On August 24, 1993, the City Clerk's Office received a
claim for monetary loss amounting to $575.00. It is
recommended that the claim of Victor Rodriguez for
Roberto Rodriguez filed on August 24, 1993 be denied and
that the claimant be so notified.

TUP #2144-93 for American Legion Auxiliary at 330 N.
Azusa for a rummage sale to run from 10/15 to 10/16/93.
TUP #2145-93 for Mike Walsh to have a pumpkin patch and
Christmas Tree sale at 2205 S. Vincent to run from 10/23
to 10/31 and 12/4 to 12/23/93.
TUP #2146-9.3 for Anthony Miali to have a Christmas Tree

5) Traffic Committee Minutes (Accept and file)
Items approved by the traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The City initiated request for an Engineering and
Traffic Survey of Lark Ellen Avenue resulted in a
recommendation that the request be held over.

b) The City initiated for completion of the warrants
for the installation of flashing yellow beacons at
a school zone for thirteen schools throughout the
City resulted in a recommendation that the request
be held over for further study.
c) The request of Sam Pavalella, Chairman, Board of
Trustees, United Methodist Church, 718 South Azusa
Avenue for parking restrictions abutting the United
Methodist Church at 718 South Azusa Avenue resulted
in recommendation that parking be restricted on the
east side of Azusa Avenue from Cameron Avenue to
500 feet northerly.

At the October 19, 1993 City Council meeting, three
ordinances were introduced. It is recommended that the
City Council adopt the following ordinances:

SECTION 22-131 OF THE WEST COVINA
MUNICIPAL CODE RELATING TO INCREASES
OF STATE LAW PRIMA FACIE SPEEDS.
ORDINANCE NO. - AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING
SECTION 22-132 OF THE WEST COVINA
MUNICIPAL CODE RELATING TO DECREASES
OF STATE LAW MAXIMUM SPEEDS.
ORDINANCE NO. - AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ADDING ARTICLE X,
SECTIONS 15-200, et seq. TO THE WEST
COVINA MUNICIPAL CODE TO PROVIDE FOR
ADMINISTRATIVE PROCEDURES FOR PUBLIC
NUISANCE ABATEMENT.

City Treasurer's Report for the month of September, 1993.
8) Award.of Bids .
a) City Project SP-94128 - Street Rehabilitation Work
Seven bids were received and opened on Wednesday,
October 20, 1993 for this project which provides
for coldmilling and asphaltic concrete overlay for
various damaged segments of Amar Road and Shadow
Oak Drive. The lowest responsible bid is
$43,116.84 from A.L. Chavez Enterprises, Inc. of
Corona, California. It is recommended that the
City Council take the following actions:

a) City Project SP-94128 - Street Rehabilitation Work
(Continued)
i) Transfer $54,000 from the City Project SP-
93101 to City Project SP-94128; and
ii) Accept the bid of A.L. Chavez Enterprises,
Inc. of Corona in the amount of $43,116.84 as
submitted at the bid opening on Wednesday,
October 20, 1993 and authorize the Mayor and
City Clerk to execute an agreement with said
A.L. Chavez Enterprises, Inc. of Corona, CA
for the work to be done.
b) PP-91202 - Award of Contract for Cortez Park
Playground Modifications and Barrier Removal
On October 21, 1993, two bids were received and
opened for this project which provides for Cortez
Park playground modifications. These modifications
are necessary to comply with the Americans with
Disabilities Act (ADA). The lowest responsible bid
was $47,750.16 from Patrick & Sons Construction of
West Covina. It is recommended that the City
Council take the following actions:
i) Transfer $12,000 from GP-94303 (131-320-3432-
7500) to PP-91202 (131-320-3118-7700); and
ii) Accept the bid of Patrick & Sons Construction
in the amount of $47,750.16 as submitted at
the bid opening on October 21, 1993 and
authorize the Mayor and City Clerk to execute
an agreement with said Patrick & Sons
Construction of West Covina for the work to be
done.
9) Miscellaneous
Finance Department
a) Surplus Property
The City Council periodically declares as surplus
City property which is .no longer useful to the
City, thereby, allowing the property to be disposed
of.as provided for by the Municipal Code. It is
recommended that the City Council adopt the
following resolution:

b) Public Safety Computer Software Contract
This report requests that. the City Council
authorize an agreement between the City and OCS
Technologies for a five year relationship that
provides for the issuance of software licenses to
the City. The contract has been reviewed by the
City Attorney. It is recommended that the City
Council authorize the Mayor to sign the agreement
between the City of West Covina and OCS and sign
the release of USWest.

PP-93221 - Backstop and Fence Replacement at Cameron Park
Softball Field - Approval of Plans and Specifications
The current softball field backstop and fencing at
Cameron Park is undersized and worn out. This project
will provide the softball field with new backstop and
fencing. The estimated cost of this project is $14,000.
It. is recommended that the City Council approve plans and
specifications for City ,Project PP-93221 and authorize
the Maintenance Director to call for bids.

2) City Project SP-94129 (Auto Plaza) - Approve Plans and
Specifications - East. Garvey Avenue South - Street
Plans and specifications have been completed for City
Project SP-94129 which provides street improvements on
Garvey.Avenue South, East of Azusa Avenue. The estimated
total project cost is $38,000. It is recommended that
the City Council take the following actions:
a) Establish the City Project SP-94129; and
b) Approve plans and specifications for the City
Project SP-94129 and authorize the City Engineer to
call to bids.

F) ENVIRONMENTAL SERVICES
1) Zero Tolerance Graffiti Implementation Program
This is a status report on the recommendations made by
the City Council -appointed citizens' Zero Tolerance
Graffiti Task Force. This is the requested review and
recommendations by staff. It is recommended that the
City Council take the following actions:
a) Review the provisions of neighboring cities'
ordinances and direct staff to prepare amendments
to the West Covina Municipal Code as may be
desired.
b) Approve the Task Force's and staff's recommendation
to establish a Gold Paint Brush Award Program.
c) Receive and file all other attached status reports
that implement the Task Force's recommendations.

H) HUMAN SERVICES
1) Coronado Ball Field Lighting Funding Update
The West Covina Youth Pony Baseball League is requesting
$19,306 in additional funding from the City for
construction of baseball lights at Coronado Ball Field.
It is recommended that the City Council consider:
a) i)
Approval of the West Covina Youth Pony
Baseball League's request for additional
funding for Coronado Ball Field Lighting of
$19,306 from Park District D; bringing the
total City Contribution to a "not to exceed"
amount of $34,306 contingent upon resolution
of lighting maintenance and operational
issues; and
ii)
Authorize the City Manager and City Attorney
to negotiate and resolve the operational and
maintenance issues for this project with the
West Covina Youth Pony Baseball League and the
West Covina Unified School District; and
iii)
Authorize the City Manager and City Attorney
to execute an Agreement between the West
Covina Youth Pony Baseball League, West Covina
Unified'School District, and the City for the
lighting of Coronado Ball Field.
b) Direct staff to prepare a written procedure for the
annual review of Park and Recreation CIP Projects
and bring the procedure back to the City Council.
