 from Grigolla and
Sons Construction Co., Inc. of Azusa. It is
recommended that the City Council accept the bid of
Grigolla and Sons Construction Co., Inc. of Azusa,
in the amount of $34,076.00, as submitted at the
bid opening of Thursday, January 26, 1995, and
authorize the Mayor and City Clerk to execute an
Agreement with same for the work to be done.
d) Funding for Consultant Services for Assessment
Engineering Services - B.S.I. Consultants
-
The City Council awarded a consultant contract for
Assessment Engineering Services to BSI Consultants
on January 3, 1995. The City Council directed that
the $35,000 contract cost be funded from existing
operating funds. Staff has determined where the
funding will originate and is reporting that
information to the City Council. It is recommended
that the City Council receive and file this report.
e) Project PP-95220 - Snack Bar and Field Upgrades at
Orangewood Park
Three (3) bids were received and opened on January
30, 1995, for this project which provides for a new
storage building, netting, exhaust hood and
miscellaneous repairs at Orangewood Park. The
lowest responsible bid is $34,815.00 from Whelan
Construction of West Covina. It is recommended
that the City Council take the following actions:
i) Appropriate $26,000 from Park Dedication Fees
to Project No. PP-95220;
ii) Accept the bid of Whelan Construction of West
Covina in the amount of. $34,815.00, and
authorize the Mayor and City Clerk to execute
an Agreement with said Whelan Construction for
the work to be done; and
iii) Authorize a change order for third base side
netting in the amount of $15,800.
f) Project MP-95111 - Geotechnical Investigation at
3033 Cecelia Street - Consultant Agreement
A privately hired geotechnical firm has found that
a slope within Maintenance District No. 4 may have
some movement which may be causing damage to a
house located at 3033 Cecelia Street. The
investigation was somewhat cursory and the City
needs to have its own in-depth investigation.
Three geotechnical engineering firms were contacted
to submit a proposal for the investigation, and two
proposals were received. Staff recommends using
Leighton and Associates, Inc., to do the
investigation for an amount not to exceed $6,700.
It is recommended that the City Council take the
following actions:

for "Watch for Children" signs.

a) Citywide Lighting and Maintenance District and
Landscape Maintenance District Nos. 4, 6, and 7 -
1995-96 Renewal and Ordering of Engineer's Reports
To extend the various Maintenance Districts for the
1995-1996 fiscal year in accordance with State law,
the City Council's initial step in the annual
renewal process is the ordering of the Engineer's
report. It is recommended that the City Council
adopt the following resolutions:

b) Los Angeles County Signal Synchronization Project -
Grantina of Temoorary Jurisdiction
The Los Angeles County Department of Public Works
is proceeding with a project to synchronize all the
traffic signals on Ramona Boulevard/Badillo
Street/Covina Boulevard from the San Gabriel River
Freeway (I-605) to the Foothill Freeway (I-210).
There are four signalized intersections within the
City. To participate in this project at no cost to
the City, the City must temporarily relinquish
jurisdiction to the County. It is recommended that
the City Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
CONSENTING TO THE ESTABLISHMENT OF THE PORTION OF
RAMONA BOULEVARD/BADILLO STREET/COVINA BOULEVARD
FROM THE SAN GABRIEL RIVER FREEWAY (I-605) TO THE
FOOTHILL FREEWAY (I-210) WITHIN SAID CITY AS A PART
OF THE SYSTEM OF HIGHWAY OF THE COUNTY OF LOS
ANGELES.
c) Project PP-93206 - Approval of Plans and specifica-
tions - Edgewood Middle School Lighting
The Consultant has completed the plans and
specifications for the basketball courts and
walking track lighting at Edgewood Middle School.
The next step in the installation process is the
advertising for and receipt of bids. It is
recommended that the City Council approve the plans
and specifications for Project PP-93206 and
authorize the City Engineer to call for bids.
d) Project TS-95112 - Approval of Plans and Specifica-
tions - Traffic Signal Modifications at Amer Road
and Shadow Oak Drive
As directed by the City Council, plans and
specifications have been prepared for adding
protected left turn indications for east and west
bound Amar Road at Shadow Oak Drive. The next step
in the installation process is the advertising for
the receipt of bids. It is recommended that the
City Council take the following actions:
i) Establish Project No. TS-95112;
ii) Appropriate $50,000 from Gas Tax Reserves to
Project TS-95112;
iii) Approve the plans and specifications for
Project TS-95112 and authorize the City
Engineer to call for bids; and
iv) Authorize -the sole source purchase of a
controller for this project from IDC Traconix
due to compatibility with existing equipment.

