Departmental .Work Program and Long Range Strategic
Financial Plan. At this time, the City of West Covina's
Fiscal Year 1993-94 Annual Budget is presented to the
City Council for adoption, together with any
modifications the City Council should choose to make. It
is recommended that the City Council take the following

On March 16, 1993, the City Council preliminarily
approved the Engineer's Report for West Covina
Landscaping Maintenance, District No. 6 (1993-94). On
April 6, 1993 the City Council declared its intention to
levy and collect assessments within the district, and set
July 6, 1993 as the date for the required public hearing.
Notices of the public hearing were mailed on May 20, 1993
and a public meeting was held on June 1, 1993. Staff is
proposing an assessment of $600 per lot per year for the
Fiscal Year 1993-94. The Council should now hold the
required hearing to levy and collect assessments. The
total amount to.be assessed is approximately $163,200.

The City Clerk's Office received a claim for
property damage amounting to $340.00 on 'May 17,
1993.
c) Philip Roy, a minor, Rick & Denise Roy, Parents vs
City of West Covina
On May 17, 1993, the City Clerk's Office received a
claim for personal injuries in excess of $150,000.
d) Christine Angel vs City of West Covina
On June 3, 1993, the City Clerk's Office received a
claim for personal injuries amounting to $500,000.
4) Approval of Final Mans (Adopt Resolution)
Tract No. 45939 - Su Hai International
Su Hai International, Inc. is requesting Final Map
approval in order to develop an eight -lot subdivision on
Pass and Covina Road at the intersection of Jennifer
Place. It is recommended that the City Council adopt the

6/13/93 at 710 N. Lark Ellen.
TUP #2125 for West Covina Buddhist Temple for an Obon
Festival to be held on 7/3/93 at 1203 W. Puente.
6) Traffic Committee Minutes (Accept and File)
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The request of Mr. Patrick Loy, Lewis Homes, P.O.
Box 670, Upland 91785-0670 for approval of the Fire
Lane installation plans for the Sunrise Palms
Development was approved.
b) The requests of Ms. Lily Chia, Director, West
Covina Education Center, 2009 West Garvey Avenue
North, West Covina 91790, that 80 feet of parking
be prohibited on West Garvey Avenue North abutting
the West Covina Education Center was approved; and
that West Garvey Avenue North abutting the West
Covina Education Center be designated as a school
zone with a 25 mph speed limit was denied.
c) The City initiated request for an adult crossing
guard at the marked school crosswalk located on
Vine Avenue at Glenn Alan Avenue resulted in a
recommendation that additional counts be conducted
at the start of school with immediate action to be
taken if the counts justify a crossing guard.
d) The City initiated requests for: installation of
left -turn lanes on Lark Ellen Avenue at Rowland
Avenue; and parking restrictions along the east
side of Lark Ellen Avenue between Pioneer Avenue
and Marbury Street resulted in recommendations that
the request be held over for six months to be
reviewed in January or February 1994 to ascertain
if the number of left -turn accidents is continuing
to increase and that staff make timing changes to
the signal clearance intervals.
e) The requests of Baalah F. Drooks of 1632 South St.
Malo Street, West Covina, CA 91790 and Mr. Jason
Gallardo of 1130 St. Malo Street, West Covina, CA
91790 for installation of left -turn lanes on the
east and westbound approaches of Merced Avenue to
California Avenue; installation of left -turn lanes
on Merced Avenue at St. Malo Street; and
installation of a two-way left -turn lane on Merced
Avenue from California Avenue east to Glendora
Avenue were held over for further review.

City Treasurer's Report for the month of May, 1993.
8) Award of Bids
Award of Bid to Purchase Photo Processor
The City Council will be requested to approve the
purchase of a new photo print processor to replace the
current processor which has been consistently breaking
down. It is recommended that the City Council take the
following actions:
a) Declare the existing Kreonite CPT-16 Photo Print
Processor, Serial No. 14299, City I.D. No. 5547, as
surplus; and
b) Approve the purchase of a new Kreonite Promate II
Photo Print Processor from Imaging Supplies and
Equipment at a cost of $9,996.00, including tax and
trade-in.
9) Miscellaneous
Maintenance Department
a) Park Properties Annual Landscape Contract Renewal
This contract provides for the landscape
maintenance of City parks which include Woodgrove,
Shadow Oak, Gingrich and Friendship Park,
respectively, in addition to landscaping north of
Valley Boulevard at Morganfield Avenue. Azteca
Landscape, the current contractor, has requested
renewal for the fifth and final year of this
contract to include a 5% reduction from the current
annual cost, and to also include mandatory green
waste recycling. It is recommended that the City
Council renew the service contract with Azteca
Landscape, Inc. for the coming twelve month period
at a 5% reduced annual cost of $117,200.00.

