1) Public Hearing on Proposed Power Generation Tax and
Increase in Tax Rate for Sanitary Landfill Sites and
Facilities
On August 16, 1994, the City Council considered a
proposal to impose a 10% business license tax on gross
receipts on power generation facilities other than those
belonging to utilities covered by a franchise, and to
increase the existing business license tax rate on
sanitary landfill sites and facilities from the current
10% to 15%. Under State law, the City is required to
hold a Public Meeting and a separate Public Hearing prior
to the imposition of either of these proposals. On
October 4, the City Council conducted the required Public
Meeting. October 18 is the scheduled Public Hearing on
both of these proposals.

a) Award of Bids
a) Award of Bid/Landscape Maintenance Contract
Specification No. MD6-94-12
This five year contract provides for the
maintenance of landscaping, hardscaping and
sprinkler systems in Maintenance District No. 6. A
total of six bids were received with Landscape
West, Inc. submitting the lowest responsible bid in
the amount of $197,040.00 ($39,408.00 annually) for
the five year contract. Staff recommends that the
City Council accept the bid of Landscape West, Inc.
of Anaheim for a five year contract in the amount
of $197,040.00 ($39,408.00 annually) and authorize
the Mayor and City Clerk to execute an agreement
with said Landscape West, Inc. for the work to be
performed.
b) PP-91202-2 - Award of Contract for Playground
Modifications and Barrier Removal at Cameron and
Friendship Parks
On October 7, 1994, four bids were received and
opened for this project which provides for
playground modifications at Cameron and Friendship
Parks. These modifications are necessary to comply
with the Americans with Disabilities Act (ADA).
The lowest responsible bid was from Hondo Co. of
Santa Ana in the amount of $129,590.00. It is
recommended that the City Council accept the bid of
Hondo Co. of Santa Ana in the amount of
$129,590.00, as submitted at the bid opening on
October 7, 1994, and authorize the Mayor and City
Clerk to execute an Agreement with said Hondo Co.
of Santa Ana for the work to be done.
9) Miscellaneous
Police Department
a) Community Education Center - Approval of Plans and
Specifications
The Police Department has received Council approval
to expand the current Plaza sub -station into the
Community Education Center (CEC). To accomplish
this, we will be moving into a much larger store,
which is being provided by the Plaza. The store
will need to be re -modeled and the Police
Department seeks Council approval of plans and
specifications for the new CEC. It is recommended
that the .City Council approve the plans and
specifications, as submitted by Staff, for the re-
model of the Community Education Center, and
authorize the Police Chief to call for bids.

b) Construction Activity Report
These reports are to provide the City Council with
a summary of major building construction activity
as reflected by issued Building Permits and
Citywide Construction Activity for the quarter
ending September 30, 1994. It is recommended that
the City Council receive and file this report.
c) PP-95203 Approval of Plans and Specifications for
Interior Modifications at Palmview Center Located
in Palmview Park
This project consists of constructing new walls,
shelving, replacing carpeting and damaged vinyl
wall covering and painting at Palmview Center. The
estimated cost of the project is $18,000.00. It is
recommended that the City Council approve the plans
and specifications for City Project PP-95203, and
authorize the Maintenance Director to call for
bids.
d) Sanitary Sewer Easement - Summary vacation Zelman
Development Company
The Zelman Development Company, the owner of the
Market Place at the Lakes has requested vacation of
a Sanitary Sewer Mainline Easement. It is
recommended that the City Council adopt the
following Resolution:

1) City Project SP-93117 - Glendora/Vincent Avenue
Improvements
On September 20, 1994, City Council awarded a
construction bid to Sully -Miller Contracting Company of
Anaheim for cold milling, asphaltic concrete overlay and
Portland Cement concrete work on Glendora and Vincent
Avenues. Subsequently, Building and Engineering staff
have hosted a pre -construction meeting with the
contractor and the utility companies, and have formulated
a construction schedule for this project. It is
recommended that the City Council receive and file this
report.

Recycling Bins at Parks

This is a report on the pilot program to locate recycling
bins in three parks 'to test the public's use for the
recycling of newspaper, metals, and glass. The parks
used for this pilot program are Cameron, Palm View, and
Shadow Oak. It is. recommended that the City Council
approve a pilot program to have West Covina Disposal
Company place and service recycling bins in Cameron, Palm
View and Shadow Oak Parks for public use according to the
proposal in this report.

Revision of Commission Duties
On September 20, 1994, the City Council requested a
report on the possible revision of the duties of the
Waste Management and Environmental Quality Commission to
include planning permit functions for the BKK Landfill.
This report includes information to aid the City Council
discussion to provide direction to the staff. This is a
City Council policy matter, therefore, staff is making no
recommendation.

3) Waste Management and Environmental Quality Commission -
Increase in Number of Commissioners
At the September 20, 1994, meeting the City Council
requested a report for discussion on possibly increasing
the number of Waste Management and Environmental Quality
Commission positions from 5 to 7. This report provides
information for consideration during any discussion of
this matter. This is a City Council policy matter,
therefore, staff is making no recommendation.

directed the Human Services staff to investigate the cost
of producing a 1995 Fourth of July Fireworks Show. It is
recommended that the City Council give direction for this
event to the staff of the Human Services Department.

2) Fair Housing Assessment
HUD regulations require that the City conduct a Fair
Housing Assessment to determine impediments to fair
housing choices within the City. This report summarizes
the results and recommendations contained in the
Assessment Report. It is recommended that the City
Council approve the June 1994 City` of West Covina Fair
Housing Assessment.

Annual work Program
Each year, the City adopts a budget which provides
estimates of annual revenues and expenditures of the
City. The budget document also provides a broad
description of some of the major efforts to be undertaken
during the year by each department. The budget, however,
does not fully delineate the range of major activities
performed by every department. Staff has prepared for
the first time a comprehensive Annual Work Program for
review by the City Council. It is recommended that the
City Council receive and file this report.

Election Day Change - Ordinance Introduction

In response to a countywide request from the Los Angeles
County Registrar's Office, the City Council has changed
the City's election from April of the even years to March
of the odd years. An ordinance implementing the change
is before Council for introduction. It is recommended
