The proposed fee is to be maintained at $21.95 per unit per year, no increase over that of Fiscal Year 1993-94. It is recommended that the City Council approve Amendment Number Three to the East San Gabriel Valley Consortium JPA and authorize the Mayor and City Clerk to execute: AMENDMENT NUMBER THREE TO THE JOINT EXERCISE OF POWERS AGREEMENT BETWEEN THE CITIES OF WEST COVINA, COVINA, AZUSA, AND GLENDORA FOR THE PLANNING, COORDINATION, AND IMPLEMENTATION OF PROGRAMS FOR THE DELIVERY OF COMPREHENSIVE HUMAN SERVICES. F) ENVIRONMENTAL SERVICES 1) 1994 Trio Reduction Plan Annual Analysis This is a report on the Annual Average Vehicle Ridership (AVR) Survey and analysis of the City's Trip Reduction Plan, as required by the South Coast Air Quality Management District's Rule 1501. This year's survey resulted in an increase in our AVR from 1.35 to 1.41. It is recommended that the City Council receive and file this report. Motion by 2nd by to approve disapprove hold over 2) West Covina Disposal Waste Collection Rate Review West Covina Disposal has submitted a request for a waste collection rate adjustment that equates to a 2 to 2.6 percent increase in the monthly rates. residential customers pay and up to a 2.2 percent increase in the monthly commercial rates. This rate increase includes an amount equal to the increase in the Consumer Price Index, an adjustment for the use of 60-gallon containers and a landfill disposal tip fee increase. This report provides the City Council with a review of this request. It is recommended that the City Council approve the CPI rate increase request of 1.4 percent and approve the revised waste collection rates as shown in Option A by approving the following: AMENDMENT NO. 3 TO THE AGREEMENT BETWEEN THE CITY OF WEST COVINA AND ARAKELIAN ENTERPRISES, INC. DBA WEST COVINA DISPOSAL FOR THE COLLECTION OF SOLID WASTE, RECYCLABLES, YARD WASTES AND OTHER COMPOSTABLES. Motion by 2nd by to approve disapprove hold over 3) Annual Report on Waste Collection and Diversion This is a report from West Covina Disposal on the waste collected and diverted in 1993. In excess of 84,000 tons of waste were collected in 1993 with more than 21 percent being diverted through a mulch and alternate cover program at Spadra Landfill. It is recommended that the City Council receive and file this report. One condition of the Settlement Agreement requires all parties to finalize and execute an Amended and Restated Construction, Operation and Reciprocal Easement Agreement. It is recommended that the City Council approve the Amended and Restated Construction, Operation and Reciprocal Easement Agreement.
