5) Acceptance of Improvements and/or Release of Bonds
a) City Project No. SP-94105 - Street Rehabilitation
Boral Resources. Inc.
Recommendation is to accept improvements located on
various streets in the City of West Covina, and
authorize release of Insurance Company of North
America Surety Bond No. TP 04 19 08 4 in the amount
of $284,844.73 to Boral Resources, Inc., subject to
Notice of Completion procedure.
b) Precise Plan No. 794 R4 - On and Off -Site
Improvements - Gelman
Recommendation is to accept on and off -site
improvements and authorize release of Great
American Insurance, Company Bond No. 7008906 in the
amount of $227,000.00.
6) Traffic Committee Minutes (accept and file)
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) City initiated request that any request for parking
restriction will be reviewed by the Traffic
Committee only after a postcard survey of the
immediate neighborhood has been completed; that
staff have permission to install not more than ten
feet of red curb adjacent to residential driveway
approaches without a required Traffic Committee
review was approved.
b) City initiated request that the speed limit on
Citrus Street be retained between the following

c) City initiated request that the traffic and
engineering study of Orange Avenue was held over
for additional spot speed studies.

was previously denied. The Traffic Committee
recommends that a solid double yellow stripe with
raised markers be installed.

e) The request of Jennifer Calderon of Maureen Street
that a stop sign be installed on Marcella Street at
Maureen Street was approved.
f) The request of Donald and Patricia Best of
Greenleaf Drive request to install barricades on
the south side of Amar Road between Temple Avenue
and Shadow Oak Drive was previously denied.
Traffic Committee recommends that "chevron"
alignment sign (W-81) be installed along the south
side of Amar Road to provide additional curve
warning information.
7) City Project SP-94106 - Bus Stop Pads Improvements
Eight (8) bids were opened on Monday, November 21, 1994
for this project which consists of installing concrete
bus stop pads improvements on Francisquito Avenue and La
Puente Road. The bids ranged from $98,950 to $182,491.
The recommendation is to reject all bids for SP 94106, as
submitted in the City Clerk's Office on Monday 21, 1994,
and authorize the City Engineer to re -advertise and call
for new bids.
8) Miscellaneous
euildina/Enaineerina
a) Maintenance of House Connection Sewers
The West Covina Municipal Code places the
responsibility for maintenance of house connection
sewers, including the portion within the roadway
upon the owner of the property served. From time
to time, property owners have questioned their
obligation to maintain the portion of their house
connection sewer located in the street right-of-
way. Staff have reviewed this policy, along with
the policies of eleven other cities within the San
Gabriel Valley. It is recommended that the City
Council continue the existing policy with respect
to maintenance of house connection sewers.
b) Future Water Facilities to secure a Reliable Source
of the City's Water Supply - Informational
The construction of new facilities is required to
enhance the City's continuing effort to secure and
bolster its secondary water supply capabilities.
It is recommended that the City Council receive and
file this report.
c) PP-95216 Approval of Plans and Specifications for
wnis project consists or the construction or a new
combination storage shed and score booth, and the
installation of a flag pole. The estimated cost of
this project is $30,000. It is recommended that
the City Council approve the plans and
specifications for City Project PP-95216, and
authorize the Maintenance Director to call for
bids.

Environmental Services
d) Integrated Waste Management Program Update
This report provides information on the areas of
concern expressed by the City Council regarding the
City's Integrated Waste Management Program. It is
recommended that the City Council receive and file
this report.
Human services
e) 4th of July Event Carnival
This report provides an overview of the City's
proposed 4th of July event to be held at the West
Covina High School Football Field. It is
recommended that the City Council receive and file
this report.
Police Department
f) Mobile Data Terminal (MDT) Project - Report Writing
Module
The Police Department is ready to begin the Report
Writing phase of the MDT project which will allow
Officers to complete all reports from their
vehicles. It is recommended that the City Council
approve the choice of Public Safety Technologies as
our vendor for the Report Writing Module and
authorize the expenditure of $65,000 in MDT project
funds for the development and integration of that
module with our current system.
g) Approval of crossing Guard Contract with West
Covina Unified school District
The City of West Covina has provided Crossing
Guards, as limited service employees, to the West
Covina Unified School District for over thirty
years. The Police Department has been responsible
for the aspects of personnel management of the
Crossing Guards. That management has included the
recruiting, testing, hiring, training and
scheduling of the Guards. While the City is better
suited to recruiting, hiring and training, the
Crossing Guards, the District is better suited to
provide personnel administration of the Guards in
the area of scheduling. It is recommended -that the
City Council authorize the Mayor to sign and
execute the,agreement with the West Covina Unified
School District allowing for the shared
responsibility of the Crossing Guard program.

