1) First Supplement Weed 6 Rubbish Abatement List
This request is the final step in the administrative
process for the First Supplemental Weed and Rubbish
Abatement List for the 1994 Weed Abatement Program. It
asks the City Council to receive and file the Affidavit
of Mailing, conduct a public hearing to hear any public
protests, and order the abatement of weeds and rubbish.
It is recommended that the City Council take the
following actions:
a) Receive and file the Affidavit of Mailing
b) Conduct a hearing.
c) Order the abatement of weeds and rubbish on those
properties described in Resolution No. 9098.

Accept installation of pressure reducing valves and
release Safeco Insurance Company Bond No. 5787894
in the amount of $94,500. Location: Various
locations along Azusa Avenue and Amar Road
It is recommended that the City Council accept the
improvements and authorize release.

6) Award of Bids
a) City Specification No. MD 7-94-9, Maintenance
District #7
This five year contract provides for the
maintenance of landscaping, hardscaping and
sprinkler systems in Maintenance District No. 7. A
total of five bids were received with Aloha
Landscape submitting the lowest responsible bid in
the amount of $189,005.40 for the five year
contract. Staff recommends that the City Council
reject the invalid low bid of Pro Turf and accept
the responsive bid of Aloha Landscape of West
Covina for a five year contract in the amount of
$189,005.40 ($37,801.00 annually) and execute an
agreement with said Aloha Landscape for the work to
be done.
b) City Specification No. MD 4-94-8, Maintenance
District #4
This five year contract provides for the
maintenance of landscaping, hardscaping and
sprinkler systems in Maintenance District No. 4,
Fire Stations 4 and 5, tree wells, and Reservoir
Stations 1 and 2 which are located in the Woodside
Village area south of Francisquito Avenue. Staff
recommends that the City Council reject all bids
and re -advertise for new bid proposals, and provide
a sixty day extension on the current temporary
maintenance period with Azteca Landscape. This
would allow staff additional time for the bidding
process and allow the low bidder Pro Turf the
opportunity to resubmit a valid bid during the
competitive bid process. Staff will also use the
period to reevaluate the maintenance specification
requirements with anticipation of a further
reduction in contract cost for this district.
7) Miscellaneous
Environmental Services
a) Clean Up Saturdays
This is a report on the results of the Clean Uo
Saturdays conducted by West Covina Disposal in
cooperation with the City, the Chamber of Commerce,
the San Gabriel Valley Tribune, the West Covina
Unified School District, and West Covina Beautiful.
A total of 671 tons of waste materials were
collected during the five Saturdays of this event.
It is recommended that the City Council receive and
file this report.

b) Federal Surplus Property Program
According to regulations governing the Federal
Surplus Property Program, all organizations wishing
to participate in the program must have a current
application on file. It is recommended that the
City Council approve submittal of the application
for the Federal Surplus Property Program.

D) PUBLIC WORKS SERVICES
1) West Covina Landscape Maintenance District No. 4, West
Covina Landscape Maintenance District No. 6 and West
Covina Landscape Maintenance District No. 7 - Public
Information Meeting
Location: Districts 41 6 and 7, easterly of Lark Ellen
and Southerly of Francisquito, South of
Cameron, West of Grand and East of Galster
Park
Under the provisions of State Law, the City is required
to hold a Public Meeting and a Public Hearing for any
Assessment District renewal where an increase in
assessment is under consideration.
It is proposed, for West Covina Landscape Maintenance
District No. 4, to retain the assessments in amounts
ranging from $70.10 per unit per year to $419 per unit
per year, depending upon the zone the benefit in which
the unit is located. (Same as FY 1993-94).
For West Covina Landscape Maintenance District No. 6, it
is proposed to establish an assessment of $525 per lot
per year. (Same as FY 1993-94).
For West Covina Landscape Maintenance District No. 7, it
is proposed to retain an assessment of $200 per improved
lot per year, $60.00 per unimproved lot per year. (Same
as FY 1993-94).
It is recommended that the City Council receive and file
this report.

