SUBJECT: BKK LANDFILL DATA SUPPORTING ABANDONMENT OF
"K" LINE GAS COLLECTION WELLS AND RESPONSES
TO MRS. JEAN ARNESON's QUESTIONS
SUMMARY: At the January 3, 1995 City Council meeting, the Waste Management
Enforcement Agency was asked to obtain records supporting that the
abandoned K-line gas wells were not producing any gas and to include a
map of the "K" line gas wells.
BACKGROUND
At the January 3, 1995 City Council meeting, the Waste Management Enforcement Agency
reported that according to the California Integrated Waste Management Board (CIWMB) and the.
Regional Water Quality Control Board - Los Angeles (RWQCB-L.A.), BKK was in compliance
with water and gas well abandonment requirements. Mrs. Jean Arneson raised the question
asking for the records on the "K" line gas wells confirming that they never produced gas and
were inoperable.
The LEA requested from the CIWMB the data on the gas wells and responses to Mrs. Arneson's
questions. The CIWMB was unable to give a response and would have to research records prior
to responding.
Attached -is a letter dated January 12, 1995 from BKK to Mr. Tim Crist of the CIWMB. The
letter is responding to records which the CIWMB has requested in response to Mrs. Arneson's
concerns.
The following is a listing of the questions which Mrs. Arneson asked at the January 3, 1995 City
Council meeting.
L . Why were 8 or 9 gas recovery wells removed in the area to be expanded when they had
been labeled as permanent in postclosure documents?
2. How many wells were removed? Mrs. Arneson has record of 8 or 9, BKK says 8 and
the CIWMB reefers to 5.

3. Were the gas wells destroyed or abandoned?
4. Did BKK accidentally destroy the gas wells?
5. What did BKK accidentally destroy, monitoring probes, gas or water wells?
6. The CIWMB says that the gas wells never produced gas (never active). BKK says they
did not collect gas. Where are the records proving no gas was collected?
