C- lb SUMMARY OF ACTIONS DATE January 16. 2001 WASTE MANAGEMENT AND ENVIRONMENTAL QUALITY CONWAS&GNEcvcLED PAPER MEETING ON December 21, 2000 Meeting called to order at 7:30 P.M. by Commission Vice -Chair Hedlund Pledge of Allegiance led by Commissioner Polich Invocation led by Commissioner Mercado COMMISSIONERS IN ATTENDANCE: Hedlund, Chan, Mercado, Polich COMMISSIONER ABSENT: Santell STAFF IN ATTENDANCE: Samaniego, Paul, McIssac Commissioner Chan announced a fundraiser being held by the South Hills High School marching band on January 13, 2001 from 5:00 — 8:30 P.M. Tickets are $6.00 each. I. STATUS REPORT ON BKK CLOSURE PLANS AND OTHER MATTERS Steve Samaniego provided an update on the status of the BKK closure plans and other matters related to the BKK Landfill as follows: A. Staff Report 1. BKK Landfill Closure Plans Status Report Doug McIssac, City Planner/Planning Director, gave a status report on the EIR. B. Public Comment Michael Miller, resident, stated his New Year's wishes for the community regarding the BKK Landfill and surrounding areas. Royall Brown, resident, stated that the WMEQC should arrange a public inspection and tour of the landfill for City Council candidates, with staff reports on 'A' Streets, Amar and Azusa shopping center, and Amar and Azusa traffic intersection. Giancarlo Massarotto, resident, inquired about the planting of trees on the Class I Landfill and DTSC approval. Also, he asked about the impact of BKK on the depressed center at Amar and Azusa. Chris Hansen, BKK, spoke about the weeding crew, the remedy decision by the U. S. EPA, tours available at BKK, and the DTSC approval process for the tree planting. B. Commission Comment Commissioner Chan inquired about the installation of wells without waiting for the final approval of the Corrective Measures Implementation Plan (CMIP), stated that the plan is a containment plan and does not totally clean up under the landfill, said that he was not sure about any impact BKK had on the center around it, and he asked for an update on the status of the Council report on the 1 Amar/tersection. 0 Commissioner Mercado concurred that the impact of BKK on the shopping center was negligible, and he requested a joint Planning Commission/Waste Management and Environmental Quality Commission meeting. Vice -Chair Hedlund asked about the number of businesses still open in the center, if there were a master plan for development of the area and if the City would entertain just tearing down the whole center and starting over. Samaniego responded to the inquiries, saying that any changes to the approved plan would require additional action by the U.S. EPA, that the City has a general plan and is beginning a "visioning" plan, and that questions regarding development should be addressed to the Planning Department. RECOMMENDATION: Motion by Commissioner Mercado, second, Commissioner Chan, to receive and file. Approved 3 — 0 —1 (Commissioner Polich abstained) 2. BKK Landfill U.S. EPA Calendar Year 2000 Third Quarter Report A. Staff Reports Reports given by Samaniego. B. Public Comment None. C. Commission Comment None. RECOMMENDATION: Motion by Commissioner Chan, second, Commissioner Mercado, to receive and file. Approved 3 — 0 —1 (Commissioner Polich abstained) II. PUBLIC INPUT ON AGENDA ITEMS Brown commented on lack of Christmas Tree recycling program for planned unit developments (PUD's) and suggested a change in the pickup by Athens to include a chipper on the route, which would reduce their dumping costs. III. . MINUTES OF REGULAR MEETING OF OCTOBER 19, 2000 The minutes were approved as presented. IV. CITY COUNCIL ACTIONS OF OCTOBER 17, 2000, NOVEMBER 14, 2000 AND DECEMBER 12, 2000 • BKK Landfill EIR Conditional Use Permit No. 503 Condition 5.ee • Appropriation of California Beverage Container Recycling and Litter Reduction Grant • Summary of Actions — Waste Management and Environmental Quality Commission meeting of September 21, 2000 • Summary of Actions — Waste Management and Environmental Quality Commission meeting of October 19, 2000 2 • BKK Lanoe Closure Plans Status Report dated D&Wer 12, 2000 i RECOMMENDATION: Motion by Commissioner Mercado, second, Commissioner Chan, to receive and file. Approved 3 — 0 — 1 (Commissioner Polich abstained) V. INTEGRATED WASTE MANAGEMENT ACTIVITIES Samaniego gave oral reports on the following integrated waste management activities: • Christmas Tree Recycling • Used Oil Recycling calendars • Recycling Coordinators positions recruitments • Recycling Public Education Volunteer Program (Carolina Chacon) RECOMMENDATION: These reports were informational only. No action was taken. VI. AIR QUALITY UPDATE Samaniego gave an oral report on the following: • AQMD Clean Air Award winners RECOMMENDATION: This report was informational only. No action was taken. VII. PUBLIC COMMUNICATIONS Massarotto expressed concern about the number of Christmas trees being wasted and that Athens could be more efficient with their tree pickups. Additionally, he spoke to global warming. Commissioner Chan said that we should conserve energy and plan an Earth Day event to be sponsored by the WMEQC. VIII.