b) Lot Line Adjustment No. 108 - San Gabriel Valley
Mosquito Abatement District
San Gabriel Valley Mosquito Abatement District has
request a Lot Line Adjustment for the newly
acquired parcels on Azusa Canyon Road. It is v
recommended that the City Council adopt the
following resolution:

ENGINEERING AND BUILDING REGULATIONS
1) CalTrans' Proposal to Widen the San Bernardino Freeway
Through West Covina for Extension of the Bus Lanes
As part of the Regional Transportation Plan, the
Metropolitan Transportation Authority (MTA) and CalTrans
proposed to extend the existing busway on the San
Bernardino Freeway from E1 Monte to East County Line and
ultimately to Route 15. The portion of the project to be
built in West Covina requires widening of the freeway at
certain locations, modification of interchange geometry,
and extensive modification to existing landscaping. The
project is now in the preliminary design phase with
construction expected to occur beginning in 1997. It is
recommended that the City Council authorize the City
Manager and staff to negotiate revisions to existing
agreements with CalTrans necessary to accommodate the
proposed HOV project and take those actions necessary to
assure adequate public participation and environmental
review of this project.

F) ENVIRONMENTAL SERVICES
1) West Covina Disposal Annual Report
This is the annual report from West Covina Disposal on
the amount of franchise fee paid to the City. It is also
a report on the waste collected and diverted from
landfills and the suggestions from the City for automated
residential waste collection improvements. It is
recommended that the City Council receive and file this
report and direct staff to:
a) Continue working with the Disposal Company to
develop a comprehensive New Customer Notification
Program; and
b) Continue working with the Disposal Company to
implement the current Franchise Agreement
provisions to divert special bulky item pick up
wastes, including, but not limited to, bundled yard
wastes.

The Shuttle Extension Agreement with DAVE Transportation,
Inc. to the Baldwin Park Metrolink Station terminated
June 30, 1993. This Agreement should be extended for one
more year to continue the service from the Civic Center
Park -and -Ride spaces to the Baldwin Park Metrolink
Station until June 30, 1994. It is recommended that the
City Council authorize the Mayor to execute Amendment No.
3 to the West Covina Shuttle Agreement of March 21, 1991
to provide Shuttle service between the City parking
structure and the Baldwin Park Metrolink Station for the
period July 1, 1993 to June 30, 1994.

2) Los Angeles County Dial -A -Ride Agreement
The Westpark Transit Authority provides Dial -A -Ride
service to elderly and handicapped residents of adjacent
Los Angeles County non -incorporated areas. This service
is provided by an Annual Agreement with the County which
ended June 30, 1993. Approval of a new Agreement is
necessary to continue the service to eligible Los Angeles
County Dial -A -Ride users. It is recommended that the
City Council authorize the Mayor to execute the proposed
Amendment to the 1992-93 Westpark Transit Agreement
(66521) with Los Angeles County extending Elderly and
Handicapped Dial -A -Ride service until June 30, 1994.

This report is to inform the City Council of the State's
handling of 9-1-1 funds and to recommend that the City
Council write to the legislature to stop diverting 9-1-1

Governor and our Legislative Representatives to stop the
practice of diverting 9-1-1 funds to the State's General
Fund.

a) Extension of WCCT Agreement
In 1987, the City of West Covina joined with Falcon
Cable Television (now Crown Cable) and Mount San
Antonio College to create a community access
television station. The current agreement expired
on June 30.` Staff proposes to renew the agreement
for an additional year, with certain amendments.
It is recommended that the City Council approve the
Fourth Amendment to the Agreement Between the City
of West Covina, Mount San Antonio College, and
Crown Cable Regarding Community Cable Television
Programming, and authorize the Mayor to execute the
agreement.
