5) Traffic Committee Minutes of 4/19/94 (accept & file)
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an ordinance or
resolution is needed for the action to be implemented.
a) The request of Phyllis McDonald, Principal,
Merlinda School, 1120 South Valinda Avenue, West
Covina, resulted in the following Traffic Committee
recommendations:

be denied at this time.
ii. That staff investigate enhancement of the
school zone signage.
iii. That the Police Department enhance the
enforcement of the speed limit.
iv. That the Police Department conduct a

for caution in this area.
b) The City initiated request that the adult crossing
guard stationed at the signalized intersection of
Sunset Avenue and Vine Avenue be.removed was
approved.
c) The request of Lorraine Morgan of 1129 South
Serenade Avenue that conditions on Toluca Avenue at
the drive approach exist from the Wells Fargo Bank
be reviewed resulted in a recommendation that 50
feet of curb parking be prohibited along the east
side of Toluca Avenue, south of the northerly drive
approach to the Wells Fargo Bank.
d) The request of Sandra L. Miller, Principal and
Clyde Evans, Director of Transportation, C.J.
Morris School, 19875 E. Calle Baja, Walnut, that a
multi -way stop be installed at the intersection of
Calle Baja and Camina de Gloria was denied and it
was recommended that the findings be forwarded to
the City of Walnut for their review.
e) The City initiated request for an Engineering and
Traffic Survey of Pacific Avenue, West Covina
Parkway and Valinda Avenue resulted in the
following recommendations: (1) That the speed
limits on Pacific Avenue, West Covina Parkway and
Valinda Avenue be retained at 50,mph from Ardilla
Street to Cameron Avenue and at 35 mph from Cameron
Avenue to Garvey Avenue North; (2) That the speed
limit on West Covina Parkway from Garvey Avenue
North to Service Avenue be retained at 35 mph; and
(3) that the speed limit on Valinda Avenue from
Service Avenue to the south City limit be retained
at 40 mph.
f) The City initiated request for an Engineering and
Traffic Survey of Sunset Avenue resulted in the
following recommendations: (1) That the speed limit
on Sunset Avenue be retained at 40 mph from the
north City limit to south City limit and that the
Traffic Committee's findings be forwarded to the
Los Angeles County Department of Public Works for
their review.
g) The request of Suphorn Kalasiha of 1336 Fleetwell
Avenue, W.C., for an appropriate "NO DUMPING" sign
to be installed along the south side of the
dedicated alley abutting 1336 South Fleetwell
Avenue resulted in a recommendation that a "NO
DUMPING" sign be istalled abutting the dedicated
alley north of 1336 Fleetwell Avenue.
h) The City initiated request for an Engineering and

7) Award of Bids
a) Landscape Maintenance District No. 4 - Waiver of
Formal Contract.Procedure for a Temproary (90-day)
Maintenance Agreement
The current contractor, Creative Landscaping Inc.,
has failed to meet the necessary bonding
requirements for the second year of the five year
contract agreement which was approved by City
Council in April of 1993. As a result, staff will
be rebidding the contract through the formal
bidding procedure as required by the West Covina
Municipal Code. In order to maintain the
landscaping in Maintenance District No. 4 during
the bidding process, it will be necessary to
approve a temporary (90-day) maintenance agreement
with a landscape contractor. Azteca Landscaping of
Pomona has maintained the District in the past and
can obtain the required bonding. Azteca
Landscaping has agreed to provide temporary (90-
day) maintenance for District No. 4 at a price of
$36,570 per month which is $500 less per month than
the current contractor. Recommendation is to find
that it is in the public interest and -necessity to
waive formal contract procedures and accept the
proposal of Azteca Landscaping of Pomona in the
amount of $36,570 per month for a maximum of 3
months and authorize the Mayor and City Clerk to
execute an agreement with Azteca Landscaping for
the work to be done.
b) City Project PP 93211 - Award of Bid -
Friendshio Park Baseball Field Lighting
The bids for PP 93211 were opened on April 26,
1994. This project will.provide sports lighting
for the baseball field in Friendship Park.
Recommendation is to accept the low bid of Tamang
Electric of Walnut in the amount of $54,600.00, and
authorize the Mayor and City Clerk to execute an
agreement with Tamang Electric for the work to be
done.

