AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING ARTICLE IV, NOISE REGULATIONS, DIVISION 2, SPECIFIC NOISE SOURCES, SECTION 15-97, RESTRICTIONS ON THE OPERATION OF TWO- AND FOUR-STROKE ENGINES. 7) City Treasurer's Report Treasurer's Report for the month of April, 1994 8) Award of Bids a) Custodial Service Contract Extension for Cameron Youth Center, City Yard Administration, Palmviea Center and Senior Center Buildings This contract provides for building custodial maintenance for four (4) City buildings. The contractor Valley Light Industries is requesting renewal of his contract for the Fiscal Year 1994-95 at no cost increase from their current monthly amount of $4,775.68. It is recommended that the City Council grant renewal of the Valley Light Industries contract for the period of July 1, 1994 to June 30, 1995. b) Custodial Service Contract Extension for City Hall, Police and Communications Buildings This contract provides for complete custodial maintenance for three Civic Center buildings: City Hall, Police and Communications. The contractor, D.H. Maintenance Services, has requested renewal of the contract for the fourth year with a cost reduction of 2% off of the current $5,130 monthly charge. This will decrease the monthly charge to $5,030.00. Maintenance Services contract for the period of July 1, 1994 to June 30, 1995 with a 2% contract decrease to $5,030.00. 9) Miscellaneous Fire Department a) First Supplemental Weed and Rubbish Abatement List This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant, improved residential and commercial properties under the established Weed Abatement Program. It is recommended that the City Council adopt the following resolution approving the First Supplemental Weed 'and Rubbish Abatement List for 1994 and set the date of June 21, 1994 at 7:30 p.m. for the Protest Hearing on the proposed removal of weeds and rubbish from the properties described in the First Supplemental List. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION OF INTENTION NO. 9072 BY APPROVING THE FIRST SUPPLEMENTAL WEED AND RUBBISH ABATEMENT LIST. Environmental Services b) Nondisposal Facility Element The State -required Nondisposal Facility Element for waste management in the City is presented for review and action. This document discusses where the waste generated in the City is taken for diversion. It is recommended by the Waste Management and Environmental Quality Commission and the staff that the City Council adopt the NONDISPOSAL FACILITY ELEMENT for the City of West Covina. Finance Department c) Appropriations Limit for Fiscal Year 1994-95 Article XIIIB of the California Constitution imposes an appropriations limit on units of State and local government. This report requests adoption of the 1994-95 appropriations limit for the City of West Covina. The Promotional Services Agreement was originally executed on October 5, 1993 between the City and the Auto Dealers Association, and advanced $236,000 to the Association for the construction and installation of the sign. This amendment removes the termination date of the Agreement and assigns the city's rights under the Agreement to the Redevelopment Agency. It is recommended that the City Council approve the Extension 11 and Assignment of Agreement for Business Promotion Services. e) Cooperative Agreement between the Redevelopment Agency and the City of West Covina Transmitted for Council consideration is a Cooperation Agreement which relates to the funding of the Auto Plaza electronic readerboard sign. A Promotional Services Agreement, originally executed on October 5, 1993 between the City and the Auto Dealers Association, advanced $236,000 to the Association for the construction and installation of the sign. The Cooperation Agreement transfers the rights and obligations of the Promotional Services Agreement from the City to the Redevelopment Agency. The total combined length of the project is about 5.1 miles. The total project cost for Phase II is estimated at $347,000. It is recommended that the City Council approve plans and specifications for City Project SP-94105 (Phase II), and authorize the City Engineer to call for bids. Motion by seconded by approve disapprove hold over to 2) City Project TS-92109 - La Puente Road and Sentous Avenue Traffic Signal - Waiver of Competitive Bids for Traffic Signal Controller It is proposed to purchase a traffic signal controller and cabinet from IDC Traconex/Multisonics for a new traffic signal at La Puente Road and Sentous Avenue. The total cost for the traffic signal controller and cabinet is $14,263.02. A waiver of competitive bids is necessary to assure compatibility of the new components with the existing Citywide master control system. It is recommended that the City Council approve waiver of competitive bidding procedures, and authorize the purchase of a traffic signal cabinet and controller from IDC Traconex/Multisonics, in a total amount of $14,263.02, including tax. Motion by 2nd by approve disapprove hold over to 3) National Pollutant Discharge Elimination System (NPDES) Legal Authority for Regulation of Storm Water Runoff Second Reading of Ordinance To meet ongoing and increasingly stringent requirements of the Federally mandated National Pollutant Discharge Elimination Systems (NPDES) permit, West Covina is required to enact specific legal authority for the regulation of storm water runoff to control and eliminate contaminated runoff within the City. The request was to have the City send a letter to Congressman Drier requesting immediate mitigation of the groundwater contamination at the North Saddle of the BKK Landfill. It is a matter of City Council policy. whether a letter is to be sent. Therefore, staff makes no recommendation.
