Improvements located at Amar Road and Nogales Street and
Amar Road and Shopping center Driveways are complete. It
is recommended that the City Council accept improvements
and authorize release of Insurance Company of the West
Insurance Bond No. SUR 1239897 in the amount of
$39,084.00, subject to Notice of Completion procedure.

Engineering Department.
a) Construction Activities Report - 4th Ouarter. 1993
These reports are to provide the City Council with
a summary of major building construction activity
as reflected by issued Building Permits and
Citywide Construction Activity for the year ending
December 31, 1993. It is recommended that the City
Council receive and file these reports.

b) Reintroduction of Zone Change No. 642
On January 4, 1994, the City Council introduced an
ordinance approving Zone Change No. 642 in
connection with General Plan No. 21, East Hills
Specific Plan Amendment No. 8, Tentative Tract Map
No. 51794, Precise Plan No. 845 and the Negative
Declaration of Environmental Impact thereof, for
the approval of a 51-unit Senior Citizen
Condominium Complex at 130-138 S. Barranca Street.
Due to a modification to Condition No. 2 of the
Zone Change Ordinance, the City Council is required
.to reintroduce the ordinance. It is recommended
that the City Council reintroduce an ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA
MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP.
(ZONE CHANGE NO. 642 - BIRTCHER SENIOR PROPERTIES)

C) Signature Authorization for the Emergency
Management Assistance Program
Staff is requesting approval of the change in the
alternate signature, in the absence of the City
Manager, for the Emergency Management Assistance
Program. It is recommended that the City Council
adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AUTHORIZING THE ALTERNATE SIGNATURE, IN THE ABSENCE
OF THE CITY MANAGER, FOR REIMBURSEMENT CLAIMS UNDER
THE EMERGENCY MANAGEMENT ASSISTANCE PROGRAM.
8) Approval of Final Maps (Adopt Resolution)
Lewis Homes has requested a lot line adjustment of six
lots within Tract 48636, Sunrise Palms, on California
Avenue. It is recommended that the City Council adopt
the following resolution:

D) PUBLIC WORKS SERVICES
1) City Project SP-94109 - City Curb Address Painting
Approval of Plans and Specifications
Plans and specifications for the Citywide painting of
curb addresses have been completed. The estimated cost.
for this project is $50,000.00. It is recommended that
the City Council approve Plans and Specifications for
City Project SP-94109, and authorize the City Engineer to
call for bids.

E) WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA
1) BKK Proposition 65 Warning for Vinyl Chloride Update
This staff report is a follow up from the November 16,
1993 Agenda Item E-1 staff report. Since the November
16, 1993 staff report, BKK has published a second
Proposition 65 Warning of vinyl chloride emissions on
December 2, 1993. The second warning (Exhibit I) was an
update of the initial warning (Exhibit II) which revealed
continued emissions of vinyl chloride from the Myra Court
location but no emissions were detected from the Azusa
Avenue area as reported in the initial warning. It is
recommended that the City Council receive and file this
report.

F) ENVIRONMENTAL SERVICES
1) Vinyl Chloride Measurement for Risk vs Enforcement
The Waste Management and Environmental Quality Commission
had information presented by the BKK Landfill Interagency
Steering Committee on the emissions and measurement of
vinyl chloride at the BKK Landfill. Some information was
presented that addressed the difference between measured
concentrations of vinyl chloride for Proposition 65 and
enforcement purposes. It is recommended by the Waste
Management and Environmental Quality Commission that the
City Council request the appropriate agencies to provide
an explanation of the different concentration levels of
vinyl chloride for Proposition 65 purposes vs.
enforcement and other purposes.

1) Redevelopment Agency
Recess the City Council meeting at _ p.m. to convene
the Redevelopment Agency meeting. Reconvene the City

H) HUMAN SERVICES
1) Westpark Dial -A -Ride service Agreement
Proposals for the operation and maintenance of the
Westpark Dial -A -Ride service have been received and
reviewed and staff is recommending an award of a five
year agreement for the continuation of this service. It
is recommended that the City Council authorize the Mayor
to execute a five year agreement with DAVE Transportation
Services, Inc. for operation of the westpark Dial -A -Ride
service.