c) City Project TS 92109 - La Puente Road and Sentous
Avenue Traffic Signal - Award of Bid
The bids for TS 92109 were opened on April 26,
1994. This project will provide a traffic signal
at the intersection of La Puente Road and Sentous.
Recommendation is to accept the bid of Macadee
Electrical Construction of Chino Hills., in the
amount of $68,213.00 as submitted at the bid
opening of April 26, 1994 and authorize the Mayor
and City Clerk to execute an agreement with Macadee
Electrical Constuction for the work to be done.
d) Professional Services for BKK Business License Tax
Audit
The City Council will consider the award of bid for
professional services to conduct an audit of BKK
Landfill Business License Tax revenues.
Recommendation is to award Arthur Anderson & Co.
the bid for professional services to conduct an
audit of the BKK Landfill business license tax, in
accordance with the scope of work set forth in the
City's Request for Proposal, in an amount not to
exceed $25,000 and authorize the expenditure of
funds from account number 110-320-2660-6109.
8) Miscellaneous - Environmental Services
Power Blowers
This is a report of an analysis conducted by the Waste
Management and Environmental Quality Commission of the
available options to address concerns about the use of
power blowers in the City. These options included and
were not limited to: a use ban, increased public
education, and enforcement of the existing City code.
Recommendation by the Wate Management and Environmental
Quality Commission is to approve the City's cooperation
with the Southern California Gardeners' Federation and
others to have them conduct two to four instructional
sessions a year for gardners, landscape maintenance
contractors and any residents of the City and provide all
the information on the proper use of power blowers.

1) CITYWIDE SEWER STANDBY AND AVAILABILITY CHARGES -
1994/95 METHOD OF COLLECTION
The public hearing that is required to be held by the
City Council on the collection method for the Citywide
Sewer Standby and Availability Charges for the FY 94/95
is .proposed for July 19, 1994. The proposed rate is
$22.95 per unit per year as compared to $21.95 per unit
for the Fiscal Year 93/94. Recommendation is to adopt
the following resolution:

MODIFICATIONS AND BARRIER REMOVAL -
APPROVAL OF PLANS AND SPECIFICATIONS
This project consists of park play area
modifications and improvements to insure that the
playground equipment at all City parks complies
with the Americans with Disabilities Act (ADA) and
the Consumer Products Safety Commission Standards.
The second phase of this project will be
modifications at Orangewood, Friendship, and
Cameron Parks. The estimated cost of these three
park play area modifications is $140,000.

the Maintenance Director to call for bids.

(SCAQMD) Rule No. 1146.1. The estimated cost of the
project is $25,000. Recommendation is to approve
the plans and specifications for GP 94305 and
authorize the Maintenance Director to call for
bids.

Agency consideration is a Request for Proposal for
the preparation of a revised and updated Housing
Element and a Redevelopment Implementation, Plan.
The Implementation Plan is a statutory requirement
of AB 1290 and must be adopted by December 31,
.1994. The five-year update to the Housing Element
is also required by state law. The documents
require similar and mutually supporting information
with respect to reporting local housing conditions,
needs and programs. Preparation of the documents
simultaneously will not only reduce overall costs,
but ensure that the Implementation Plan conforms to
and supports the Housing Element of the General
Plan. The cost for preparing the documents may be
funded through Agency housing set -aside funds.

As required by City Council Resolution No. 9023, the City
Council must act on a rate submittal for basic cable
television. services from the City's cable television
franchisee, Crown Cable. The City Council may approve
the submitted rates, deny the franchisee's rate submittal
and order rate reductions or refunds, or order an
accounting of current charges pending further orders.

N) MAYOR'S REPORTS
1) Annual Appointments - Mayor's Request for Preferences
Each year the Mayor appoints, and Council confirms, the
appointment of Councilmembers to various responsibilities
including membership onoutside boards or as liaisons with
other agencies. The Mayor will outline his preference
for a process for this year's appointment process..
2) Commissioner Selection Process
Annually City Council appoints residents to serve in the
capacity of a Commissioner on the City's five
commissions. The terms of thirteen City Commissioners
will expire on June 30, 1994 and require council action
for reappointment or selection of new commissioners. The
Mayor will present his plan for the upcoming commissioner
selection process.