1) Water Rate Modifications.- Reduction of Readiness to
Serve Charges

Staff has re -analyzed the revenue needs for the City's
Water Department. In spite of a 7% increase in the cost
of Metropolitan Water District (MWD) water, staff is able
to recommend a decrease in the readiness to serve charges
because cost saving economies in other operational areas.
The decrease in charges for typical residential customers
is between 4.3% and 5.45% which translates to a savings
of $3.24 to $4.42 respectively for an average eight week
billing. The total reduction revenue is $161,000. It is
recommended that the City Council approve the Water Rate
Modifications - Reduction of Readiness to Serve Charges
for the West Covina Water Department and adopt the
following resolution:

2) National Pollutant Discharge Elimination System (NPDES) -
Letter of Intent - New Permit
The National Pollutant Discharge Elimination System
permit issued to Los Angeles County along with various
cities. as co-permittees will expire June 18, 1995. A
letter of intent to participate in the permit renewal
process with the County of Los Angeles and other
jurisdictions in the San Gabriel River Watershed is
needed to maintain the City's co-permittee status. It is
recommended that the City Council authorize the City
Manager to submit a letter of intent to participate with
the County of Los Angeles and other municipal
jurisdictions as a co-permittee for the second NPDES
permit beginning July 1, 1995.

3) City Project No. MP-92114, Maintenance Yard Wash Rack -
Approval of Plans and Specifications
This project consists of the construction of a wash rack
at the City's Maintenance yard. It is a Best Management
Practice that .is part of the City's "Storm Water
Pollution Prevention Plan" under the National Pollution
Discharge Elimination System program. The estimated
project cost is._$36,000. It is recommended that the City
Council approve plans and specifications for City Project
No. MP-92114, subject to the approval of the Los Angeles
County Sanitation District and authorize the City
Engineer to call for bids.

Covina Redevelopment Plan
Transmitted for City Council consideration is an
ordinance approving an amendment to the West Covina
Redevelopment Plan in order to impose new time
limitations in accordance with AS 1290. This is a
statutory requirement which must be completed
before December 31, 1994. It is recommended that
the City Council introduce the following ordinance:

b) Heritage Gardens Taylor House Lease Agreement
The Historical Society of West Covina and the City
propose to enter into a Lease Agreement for the
Taylor House located in Heritage Gardens.. Through
the Agreement the Historical Society will have a
permanent office location, will undertake the
renovation of the building's interior, and
ultimately open the house to interpretive exhibits
available for viewing by the general public. It is
recommended that the City Council approve the Lease
Agreement between. the City and the Historical
Society of West Covina and authorize the Mayor and
City Clerk to execute the document.

c) Review of Business License Tax Structure
During the FY 94/95 budget process, and more
recently as a part of the discussions with the
Chamber of Commerce regarding perceived inequities
in the current structure of the City's business
license tax and business improvement tax, City
Councilmembers expressed support for a review of
the current structures. Staff solicited proposals
from qualified consulting firms to undertake such a
review. It is recommended that the City Council:
a) accept the proposal of Ralph Andersen and
Associates to undertake an evaluation and revision
of the.City's business license tax. and business
improvement tax structures; and
b) appropriate either $32,000 from General Fund
reserves, or $21,500 from General Fund reserves and
$10,500 from Business Improvement Tax Fund
reserves.

d) Status of BKK Unclassified Use Permit ("UUP")
Compliance
Staff has investigated possible violations of the
UUP provisions at the BKK Landfill. This report
contains the results of this investigation and
requests direction from the City Council as to the
filing of a formal notice of violation. Listed are
the possible violations; once the investigation has
been completed, we need to give formal notice of
documented violations and (if appropriate) a time
for correction. If the City Council wishes to
proceed with the process noted above, the
appropriate action would be a.motion directing the
City Manager to prepare and send to BKK a notice of
violation with appropriate time frame for
corrective action by BKK.

1) Modification of Parking Restrictions at 943 North Orange
Avenue
Councilmember Manners requested that this issue be re-
considered by the City Council. To provide the City
Council will maximum flexibility in this matter, staff
has postponed any paint removal until after December 6,,
1994. Implementation of whatever decision the City
Council makes will occur shortly after that decision.
This is a now a City Council matter and staff makes no
recommendation.
