DECLARATION OF ENVIRONMENTAL IMPACT FOR AMENDMENT NO.
254: REVISIONS TO CITY COUNCIL RESOLUTION NO. 8648 -
GUIDELINES IMPLEMENTING THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEOA).
In response to the statutory requirements of the Los
Angeles County Congestion Management Program (CMP),
Amendment No. 254 would establish provisions, development
standards and guidelines for a Transportation Demand
Management (TDM) Ordinance and a Land Use Analysis
Program (LUAP). In addition, a minor modification to
City Council Resolution No. 8648 - implementing CEQA -
will include the TDM and LUAP requirement for transit
operator review and input in the Environmental Impact
Review (EIR) process.

The City Clerk's Office received a claim for
personal injuries and property damages exceeding
$25,000 on October 16, 1992. It is recommended
that the claim of Rodney Thompson filed on October
16, 1992 be denied and that the claimant's attorney
be so notified.
c) Theresa Leblanc Nguyen vs City of West Covina
The City Clerk's Office received a claim for
property damages amounting to $752.51 on December
7, 1992. It is recommended that the claim of
Theresa Leblanc Nguyen filed on December 7, 1992 be
denied and that the claimant be so notified.
d) Staley Pitts vs City of West Covina
The City Clerk's Office received a claim for
reimbursement of incurred costs amounting to
$1,566.00 on September 24, 1992. It is recommended
that the claim of Staley Pitts filed on September

5) Acceptance of Improvements and/or Release of Bonds
UUP 228 - Revision #1 - Lloyd Moen Construction
Acceptance of Improvements
Improvements at 311 S. Citrus Street are complete. It is
recommended that the City Council accept improvements and
authorize release of MCA Insurance Company Bond 0010512
in the amount of $76,500.00.
6) Traffic Committee Minutes - Meeting of January 19. 1993
Items approved by the Traffic Committee are effective
upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The City initiated request for Engineering and
Traffic Survey for Cortez Street between Citrus
Street and Grand Avenue resulted in the following
recommendations: (i) That the speed limit on
Cortez street from Citrus Street to the Eastern
City Limit be retained at 35 mph; (ii) That curve
warning signs be installed in advance of the curve
288 feet in length with a 350 foot radius and
beginning 1029 feet west of Barranca Street; and
(iii) That curve warning signs be installed in
advance of the three consecutive 400 foot radius
curves with a double reversal and a total length of
1257 feet and beginning 1064 feet east of Barranca
Street.
b) The request of Ms. Gayle Cruz for installation of
warning reflectors on Nora Avenue at Rowland Avenue
resulted in a recommendation that a "Double Head
Arrow" warning sign (W-56) be installed on Nora
Avenue at Rowland Avenue.
c) The request of Mr. Tim Valles for a 2 hour parking
limitation on Garvey Avenue South abutting the
Nissan automobile dealership east of Azusa Avenue
resulted in a recommendation that a 2 hour parking
limitation be installed along the north and south
sides of Garvey Avenue abutting the Nissan
dealership.
d) The City initiated requests for installation of
left -turn lanes on the north and southbound
approaches of Lark Ellen Avenue to Workman Avenue
and for parking prohibition along the east side of
Lark Ellen Avenue between Idahome Street and
Verness Street were approved.
e) The request of Mr. Charles Hutchison for parking
restriction for street sweeping purposes on Siesta
Avenue from Ituni Street to 660 feet south west was
approved.
f) The requests of Ms. Phyllis McDonald and Mr. Jack
Wong for reinstallation of existing left -turn
pockets on the north and southbound approaches of
Valinda Avenue to Merced Avenue at the centerline
of Valinda Avenue resulted in the following
recommendations: (i) That parking be prohibited

f) along the east side of Valinda Avenue from 155 feet
north of Merced Avenue to 245 feet south of Merced
Avenue; (ii) That parking be prohibited along the
west side of Valinda Avenue from 135 feet north of
Merced Avenue to 245 feet south of Merced Avenue;
(iii) That the left -turn lanes be installed on the
north and southbound approaches of Valinda Avenue
to Merced Avenue according to the attached Plan
"C"; and (iv) That parking Ts be installed along
the east side of Valinda Avenue from 135 feet north
of Merced Avenue North to Merlinda Street and on
Merlinda Street from Valinda Avenue East to Emily
Drive.
g) The City initiated request for installation of
left -turn lanes on the east and westbound
approaches of La Puente Road to Sentous Avenue was
held over for further study.
h) The City initiated request for removal of the
marked crosswalk located on the south leg of the
intersection of Glendora Avenue and Walnut Creek
Parkway was held over for further study.
i) The request of Baalah F. Drooks for installation of
left -turn lanes on the east and westbound
approaches of Merced Avenue to California Avenue
was held over for further study.
7) City Treasurer's Report (Receive and file)
City Treasurer's Report for the month of December, 1992.
8) Award of Bids
Lease/Purchase of Fire Truck
The Fire Department has a fire engine in need of
replacement. We are requesting authorization to
lease/purchase a replacement unit. It is recommended
that the City Council:
a) Find that the use of the City of San Bernardino's
Bid Number F92-017 from the O'Neal Seagrave Company
eliminates the need of a formal bid process; and
b) Adopt the following resolution and authorize staff
to negotiate and execute the Lease/Purchase
Agreement:

a) Parking Restrictions for Street Sweeping Purposes
The Traffic Committee has recommended that parking
be restricted for street sweeping purposes on a
segment of Siesta Avenue. In accordance with the
provisions of the California Vehicle Code, the City
implements this type of parking restriction by a
Council Resolution. It is recommended that the
City Council adopt the following resolution:

Waste Management and Environmental Quality Commission
Duties
This is an ordinance implementing the City Council's
approved changes to the duties of the Waste Management
and Environmental Quality Commission. It is recommended
that the City Council enact the approved changes in
duties by introducing the following ordinance:

COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL

1) Shuttle Agreement Amendment
The extension of Shuttle service to the Baldwin Park
Metrolink station from the West Covina Civic Center park
and ride site requires an amendment to the current
shuttle contract with DAVE Transportation Services, Inc.
It is recommended that the City Council approve Amendment
No. 2 to the West Covina Shuttle Agreement with DAVE
Transportation Services, Inc.

1) Annual Report - 1992
Each year the Chief of Police reports to the City Manager
and City Council on crime data and police related
activity. This report reflects that during the 1992
calendar year, the total number of major crimes (Part I
Offenses) decreased 2.8% over 1991. This was mainly due
to a sharp decrease in property related crimes as crimes
against persons increased by 16.4%. For the first time
in several years, the response time to emergency calls
moved over the 5 minute mark to 5.3 minutes per response.
It is recommended that the City Council receive and file
this report.