Human Services
e)
The following addendum to the Agreement between
Westpark Transit Authority and the County of Los
Angeles for Dial -A -Ride services clarifies and
deletes unnecessary language in the agreement. It
is recommended that the City Council authorize the
Mayor to execute addendum #1 to the Los Angeles
County Dial -A -Ride Agreement dated May 31, 1994.
f) Budget for 1995 Summer Concert Series
The Administration of the 1995 Summer Concert
Series has been assigned to the Human Services
Department and a budget for the event has been
prepared for City Council consideration. It is
recommended that the City Council approve the 1995
Summer Concert Series budget in the amount of
$18,000.
g) Youth Pony Baseball Field Improvements at Walmerado
Walmerado Youth Pony Baseball has incurred expenses

1) Maintenance Department Service Levels/Cost Controls and
Transition Plan
The Maintenance Department has conducted a review of the
services it provides and the corresponding costs of these
services. To insure that these services are rendered in
the most cost effective manner, each area of operation
was examined and compared to the estimated cost for
having an equivalent level of service provided by private
contractors. The conclusion of this report recommends
that approximately 25% of the services now being provided
by City work forces be transitioned to private
contractors. It is recommended that the City Council
approve the proposed Maintenance Department transition
plan and direct staff to bring back the following items
for 'City Council approval:
a) Bid specifications for street maintenance, parks
mowing and graffiti removal functions; and
b) Bid specifications for the purchase of crack
sealing equipment (approximately $30,000).
c) Enabling resolutions between the City and PERS
allowing participation in an early retirement
incentive program for specified classifications of
employees in the Maintenance Department.
d) An early departure cash out program for employees
not eligible for early retirement.

2) Informational Report on Speed Humps
In response to the City Council's request, staff has
performed further research on the installation of humps
and bumps. Humps are being used by other cities with
some success and with some problems. It is recommended
that the City Council continue to use the existing policy
of not using humps and bumps as speed control devices.

3) Project PP-05216 - Score Booth/Storage Building and Flag
Pole at Shadow Oak Park
Six (6) bids were received and opened on January 25,
1995, for this project which provides for a score
booth/storage building and flag pole at Shadow Oak Park.
The lowest responsible bid is $29,999.00 from Bill Theo
Construction of Downey, California. It is recommended
that the City Council take the following actions:
a) Appropriate $37,000 from the Capital Projects Fund
to Project No. PP-95216; and
b) Accept the bid of Bill Theo Construction of Downey,
California in the amount of $29,999.00 as submitted
at the bid opening on January 25, 1995 and
authorize the Mayor and City Clerk to execute an
Agreement with same for the work to be done.

WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA)
1) BKK Landfill Data Supporting Abandonment of "K" Line Gas
Collection Wells and Responses To Mrs. Jean Arneson's
Ouestions
At the January 3, 1995 City Council meeting, the Waste
Management Enforcement Agency was asked to obtain records
supporting that the abandoned K-line gas wells were not
producing any gas and to include a map of the "K" line
gas wells. The January 17, 1995 report to the Council
states that further research was needed by the CIWMB
prior to responding. Upon further research, the CIWMB
has responded by concluding that BKK had complied with
the Stipulated Permanent Injunction. It is recommended
that the City Council receive and file this report.

1) Graffiti Removal Cost Recovery
This is a report on recent State legislation as requested
by the City Council. These new laws would allow a city
more options for cost recovery from a graffiti vandal.
Staff recommends that the City Council direct staff to
prepare the necessary code amendment to allow the City to
recover all City costs associated with the prosecution
and removal of graffiti by a vandal.

This is a report on the issue of receiving out -of -county
waste for disposal in Los Angeles County as requested by
the City Council. The Waste Management and Environmental
Quality Commission reviewed whether the City should act
to have such wastes banned from the Los Angeles County.
It is the recommendation of the Waste Management and
Environmental Quality Commission that the City Council
not pursue a ban on disposal of out -of -county waste in
Los Angeles County.