2) West Covina Citywide Lighting and Maintenance District
Public Information Meeting
Location: Citywide
Under provisions of State Law, it is required to have a
public meeting and a public hearing for any assessment
district renewal where an increase in assessment is under
consideration. It is proposed to establish the front
footage charge for the Citywide Lighting and Maintenance
District in amounts ranging from $1.55 to $6.85 per
assessable front foot, depending upon the zone of benefit
in which a parcel is located. This proposal calls for a
2.0% increase over rates adopted for Fiscal Year 1994-95.
It is recommended that the City Council receive and file
this report.

3) West Covina Citywide Sewer Standby and Availability
Charge - Public Information Meeting
Location: Citywide
Under provisions of State Law, commencing Fiscal Year
1994-95, the City is required to hold a public meeting,
prior to the public hearing for charges or assessments
that will be collected on the County General Property Tax
Bill, it is proposed that the Sewer Standby and
Availability Charge be maintained at $21.95 per unit for
Fiscal Year 1994-95. The amount of money to be raised
through the Sewer Standby and Availability charges is
estimated at $878,000. It is recommended that the City
Council receive and file this report.

E) WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA)
1) BKK Landfill LEA Cost Reimbursement
The City Council will consider the adoption of a
resolution related to the funding for the City's Local
Enforcement Agency activities related to the BKK
Landfill. It is recommended that the City Council adopt
the following resolution:
RESOLUTION NO. - A RESOLUTION "OF'THE CITY COUNCIL
OF THE CITY OF WEST COVINA CONFIRMING FEES TO FUND OR
REIMBURSE THE CITY FOR LOCAL ENFORCEMENT AGENCY COSTS OF
ENFORCEMENT AND INSPECTIONS FOR FISCAL YEAR 1994-95.

F) ENVIRONMENTAL SERVICES
1) Clean Up Saturdays - BKK Request for In Kind Service
The BKK Corporation accepted 467 tons of waste for
disposal with no charge to the West Covina Disposal
trucks delivering the waste during the City's Clean Up
Saturdays program this year. BKK is requesting the City
Council determine the $7,450.20 disposal charges as in
kind service under the City's Integrated Waste Management
Fee Agreement. This is a City Council policy matter,
therefore staff makes no recommendation.

Redevelopment Agency
1) Recess the City Council meeting at p.m. to convene
the Redevelopment Agency meeting. Reconvene the City

2) Fourth Amendment to Negotiating Agreement between the
Agency and Hassan Imports Partnership, Inc.
On February 1, 1994, the City Council approved a Third
Amendment to Negotiating Agreement with Hassen Imports
Partnership in an effort to resolve certain outstanding
issues relating to property adjacent to the new Dodge
site. The proposed Fourth Amendment to Negotiating
Agreement extends the term of the Agreement to September
7, 1994. It is recommended that the City Council approve
the Fourth Amendment to Negotiating Agreement extending
the negotiation period to September 7, 1994.

Council Request for Information - Party Service Fee
818 South Indian Summer
On Tuesday, June 7, 1994, during the City Council public
communications segment, a Louise Peery spoke to the
Council. She was protesting a billing from the City of
$10,848 under the Party Second Notice Ordinance 15-87.
Upon completion of her presentation, the Mayor requested
a written staff report providing the information on same.
On Sunday, June 12, 1994, the San Gabriel Valley Tribune
newspaper reported on Ms. Peery's protest as well as
reported on party problems/homicides, in general. It is
recommended that the City Council receive and file this
report.

2) Council Direction For Commission Interviews and
Appointments
Staff is requesting City Council direction for the
interview process and appointment of Commissioners to the
City's five commissions. It is requested that the City
Council give staff direction on the following items:
a) The requirement in Ordinance 1909 that the Human
Services Commission become a nine -member commission
(to achieve this the City Council could appoint
four of the five expiring terms).
b) The process the Council wishes to utilize for the
commissioner selections (traditionally, the Council
has appointed sub -committees to interview and
recommend candidates).
c) How the City Council wishes to address
commissioners whose terms will expire on June 30,
1994, and wish to be reconsidered.
The City Council may wish to continue their discussion of
commissioner terms that do not expire on June 30, 1994.
