The City .Clerk's Office received a claim for

1992. It is recommended that the claim of Jeanette

The City Clerk's Office received an application for
leave to present a late.claim for lost personal
property amounting to $430.00 on October 14, 1992.

On February 1, 1993, the City Clerk's Office

TUP was issued to Furniture Fund -Raisers on March 4, 1993
for a Furniture fund raiser tent sale to be held at
Eastland Shopping Center on March 12-28, 1993.
6) Award of Bids
a) City Proiect SP-93102 - Bus Stop Pads Improvements
Sixteen Bids were received and opened on Tuesday,
February 23, 1993, for this project which consists
of the construction of concrete bus stop pads
improvements on Sunset Avenue between West Covina
Parkway and Delvale Street. The bids ranged from
$100,549 to $218,640. It is recommended that the
City Council reject all bids for City Project SP-
93102, as submitted in the City Clerk's office on
Tuesday, February 23, 1993 and authorize the City
Engineer to re -advertise and call for new bids.
b) City Proiect PP-93209 -
Sixteen (16) bids were received and opened on
Tuesday, February 23, 1993, for this project which
consists of the construction of picnic shelters and
walkways at Palm View, Del Norte, Shadow Oak,
Friendship , and Gingrich Parks. The bids ranged
from $108,991 to $194,993. It is recommended that
the City Council reject all bids for City Project
PP-93209, as submitted in the City Clerk's office
on Tuesday, February 23, 1993 and authorize the
City Engineer to re -advertise and call for new
bids.
c) On -Going Computer Replacement Program
The Police Department is continuing the computer
hardware replacement program, in which, aging and
outdated computer equipment is replaced with
current production models. It is recommended that
the City Council authorize the Police Department to
continue their computer equipment replacement
program as outlined in the staff report, and award
the bid to Dell Computer Corporation for a total
cost, not to exceed $135,000.

a) Amending the City's Conflict of Interest Code to
Include the Project Area Committee
The Political Reform Act (PRA) requires that
advisory committees to the legislative body adhere
to the Conflict of Interest statutes contained
within the PRA. Therefore, it is necessary to
amend the City's Code to include the recently
formed Project Area Committee. Recommendation is
to direct the City Clerk to amend the City's
Conflict of Interest Code to include the Project
Area Committee on the Appendix of Designated
Positions and assign Disclosure Category No. 1.
Public Works
b) Street Sweeping Contract Renewal - Citywide
This contract provides for the sweeping of streets
with curb and gutter, alleys and medians, city-
wide. The contractor has requested renewal of the
contract for the fourth year at $196,137.28, for no
increase in cost. It is recommended that the City
Council grant renewal of the Community Disposal
Company's contract for the coming twelve month
period.
c) West Covina Landscape Maintenance Districts
#4, 6, and 7
It is proposed that the City Council adopt
resolutions preliminarily approving the Engineer's
Reports for West Covina Landscape Maintenance
Districts 4, 6 and 7 and declare its intention to
levy and collect assessments within the districts
and set a hearing date of May 18, 1993. It is
recommended that the City Council adopt the
following resolutions:

The Public Hearing that is required to be held by
the City Council on the collection method for the
Citywide Sewer Standby and Availability Charges for
the Fiscal Year 1993-94 is proposed for May 18,
1993. The proposed rate is $21.95 per unit per
year as compared to $17.74 per unit for the Fiscal
Year 1992-93. It is recommended that the City
Council adopt the following resolution:

It is proposed that the City Council adopt
resolutions approving the Engineer's Report for
West Covina Citywide Lighting and Maintenance
District No. 1993-1994, declaring its intention to

and setting the public hearing date for May 18,
1993. It is recommended that the City Council

f) Traffic Signal Cabinet Replacement - Annual
Purchase for 1993
Each year one to two traffic signal cabinets are
damaged as a result of traffic accidents. The cost
of replacing these cabinets exceeds the $10,000
limit for competitive bidding. It is recommended
that the City Council approve waiver of competitive
bidding procedures and authorize the purchase of
replacement traffic signal cabinets from IDC
Traconex/Multisonics within a cost range of $10,000
to $20,000 for the year 1993.
g) 1992-93 Transportation Development Act (TDA)
Funding
Pursuant to SB 821, each year the State of
California provides funds for bicycle and
pedestrian facilities. In order to claim these
funds, it is necessary that the City apply for
them. These funds will be needed for this year's
priority sidewalk SP-93106. The 1992-93 TDA
allocation is $33,415. It is recommended that the
City Council adopt the following resolution:

1) TS-93122 - Fuel Efficient Traffic Signal Management
Program - Grant Project
The Fuel Efficient Traffic Signal. Management Program
provides funding to establish timing patterns on major
arterial streets to reduce delays and fuel consumption.
This year's project, which the State has approved, is for
Amar Road and Nogales Street. The total cost of the
project is $8,000. It is recommended that the City
Council take the following actions:
a) Establish Project TS-93122 and appropriate $8,000
from State FETSIM Funds;
b) Find that the aforesaid improvements are
categorically exempt pursuant to Sections 15101 and
15106 of the California Environmental Quality Act;

2) City Project TS-93116 CBD Traffic Signals Monitoring
System - Approval of Plans and Specifications
In August, 1992, City Council approved the subject
project as part of Proposition "C" projects for 1992-93.
The cost of the signal cabinet upgrades for this project
is $169,298.95, including tax. Plans and Specifications
for installation of traffic signal loops have been
completed for twelve locations. It is recommended that
the City Council take the following actions:
a) Approve Plans and Specifications for City Project
TS-93116 and authorize the City Engineer to call
for bids; and
b) Approve waiver of competitive bidding procedures
and authorize the purchase of signal cabinet
upgrades and additional hardware for the signal
master from IDC/Traconex Multisonics in the amount
of $169,298.95, including tax.

The City of West Covina has an opportunity to receive
interns from California Polytechnic University under a
federal work study program, which links students'
financial aid to requirements to work in the public
interest for public agencies. Under this program, the
City would pay 20% of the interns' compensation, while
the University would pay the balance from its financial
aid resources. It is recommended that the City Council
approve an Off -Campus Agreement for the College Work -
Study Program.
