On July 19, 1994 after hearing public testimony the City Council continued the public hearing to August 2, 1994 for final action. Partners Bonds for the same Tract. Staff recommends that the City Council authorize the release of American Motorists Insurance Company Bonds 13SM799 270 and #3SM799 265 in the amount of $337,000 and $10,000 respectively, and accept the Time Certificates of Deposit with International Bank of California, Alhambra Branch, is 003B 02725, 003B 02726, 003B 02727, and 003B 02728 in the amount of $347,000 as replacement surety. 6) Traffic Committee Minutes of Julv 19. 1994 (Receive and file) Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) The City initiated request for review of conditions at thirteen elementary schools regarding the installation of flashing yellow beacons resulted in the recommendation that flashing yellow beacons not be substituted for crossing guards. b) The request' of Julie Delora, 1300 East Thackery Avenue, West Covina 91790, to review conditions on Thackery Street between Pima Avenue and Lark Ellen Avenue. Specifically, an area resident feels that when vehicles are parked along both sides of Thackery Avenue there is insufficient pavement remaining for the east and west travel lanes. Staff recommended that the request be held over until completion of the postcard survey regarding parking restrictions. c) The request of Garry Sills, 943 North Orange Avenue, West Covina 91790, that parking be restricted abutting 943 North. Orange Avenue was approved. d) The City initiated request for an Engineering and Traffic Survey of California Avenue resulted in the following recommendation: That the speed limit on California Avenue be established at 35 m.p.h. between West Covina Parkway and Francisquito Avenue. e) The requests of: Donna Estrada, 1907 East Larkwood Street, West Covina 91791; Wendell Ritzius, 1805 East Larkwood Street, West Covina 91791; Jesus W. Montemayor, 640 South Azusa Avenue, West Covina 91791; Catherine Gomes, 626 South Azusa Avenue, West Covina 91791; Mary Worthington, 1804 East Cortez Street, West Covina 91791; Marilyn Gooding, 632 South Azusa, West Covina 91791; and Tom Sapangh, 702 South Azusa Avenue, West Covina 91791 that parking be prohibited along the east side of Azusa Avenue from Cortez Street to 700 feet South resulted in the recommendation to restrict parking except for the 62 foot segment abutting 640 South Azusa. agnda&2 City Council Agenda August 2, 1994 C) CONSENT CALENDAR (Continued) 6) Traffic Committee Minutes of July 19 1994 (Continued) (Receive and file) f) The request of Denise Williams, 3700 Garvey Avenue South, West Covina 91791 that a multi -way stop be installed at the intersection of Garvey Avenue South and Monte Verde Drive was denied. g) The City initiated request that a stop sign be installed at the intersection of James Avenue and Calvados Avenue was held over for further study. h) The request of the American Red Cross, 1838 East Workman Avenue, West Covina 91791-1421 that 65 feet of parking be restricted along the South side of Workman Avenue abutting the American Red Cross was approved. i) The City initiated request that parking be prohibited on the East Side of Azusa Avenue from Garvey Avenue South to 108 feet South and that a right and through lane be installed on the Northbound Azusa Avenue approach to Garvey Avenue was approved. j) The City initiated request that a two-way left turn lane be installed on Cameron Avenue between the City Limits abutting Heritage Park was approved. 7) Award of Bids City Project GP-94315 - Approval to Purchase a Standby Generator for the City Yard and Waive the Formal Bid Process Staff is requesting approval for the Maintenance Director to purchase a used emergency generator for the City Yard and to waive the formal bid process. It is recommended that the City Council authorize the Maintenance Director to appropriate the allocated funds to establish City Project No. GP-94315 to purchase a standby generator from Stuart Tool Service Center in Baldwin Park, California, for the City Yard and waive the formal bid process. 8) Miscellaneous Engineering Department a) Standard Specifications for Public Works Construction - 1994 Edition - Ordinance Introduc- tion and Setting Public Bearing Date The 1994 Edition of the Standard Specifications for Public Works Construction has recently been released. This Ordinance is being introduced to update the city's Code Section 19-1 and also to set the Public Hearing date for September 6, 1994. Engineering Department (Continued) a) Standard Specifications for Public Works Construction - 1994 Edition - Ordinance Introduc- tion and Setting Public Hearing Date (Continued) i) Introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE 1994 EDITION OF THE STANDARD SPECIFICATION FOR PUBLIC WORK CONSTRUCTION BY REPEALING AND ADOPTING SECTION 19-1 OF THE WEST COVINA MUNICIPAL CODE. and ii) Set September 6, 1994 as the date for Public Hearing, concerning the adoption of Standard Specifications. b) California Avenue - Ordinance Introduction In order to implement