It is recommended that the City Council authorize release. 4) Traffic Committee Minutes - Meetina of December 15. 1992 Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) The request of Mr. Frank Dong, Mr. Flynn, and Mr. Mike Newman for installation of a multi -way Stop at the intersections of Cortez Street with Charvers Avenue, Campana Flores Drive/Forestdale Avenue, and Campana Flores Drive, resulted in the following recommendation: That Stop signs be installed on Cortez Street at the intersection .of Forestdale Avenue/Campana Flores Drive, and that the request for multi -way Stop signs at the intersections of Cortez Street with Charvers Avenue and Campana Flores Drive be denied. b) The City initiated request for approval of the plans for additional regulatory and directional signs at and about the Civic Center parking structure was approved. c) The City initiated request for installation of left -turn lanes on the east and westbound approaches of La Puente Road to Sentous Avenue was held over for further study. d) The request of Ms. Donna Rhone for installation of an east/west left -turn phase at the intersection of Francisquito Avenue with Sunset Avenue was denied. agnda0l105193 2 City Council Agenda January 5, 1993 C) CONSENT CALENDAR (Continued) . 5) Ordinance(s) for Adoption (Waive reading and adopt) At the December 15, 1992 City Council meeting an ordinance was introduced which would amend the West Covina Municipal Code Chapter 26 (Zoning) affecting three articles of the code: Multiple -Family Zones, Nonresidential Standards, and Overlay Zones. The proposed amendment also includes the creation of a new article entitled Supplemental Planning Requirements. It is recommended that the City Council adopt the following ordinance: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26 (ZONING), AS IT RELATES TO WATER EFFICIENT LANDSCAPING. (AMENDMENT NO. 252) 6) Award of Bids Purchase of Police Motorcycles Three Police motorcycles, used for patrol and traffic enforcement, are aging and in need of replacement. It is recommended that the City Council: a) Find that the use of the City of Chino's bid from Covina Kawasaki, request number 40269, eliminates the need of a formal bid process. b) Authorize funds, not to exceed $25,000 for the purchase and preparation of three (3) 1993 Kawasaki KZ1000 police equipped motorcycles. 7) Miscellaneous a) Personnel Department Salary Resolution This report transmits to the City Council a resolution for the second year salary changes as agreed upon between the City and the West Covina City General Employees' Association in a Memorandum of Understanding covering calendar years 1992 and 1993. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE, ITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 8770, THE CITY'S SALARY RANGE STRUCTURE FOR EMPLOYEES IN THE WEST COVINA GENERAL EMPLOYEES' ASSOCIATION AS AMENDED; AND RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED; AND FIXING COMPENSATION AND BENEFITS FOR PERSONNEL AND CLASSES REPRESENTED BY THE WEST COVINA GENERAL EMPLOYEES' ASSOCIATION. agnda01105193 City Council Agenda January 5, 1993 C) CONSENT CALENDAR (Continued) D) ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 7: Motion by 2nd by to waive further reading of the ordinances)/resolution(s) and to introduce and adopt, as applicable; and to approve all items listed, except ROLL CALL: END OF CONSENT CALENDAR PUBLIC WORKS SERVICES 1) City Project PP-93102 - Approve Plans and Specifications Bus Stop Pads Improvements Specifications This project consists of removal of distressed asphaltic pavement in the area of bus stops and replacement of concrete pavement along Sunset Avenue between West Covina Parkway and Delvale Street. A total of seventeen (17) bus stop pads will be installed at the estimated total project cost of $175,000. It is recommended that the City Council approve the plans and specifications for City Project SP-93102, and authorize the City Engineer to call for bids. It is recommended that the City Council approve Amendment No. 2 to the Agreement between the City of West Covina and Arakelian Enterprises, Inc. DBA West Covina Disposal for the Collection of Solid Waste, Recyclables, Yard Wastes and Other Compostibles.
