WHLIREA5, the methods that have been purbued by the Board
of Supervisors of Los Angeles County during the past several years,
in the distribution and expenditure .cif. moneys accruing to the
County of Los Angeles from Yrotor vehicle license fees and fuel
taxes, have been unsatisfactory to the municipalities of the County
because:
1. The municipalities have not known at the time of making
their budgets the amount of mmey they would receive
during any fiscal year.
2. There has been no relationship between the source of the
tax and the benefits derived by the municipalities.
3. The distribution has been inequitable and not based on
any recognized or established plan, and,
VMZREA!;, the Board of Supervisors adopted a resolution on
14ay 4th8 19371, in which it is stated that; the present method of
distribution is unsatisfactory from its point of view.
JbIRLAS, according to the 1930 Federal census, 85-47'/�;
of the population of Los Angeles County Is in the incorporated
cities, and therefore the desires of the cities should be given
very serious.consideration by -the County athorities, and
INIIERZAS� the municipalities of Los Angeles County,
representing approxiwately.95;� of the population, assedsed valua-
tion, registration of automobiles and contribution of license fees
and fuel taxes,, desire that the Board of Supervisors adopt a plan
of distribution of motor vehicle license fee and fuel tam money
that will giv-- proper and adequate consideration 'to the street and
traffic needs of the municipalities, which plan will at the same
time give due consideration to the assessment relief program being
carried on by the County authorities and the value of roads in the
unincorporated areas to city residents, while at the same time not
overlooking the value of roads and streets within municipalities
to the residents of the unincorporated areas, and

Los Angeles from license fees and fuel taxes has, within the past
.few years, gro5rn into a 'sum of money so large that its expenditure
upon any other well —considered " and equitable plan cannot properly
be justified or condoned, and

menu of Los Angeles County for expenditures in the unincorporated

fiscal Year 1936-37v which budget, Is approximately it490,000 over
the amount expended for the -se purposes in 1935-36.

the jurisdiction of the Board of Supervisors of Los Angeles County
pi if the Board would adopt a policy of distributing 67"' of the
moneys accruing from fuel taxes each year to .the incorporated
areas of the County on a -population basis, and

follows motor vehicle registration, source of funds and traffic needs
NOW, THEREFORE, BE, IT RESOLVED, that the. City Council
of the City of West Covina .1 doep hereby earnestly
petition and urge the Board of Supervisors of Los Angeles County
Angeles
to put into effect at the begin-iningof the f"' iscal'year 193.7-38,
the plan of distributing 67;1v of the motor vehicle-fuel.taxes
accrulng, to Los Angeles County to the incorporatedareas of the
County on a population basis provided.that-the minimum allocation
to any city shall be 37500-00'per-..fi*sca.1 yea'r, it being understood
that the Board of Supervisors iAll_coniAnue to allooa 4, tie, from the
funds left under their control., such moneys as, - in their opinion,
are adequate to carry on the assessw6nt relief program, and
BE IT FURTHER R�40LVIZOD, that. the goveruing body of each
city be given full discretion of expending the funds so allocated,
subject to the pxovinions of the State Law.