the speed zones that the City Council approved as part of the Traffic Committee Minutes on July 19, 1994 for California Avenue, it is necessary that the Municipal Code be amended as required by the California Vehicle Code. It is recommended that the City Council introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST -'COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS. City Manager c) Renewal of WCCT Agreement The City's community access channel, WCCT Channel 56, is the creation of a Tripartite Agreement between the City, Crown Cable, and Mount San Antonio College. The City Council will consider a one-year extension of the agreement. It is recommended that the City Council approve the Fifth Amendment to the Tripartite Agreement for continuation of WCCT for the current fiscal year, and authorize the Mayor to sign the agreement. asndaa-2 City Council Agenda August 2, 1994 C) 'CONSENT CALENDAR (Continued) 8) Miscellaneous (Continued) Police Department d) On -Going Computer Replacement Program The Police Department is entering the final hardware phase of the Mobile Data Terminal (MDT) project and is ready to equip all of the Investigative Bureau vehicles with mobile computers. It is recommended that the City Council authorize the Police Department to complete their MDT project hardware purchases as outlined in the staff report, and award the bid to Dell Computer Corporation for a total cost not to exceed $135,000. e) Pushcart Storage and Release Fees The Police Department impounds the pushcarts used for vending food or any other items as part of the enforcement effort of 14-18 WCMC. The costs to the City for this processing should be absorbed by the violator, the pushcart owner, at the time of the property's release. It is recommended that the City Council approve the fee proposal as outlined in the staff report. Among other changes, the City authorized reimbursement to the District of $30,000 for settlement of the cost of acquisition of access easements for certain open space lots in Maintenance District No. 6. It is recommended that $30,000 be transferred from the Self Insurance Retention Fund to the Maintenance District No. 6 Operating Budget and that the Revised Engineer's Report be received and filed. F) ENVIRONMENTAL SERVICES 1) Residential Waste Collection - Rate for Additional Trash Container This is a report on the provision of and collection rate for a residential customer who has a 60-gallon container for trash and 90-gallon container for yard waste and requests another.90-gallon container for trash. The 249 residents that have requested another trash container have not reduced their trash production and pay three cents less per month than the basic 90-gallon service. It is recommended that the City Council approve West Covina Disposal's proposal by approving a revised collection rate schedule as shown in Exhibit A by approving the following: REVISED AMENDMENT NO 3 TO THE AGREEMENT BETWEEN THE CITY OF WEST COVINA AND ARAKELIAN ENTERPRISES, INC. Research indicates that this project may be a permitted use of Business Improvement Tax proceeds, subject to the decision of the City Council. It is recommended that the City Council determine the appropriate funding source for the subject project. GENERAL ADMINISTRATION 1) City Clerk RFP - Animal Related Services At the Council meeting of June 21, 1994, the City Council directed staff to prepare a Request For Proposals for Animal Related Services. The recommendation is to review the RFP and respond to staff by the Council meeting of August 16, 1994. Motion by approve disapprove 11 2nd by hold over to • C� City Council Agenda August 2, 1994 R) L) GENERAL ADMINISTRATION (Continued) 2) City Manager Community Facilities District for County Libraries The Los Angeles County Library District has proposed the formation of a Countywide Mello -Roos Community Facilities District to raise revenues to support County libraries. The CFD would add an annual charge of approximately $30 to the County property tax bill of each single family parcel. This levy would be sufficient to restore library services to FY 1992-93 levels. The original legislation creating CFDs requires the County to seek the approval of cities within the proposed district by vote of the City Council; the deadline is August 30. Under this section of the Mello -Roos law, there is no election required, but rather a protest hearing with a 50% registered voter or property -owner protest required to abandon the CFD. if a City Council consents to the CFD, it is proposed that any revenues raised from within that city would be dedicated to that city's library facility. If a City Council disapproves participation, the CFD boundary will be amended to delete that city; no charges will be collected from within that city; and no revenues from the CFD will be allocated to that city's library facility. It is recommended that the City Council receive a presentation by the Library District, and schedule the decision on the proposed Community Facilities District at the regular meeting of August 16, 1994.
