On August 16, 1994, the City Council conducted a public
hearing on a proposal by BKK Corporation to use a
geosynthetic fabric blanket as an alternate to daily soil
cover. The Council continued final action on the
proposal to September 6, 1994 and directed staff to
prepare a resolution denying the proposal. The Council
will consider making findings and adopting a resolution
denying the project. The public testimony portion of
this hearing was closed at the last meeting.

7) Traffic Committee Minutes (Accept and file)
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an ordinance or
Resolution is needed for the action to be implemented.
a) The request of Julie Delora, 1300 East Thackery
Avenue, West Covina 91790 to review conditions on
Thackery between Pima and Lark Ellen resulted in a
recommendation that the existing conditions not be
changed.
b) The City -initiated request for a stop sign at the
intersection of James and Calvados resulted in a
recommendation that the request be denied.
c) The City -initiated request that "U" turns be
permitted from the southbound approach of Vincent
Avenue at West Covina Parkway resulted in a
recommendation to approve the provision of "U"
turns.
d) The request of Birtcher Development of Laguna
Niguel that 116 feet of parking along the east side
of Barranca Street, south of Garvey Avenue South be
limited to 3-hour parking intervals and be
prohibited between the hours of 9:00 pm and 6:00 am
resulted in a recommendation that parking be
limited to 3-hour intervals at all times.

At the August 16, 1994 City Council meeting an ordinance
was introduced and is before the City Council for
adoption. It is recommended that the City Council adopt

City Treasurer's Report for the month of July, 1994.
10) Award of Bids
Control of Rodents in Galster Park Agreement Renewal
This agreement between the County of Los Angeles and the
City of West Covina provides for continuing control of
undesirable rodents at Galster Park. Cost of this
agreement is not to exceed $2,000. Funds expended in
1993-94 were $178.00. It is recommended that the City
Council authorize the Mayor and City Clerk to execute an
agreement with the Los Angeles County Agricultural
Commissioner's Office to provide for control of
undesirable rodents at Galster Park for a cost not to
exceed $2,000.00.

Police Department
a)
b)
A change in the State Law in 1987 required that
most juvenile offenders be held in facilities other
than locked custody facilities. As a result of the
mandate, law enforcement agencies had to develop
alternative holding facilities and procedures.
Compliance with the law requires that juvenile
offenders are supervised in an unsecured area until
they are released to a parent or guardian. This
supervision can take an officer from the field for
up to six hours. This creates an unnecessary
burden on the citizens of West Covina and the
responsibility for the officer's time should be
assumed by the juvenile's parent or guardian. .It
is recommended that the City Council introduce the
following ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADDING SECTIONS TO THE
WEST COVINA MUNICIPAL CODE PROVIDING FOR THE
RECOVERY OF CERTAIN NON -LAW ENFORCEMENT COSTS FOR
THE DETENTION, PROCESSING AND SUPERVISION OF
JUVENILE OFFENDERS.
The Police Department has funds in the 1994-95
budget to re -model the Police building lobby in
order to increase safety for Department personnel.
The Police Department seeks Council approval of the
plans and specifications submitted by the HMC
Design Group. It is recommended that the City
Council approve the plans and specifications, as
submitted by HMC, for the re -model of the Police
lobby and authorize the Police. Chief to call for
bids.
Fire Department
c) Second Supplemental Weed & Rubbish Abatement List
This request provides for the lawful and safe
removal of dangerous and/or noxious weeds and trash
from vacant, improved residential and commercial
properties under the established Weed Abatement
Program. It is recommended that the City Council
adopt the following resolution approving the Second
Supplemental Weed and Rubbish Abatement List for
1994 and set the date of Tuesday, September 20,
1994 at 7:30 pm for the Protest Hearing on the
proposed removal of weeds and rubbish from the
properties described in the Second Supplemental
List.

d) Walnut Village Project and EIR
The City of Walnut's Planning Commission is
beginning public hearings on the Walnut Village
project, located within the San Jose Hills, east of
the BKK Landfill. Staff is seeking City Council
direction on West Covina's role in Walnut's public
hearing process. Staff recommends that the City
Council receive and file this report.

e) USincL—the Highlander for Legal Publications
The City has an opportunity to expand its coverage
and reduce the cost of legal notices by publishing
such notices in the West Covina Highlander.
Recommendation is to receive and file this
informational report.
Personnel Services
f) Petition for Formal Recognition - The West Covina
Police Management Association
Official recognition by the City Manager and the
City Council of an employee organization, the West
Covina Police Management Association, is necessary
for the purpose of official representation for
contract negotiations. It is the recommendation of
the Personnel Commission that the City Manager and
City Council grant formal recognition to the West
Covina Police Management Association, as the
majority representative of mid -management public
safety police employees. Such representation to be
effective through September 30, 1995, pursuant to
Municipal Code §2-218.

ENVIRONMENTAL SERVICES

The City Council received at the August 16 meeting the
Chamber of Commerce survey of local businesses regarding
controlling the access to graffiti implements. An
ordinance to restrict access to aerosol paint containers
as directed by the City Council is presented for action.
Staff is not making a recommendation on this policy
matter. If the City Council decides to enact this
ordinance, they should do so by introducing the following
ordinance:

The BKK Corporation has some discussions with a
regulatory agency regarding enlarging the permitted Class
III disposal area into the step -out (unused) areas to the
west, north, northeast, and the wedge or area between the
Class III and Class I disposal areas. The Waste
Management and Environmental Quality Commission discussed
these possibilities and expressed their concerns. It is
the recommendation of the Waste Management and
Environmental Quality Commission and the Staff that the
City Council:
a) Receive and file the Commission's recommendation
regarding the north and west step -out areas.
b) Continue to oppose the use of the wedge area and
the closed Class I disposal area for any future
waste disposal.

all regulatory agencies, and other sources,

northeast step -out area is included in their
position on the north and west step -out areas and
the use of the wedge and closed Class I Hazardous
Waste Disposal Site on the BKK Landfill property.

On July 20, 1994, requests for proposals for the
development of an outdoor in -line hockey facility
were sent out. Proposals have been received and
are before Council for review. It is recommended

proposal submittals;
or
ii) direct staff to negotiate with Mr. Bryan
Garland of California Street Hockey
Association to further define the scope of the

1) Metrolink Shuttle Service Renewal
The City provides Shuttle service to the Baldwin Park
Metrolink Station from the City Hall parking structure by
annual agreement with DAVE Transportation Services, Inc.
This report proposes continuation of the service for
another year. It is recommended that the City Council
authorize the Mayor to approve and execute Amendment No.
.4 of the 1991 West Covina Shuttle Agreement.

Municipal Election Day Change
The legislature has moved the Presidential Primary from
June of 1996 to the fourth Tuesday in March of 1996
(March 26). The City's election is scheduled two weeks
later on April 9. The Los Angeles County Registrar's
Office is urging cities to seriously consider changing
their municipal election dates because the March 26th
election will severely reduced County resources normally
available to cities for the conduction of municipal
elections. As this is a City Council policy issue, no
recommendation is offered by staff.

COUNCILMEMBERS' REPORTS
1) Ordinance Regarding vote Requirements
Councilmember Manners has proposed an ordinance amending
the West Covina Municipal Code governing the number of
affirmative votes required to take an action. The
proposed ordinance provides that, absent any other
requirement of law, the affirmative vote of three members
of the City Council is required to approve any action of
the City Council, and an affirmative vote of a quorum of
any City Commission is required to approve any action of
such Commission. It is recommended that the City Council
introduce the following ordinance:
