The proposed rate is $21.95 per unit per year, an increase of $4.21 over that of 1992-93. Staff is proposing an increase of 6.0% in assessment rates for 1993-1994. Electric Forklift Truck Award of Bid City Specification No. 93-04 The Finance and Maintenance Departments request City Council approval to replace obsolete electric forklift truck. It is recommended that the City Council award Bid No. 93-04 for the purchase of one forklift truck to the lowest responsive bidder, Johnson Lift/Hyster of the City of Industry in the amount of $20,032.75 with tax. b) City Project TS-93123 - Sunset and Vine Avenues Traffic Signal Six bids were opened on Tuesday July 6, 1993 at 10:00 am in the City Clerk's Office for City Project TS-93123. The project will provide a new traffic signal at the intersection of Sunset Avenue with Vine Avenue and the Queen of the Valley Hospital main entrance. The total estimated cost for the traffic signal installation is approximately $80,000. Staff recommends that the City Council accept the bid of Macadee Electric Construction, in the amount of $58,169.00, and authorize the Mayor and the City Clerk to execute a contract for the work to be done. c) City Project SP-93118 - Vincent Avenue Improvements Eleven (11) bids were received and opened on Monday, July 12, 1993, for this project which provides for the construction of Portland Cement Concrete pavement on Vincent Avenue from Freeway ramps (I-10) southerly to west Covina Parkway. The bids ranged from $451,894 to $941,218.15. It is recommended that the City Council hold over any action on the bids for the Vincent Avenue Improvements until the. regular Council meeting of August 3, 1993. 8) Miscellaneous Engineering Department a) Lot Line Adjustment No. 105 - South Hills Homes Partnership South Hills Homes Partnership has requested a lot line adjustment on three lots on the east side of Inspiration Point. Personnel Department c) Approval of Class Specification for Community Television Producer A classification study of a position to be assigned to the City Manager's Office has resulted in a new classification of Community Television Producer. The Personnel Commission has reviewed the proposed classification and recommends approval. Therefore, it is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND AMENDING RESOLUTION NO. 8710 RELATING TO CONFIDENTIAL EXEMPT SALARIES, AND APPROVING THE NEW CLASSIFICATION OF COMMUNITY TELEVISION PRODUCER d) Employee Assistance Program Contract This report transmits to the City Council a revised contract agreement between the City and Eastland Counseling Center to provide employee counseling services on an hourly fee for service basis. It is recommended that the City Council approve the revised agreement between the City and Eastland Counseling Center. Nine newly designed passenger shelters will be installed on Sunset Avenue between Cameron Avenue and Francisquito Avenue. The total estimated project cost is $40,000. It is recommended that the City Council approve plans and specifications for City Project TP-93105 and authorize the City Engineer to call for bids.
