B-4e DATE January 20, 1998 Subject: BKK Landfill Closure Plans ®PRINTED ON RECYCLED PAPER Status Report Summary: This is an updated report on the STATUS OF PLANS FOR BKK LANDFILL CLOSURE and other related BKK matters. This is a part of the City program to keep the community informed of the progress toward implementation of the closure plans for the BKK The latest edition of the STATUS OF PLANS FOR BKK LANDFILL CLOSURE is attached. This is a part of the City Community Outreach Program to keep the community informed of the progress toward implementation of the closure plans for the BKK Landfill. Staff recommends the Commission receive and file this report. The changes in;status since last month's report are in bold in the attachment. Without repeating the comments in the STATUS OF PLANS FOR BKK LANDFILL CLOSURE, the highlights of activities regarding the Landfill for the last 30 days are: The Status of Plans for BKK Landfill Closure is a summary of closure activities. The processing and implementation of the following: 1. Ridgeline Grading Plans 2. Class III Landscape Plans 3. Class I Landscape Plans 4. Class I Landscape Screening Plans 5. Dust Control Plan 6. Waste Management Enforcement Manager Attachments bkk/statl8comm I PRINTED ON RECYCLED PAPER SLS 1/15/98 STATUS OFWANS FOR BKK LANDFAL CLOSURE as of January 15,1998 1. GRADING PLAN Grading of the Southwest ridge continues as planned. The clay stockpile behind the slope adjacent to Azusa Avenue is also being graded for use as final cover. 2. LANDSCAPING OF CLASS III LANDFILL The landscape plan submitted by BKK is acceptable to the City subject to modification of the Settlement Agreement to allow less than 7.5 feet of vegetative soil thickness at the slope benches. City Staff approved the landscape plan for Phase A Phase A covers an area of approximately 32.3 acres of the lower South and West slopes. Trees, shrubs and hydroseed have been planted on the lower two slopes. Plant installation has been completed on slope B, third slope from the bottom of the Phase A landscape plan. Slope C is being prepared for landscaping. Irrigation system is being installed on slope C. Phase A landscape scheduled to be completed the first quarter of 1998 has been extended due to rainy weather conditions. The landscape in place has not been impacted by the rains. Slope A which has been hydroseeded has noticeable bare spots. BKK has required their landscape contractor to re-hydroseed slope A on January 7,1998 due to their hydroseed mix having an apparent low seed count. Planning Director approved the irrigation system portion of the landscaping plan on July 25. Installation of the irrigation system is complete on the bottom two slopes. The irrigation system is being adjusted for adequate coverage. Installation of the final cover of the Class III disposal unit called for in Phase B is underway. Phase B final cover installation including vegetation is expected to be completed by the third quarter of 1998. 3. LANDSCAPING OF THE CLASS I LANDFILL BKK submitted a revised plan and their landscape consultant responded to most City comments on the previous Plan. The tree root growth data was submitted by BKK September 18. City review is in progress. 4. LANDSCAPING TO SCREEN CLASS I DISPOSAL UNIT BKK has installed landscaping which begins north of the weather station and extends to that area above City Water Reservoir No. 2. BKK requested a delay in the installation of the screening landscape to the south of the Class I Landfill. BKK proposes the delay to allow time to consider the possible installation of a major road to service the possible development along Azusa Avenue. This, proposed delay of the landscape installation is under legal review. 5. DUST CONTROL Plans and specifications for the irrigation system and the landscape ' screening were found to conflict with existing underground utilities. The design is to be adjusted to accommodate underground utilities. Once BKKSTATUS18 Note: Class I = closed hazardous toxic waste landfill. SLS Class III = closed household waste landfill. 1/15/98 DTSC = California Department of Toxic Substances Control USEPA = United States Environmental Protection Agency CIWMB = California Integrated Waste Management Board STATUS OFWANS FOR BKK LANDFA CLOSURE as of January 15,1998 revised plans are received, Planning Director can review for final approval. BKK and the City are discussing the final design and schedule for submittal. BKK wants the City to consider a delay on these improvements subject to providing a bond or other security for this work. This plan is a condition of the Settlement Agreement and is under legal review. I 6. CLASS III FINAL CLOSURE AND POSTCLOSURE PLAN On January 14,1998 the LEA has determined the Final Closure and Postclosure Maintenance Plans to be accepted for the environmental review process through the Planning Department. Final cover soil placement installation has been completed in Phase A, which includes portions of Slopes A, B, C, D, and E. Final cover soil placement installation activities continue in Phase B nearing completion. The City Council approved staff recommendation to hire SCS Engineers to prepare an Initial Study for the project and prepare a Scoping Outline for preparation of an environmental impact report. This process will include revising the Landfill's Unclassified Use Permit. The Planning Department Will oversee preparation of this environmental report. The environmental review and report will be based on the issues identified in the Initial Study and listed during the Scoping Phase of the environmental review process. BKK is to submit the accepted Final Closure and Postclosure Maintenance Planto the City Planning Director as part of BKK's Specific Plan Land Use Application. Upon CEQA certification, the LEA will approve the Final Closure and Postclosure Maintenance Plans. 7. CLASS I POSTCLOSURE PLAN BKK submitted to DTSC on June 30, 1997 revisions to the Postclosure Plan BKK indicated in a June 13, 1997, letter to DTSC that they needed to address the issues in the City's January 29, 1997, letter. DTSC requested all of the regulatory agencies to submit comments on the revised Plan �by the end of August. The City submitted comments to DTSC on August 26, 1997. DTSC has not responded to the City's comments. There is no scheduled date for the commencement of the public review period or the public hearing. City sent another letter on June 20, 1997, to DTSC requesting their preparation of an Environmental Impact Report instead of the Negative Declaration of Environmental Impact. BKK has sent a letter to DTSC in support of a Negative Declaration of Environmental Impact. DTSC has responded in a letter dated October 7, 1997. They conclude that a negative declaration of environmental impact is the appropriate environmental review document. BKKSTATUS 18 SLS 1/15/98 Note: Class I = closed hazardous toxic waste landfill.
