E-3 DATE January 20. 1998 FROM: Redevelopment Agency Staff ®PRINTED ON RECYCLED PAPER SUBJECT: INCLUSION OF ADDITIONAL AREAS INTO THE EXISTING REDEVELOPMENT SURVEY AREA SUMMARY: The City Council shall consider adopting a resolution to include additional areas of the City into the existing redevelopment survey area for study purposes to determine whether a new redevelopment project or adding these areas to the existing project area is feasible. BACKGROUND On August 19, 1997, the City Council adopted Resolution No. 9480, which designated fifteen (15) distinct and non-contiguous areas as a redevelopment survey area. On October 21, 1997 the Agency Board awarded a contract for professional services to Urban Futures to assist Agency staff in the redevelopment plan adoption process. As part of their contract for services, Urban Futures has conducted a field survey of the City to identify any additional areas of the City, which could or should be included in the survey area. Following their field survey on December 17, 1997, Urban Futures' submitted a memorandum to the Agency that identified four additional areas be added to the survey area. These four areas are: Merced & Garvey Ave. South Sunset Avenue & Puente Avenue North Garvey Ave. & Willow Walnut & Francisquito *See Exhibit A attached to Resolution (MSG-2) - Expand Current Sub -Area (SP-16) - Add to Survey Area (NGW-17) - Add to Survey Area (WF-18) - Add to Survey Area Agency staff and Redevelopment sub -committee of the City Council have reviewed these identified areas and concur with the Consultant that these areas should be added to the survey area. Once included, further studies will be conducted to determine the feasibility of adopting a new project area. DISCUSSION The City Council has an opportunity to expand the survey area prior to the Consultant conducting the necessary and detailed studies to determine the feasibility of forming a new redevelopment project area. Inclusion of these additional areas to the survey area will not negatively impact the plan adoption process and the anticipated adoption time schedule. In addition, these areas may also help provide additional tax increment revenues that provide the necessary funding levels to make a new project area economically feasible. CONCLUSION Further studies and economic projections of the survey areas will be conducted, to determine the feasibility and suitability of the survey area and . all of its sub -areas be included in a redevelopment project area.
