1) Joint Public Hearing - Birtcher Disposition and
Development Agreement
Transmitted for City Council and Agency consideration are
resolutions and findings which approve a Disposition and
Development Agreement (DDA) between the Redevelopment
Agency of the City of West Covina and Birtcher Senior
Properties ("Developer"). The DDA memorializes the
obligations of the Agency and the Developer with respect
to the sale and development of Agency -owned property
located at 130-138 S. Barranca Street. Birtcher Senior
Properties is proposing to purchase the site for the
development of 51 condominiums restricted to occupancy by
senior citizens.

b) The request of Michael and Luann Norring, 624 South
California Avenue, West Covina, that parking be
unrestricted abutting. 624 South California Avenue,
was approved.
c) The request of Mike Newby, Property Manager, Pagoda
Garden Apartments, Porta Management Group, 10300
Fourth Street, Suite 100, Rancho Cucamonga, 91730
for restriction of 330 feet of curb parking for
street sweeping purposes on the west side of Pima
Avenue abutting the Pagoda Garden Apartments was
approved.

At the January 18, 1994 City Council meeting an ordinance
was introduced and is before the City Council for
adoption. It is recommended that the City Council adopt

7) Award of Bids
a) Landscape Maintenance Contract - City Specification
No. CC-94-4 West Covina/Los Angeles County Civic
Center
This five year contract provides for the
maintenance of landscaping, hardscaping and
sprinkler systems of the West Covina/Los Angeles
County Civic Center. Also included in this
contract is mandatory green waste recycling. Staff
recommends that the City council reject all bids
and re -advertise for new bid proposals. This would
allow staff the opportunity to re-evaluate the bid
proposal language and bonding requirements and
further produce the opportunity to attract
additional bidders for this maintenance contract.
This will more than likely result in a lower
contract bid.
b) GP-94-312 - Award of Contract for the Maintenance
of Heating and Air Conditioning Equipment in Twelve
City -Owned Buildings
On January 21, 1994, five bids were received and
opened for this contract which provides for the
maintenance of heating and air conditioning
equipment for three years in twelve City -owned
buildings. The lowest bid received was $95,064
from Abban Industries of Rancho Cucamonga. It is
recommended that the City Council postpone the
award of this contract until the March 1, 1994 City

of Heating and Air Conditioning Equipment in Twelve
City -Owned Buildings (Continued)
Council meeting to allow staff adequate time to
evaluate the performance capabilities of the low
bidder, Abban Industries of Rancho Cucamonga..
City Project No. GP-94313 - Award of Contract for
On January 13, 1994, three bids were received and
opened for this project which provides for the
construction of a new 35 space parking lot with
concrete bridge located justwestof the north wing
portion of the Senior Citizens Center in Cortez
Park. The lowest responsible bid was $208,352 from
E.C. Construction Company of South E1 Monte. It is
recommended that the .City Council take the
following actions:
Transfer $30,000 from Project No. GP-94304 to
Project No. GP-94313;
Transfer $10,000 from Project No. PP-93201 to
Project No. GP-94313;
Transfer $20,000 from Project No. PP-93213 to
Project GP-94313;
Transfer $33,000 from Project No. GP-94303 to
Project No. GP-94313; and
Accept the bid of E.C. Construction in the
amount of $208,352 as submitted at the bid
opening on January 13, 1994 and authorize the
Mayor and City Clerk to execute an agreement
with E.C. Construction of South E1 Monte for
the work to be done.
d) City Project No. GP-87308 - Award of Contract for
New Fire Station No. 2 in Cortez Park
On January 13, 1994, six bids were received and
opened for this project which consists of a new
8,255 square foot fire station and training area in
Cortez Park. The lowest bid received was
$1,353,000 from State Link Construction of
Cerritos. Staff recommends that the City Council
reject all bids and re -advertise for new bid
proposals. This will allow staff an opportunity to
contact additional contractors in an effort to
obtain a lower contract bid.

Landscape Maintenance Districts Nos. 4, 6 and 7 -
1994-1995 Renewal - Ordering of Engineer's Report
To extend the various Maintenance Districts for the
1994-1995 fiscal year in accordance with State law,
the City Council should order the Engineer's
Reports. This action is the first step of the
annual renewal process. Staff recommends that the
City Council adopt the following resolutions:

Signal Monitoring
After receiving no bids in. May, 1993, the City
Council authorized staff to conduct negotiations
for a contractor to complete the Central Business
District Traffic Signal Monitoring Project. Staff
has secured a contract in the amount of $18,200
from McAdee Electrical Construction for the work to
be done. It is recommended that the City Council
authorize staff to issue a Purchase Order to McAdee
Electrical Construction in an amount not to exceed
$20,000 for the work to be done.

Field Lighting
The Plans and Specifications for City Project PP-93211
have been completed. The project will provide sports
lighting for the baseball field in Friendship Park. The
ultimate cost of this project is estimated to be $88,000.
It is recommended that the City Council approve the plans
and specifications for PP-93211 and authorize the City
Engineer to call for bids.

East Cameron Avenue Park Site (Heritage Gardens)
Consultant Agreement for Master Plan Development
The City distributed eleven (11) Requests for Proposals
(RFP's) for the preparation of a Master Plan, Biological
Assessment, and Design Guidelines for the East Cameron
Avenue Park.site. In response to the RFP's, the City
received three proposals from qualified consultants. The
proposals ranged in costs from $22,905 to $28,700. Staff
is proposing that The Dike Partnership be selected at a
cost of $25,530. Staff recommends that the City Council
authorize the Mayor and City Clerk to execute a
Consultant Agreement with The Dike Partnership to provide
professional services for the preparation of Heritage
Gardens park Specific Plan.

Second Amendment to Negotiating Agreement with
Hassen Imports Partnership in an effort to resolve
certain outstanding issues relating to property
adjacent to the new Dodge site. The proposed Third
Amendment to Negotiating Agreement extends the term
of the Agreement to June 7, 1994. It is
recommended that the City council approve the Third
Amendment to Negotiating Agreement extending the
negotiation period to June 7, 1994.

Metrolink Incentive Program

The Human services Commission is recommending a Metrolink
Incentive Program to promote and encourage the residents
of West Covina to use the Metrolink Service. It is

approve an allocation of $7,500 from the
unobligated Prop A fund balance; and

A Subcommittee of two West Covina School District Board
Members, two City Council members and City and School
District staff was appointed to finalize and expedite the
proposed City/School District projects. The Sub -
Committee has reached agreement on the following projects

bodies for final approval and direction for staff to
proceed. It is recommended that the City Council approve
the City's participation in projects listed under
Category A pending School District concurrence, and
authorize staff to proceed with their implementation.
