CONSENT CALENDAR (Continued) 6) Acceptance of Improvements and/or Release of Bonds PP336-Revision 1 - On -Site Improvements - Paul Moghadam Acknowledge completion of on -site improvements and authorize release of Developers Insurance Company Bond No. 223707S in the amount of $35,800. 7) Traffic Committee Minutes - Meeting of July 20, 1993 Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) The City initiated requests for: installation of a multi -way stop at the intersection of Vine Avenue and Glenn Alan Avenue; installation of a flashing yellow signal at the Vine Avenue School; and removal of the marked school crosswalk on Vine Avenue at Donna Beth Avenue resulted in the following recommendations: that the installation of a multi -way stop at the intersectionof Vine Avenue and Glenn Alan Avenue be denied; that the installation of a flashing yellow signal at the Vine Avenue School be held over to the October 1993 Traffic Committee meeting; and the removal of the marked school crosswalk on Vine Avenue at Donna Beth Avenue be held over until the School District is consulted. b) The requests of Ms. Charlene B. De Roster, 1424 Sandia Avenue, West Covina 91790, for: installation of traffic signal at the intersection of Merced Avenue and Willow Avenue; and installation of a marked crosswalk on Merced Avenue at Willow Avenue resulted in a recommendation that the intersection be reviewed again in six month. c) The request of Jason Gallardo, 1130 St. Malo Street,. West Covina 91790, for installation of left -turn lanes on the east and westbound approaches of Merced Avenue to California Avenue resulted in a recommendation that the request be held over until January, 1994. 8) City Treasurer's Report City Tre.:tsurer's Report for the month of June,•1993. 9) Award of Bids a) City Project SP-93118 - Vincent Avenue Improvements Eleven (11) bids were received and opened on Monday, July 12, 1993, for this project. which provides for the construction of Portland Cement Concrete pavement on Vincent Avenue from Freeway ramps (I-10) southerly to West Covina Parkway. The bids ranged from $451,894 to $941,218.15. It is recommended that the City Council reject all bids for the Vincent Avenue Improvements and authorize the City Engineer to re -bid the project after January 1, 1994. agndaO8103193 City Council Agenda August 3, 1993 C) CONSENT CALENDAR (Continued) 9) Award of Bids (Continued) b) Purchase of Spectrum 9000 Forensic Light Source System The Police Department requests City Council purchase a forensic light source system to replace our unrepairable Laserprint 1000 unit. It is recommended that the Council authorize the Police Department to take the following actions: i) To surplus the Laserprint 1000, which has no value to any other vendors, to become a $1000 trade-in with the Omnichrome Corporation; and ii) Authorize the Police Department to purchase and replace the Laserprint unit from the manufacturer, Omnichrome, sole source, in the amount of $14,500 plus tax and fees. c) Purchase of One (1) Special Enforcement Replacement The Police Department requests City Council approval for the purchase of one (1) unmarked Special Enforcement Team (S.E.T.) vehicle from Asset Seizure funds. It is recommended that the City Council find that the State bid is at least as stringent as that used by the City. The State Bid No. 1-93-23-30, therefore, satisfies the formal bid process per West Covina Municipal Code Section 2- 333, and justifies the waiver of the formal bid process (Section 2-330 of the Municipal Code) and the purchase of a 1993 Ford Explorer in the amount of $15,759.45, plus tax and fees, and allow Tuttle - Click Ford to match the State bid. Estimated Cost for this project is $100,000. It is recommended that Mayor and City Council authorize the City Engineer to call for bids, subject to final approval by Los Angeles County Department of Public Works.
