Acknowledge completion of public works improvements
and authorize release of Pacific States Casualty
Co. Bond No. 4897 in the amount of $195,000.00,
subject to Notice of Completion procedure. It is
recommended that the City Council authorize
release.
Traffic Committee Minutes - November 17, 1992
Items approved by the Traffic Committee are effective

Resolution is needed for the action to be implemented.

(Continued)
c) The request of Mrs. Arsenia Capili for parking
restrictions for street sweeping purposes on Lang
Avenue from Workman Avenue to Harbert Street, and
on Harbert Street from Lang Avenue to Conlon Avenue
resulted in a recommendation that parking be
restricted for street sweeping purposes along the
following street segments:
West side of Lang Avenue from 50 feet North of
Harbert Street to Workman Avenue;
East side of Lang Avenue from Harbert Street North
to Workman Avenue;
North side of Harbert Street from Lang Avenue to
Conlon Avenue; and South side of Harbert Street
from Lang Avenue to 480 feet easterly.
8) Ordinance(s) for Adoption (Waive reading and adopt)
At the November 17, 1992 City Council meeting an
ordinance was introduced which would amend the West
Covina Municipal Code Section 22-132 relating to Garvey
Avenue Speed Zones. It is recommended that the City
Council adopt the following ordinance:
ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-
132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO
DECREASES OF STATE LAW MAXIMUM SPEEDS.

Biennial Review of City's Conflict of Interest Code
The Government Code requires the City Council to
review the City's Conflict of Interest Code and
make amendments, if necessary. It is recommended
that the City Council approve the City's amended
Conflict of Interest Code, as prepared by the City
Clerk.

Painted Curb Address Policy
Due to funding considerations, contracting for
address painting is not feasible. This policy is
designed to maintain the standards for painting and
allow non-profit organizations in the City to paint
curb addresses. It is recommended that the City
Council approve the Painted Curb Address Policy.

1) Shuttle Service to the Metrolink Station in Baldwin Park
The Human Services Department is requesting permission to
amend the contract with DAVE Transportation Services,
Inc. to expand the West Covina Shuttle Service. This
expands service to the Metrolink Station in Baldwin Park,
for West Covina residents. It is recommended that the
City Council take the following actions:
a) Amend the contract with DAVE Transportation
Services, Inc. to reflect the added service; and
b) Authorize the additional appropriation of $19,000
to the West Covina Shuttle program.

a) Nomination for the Board of the San Gabriel Basin
Water Ouality Authority
This report outlines the formation of the San
Gabriel Basin Water Quality Authority and
recommends that a Councilmember be nominated to
fill the seat on the five -member board that is
designated for cities without water rights. It is
recommended that the City Council:
i) Nominate Councilmember McFadden to represent
cities without water rights for the upcoming
election to the San Gabriel Basin Water
Quality Authority Board; and .
ii) Adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, NOMINATING COUNCILMEMBER BRADLEY
J. McFADDEN AS A CANDIDATE TO FILL THE BOARD

b) Contract with the Law Firm of Burke. Williams and
Sorensen (Colin Lennard) for Legal Services
Mr. Colin Lennard, special counsel to the City
since September of 1990, on environmental matters,
recently left the law firm of Morrison and Foerster
to join the firm of Burke, Williams and Sorensen.
The City Manager is recommending that the City
Council approve a contract with Burke, Williams and
Sorensen to continue Mr. Lennard's serving as
special counsel. It is recommended that the City
Council, by motion, authorize the Mayor to execute
the contract for legal services with the firm of
Burke, Williams and Sorensen as outlined in the
staff report.
