It is recommended that the City Council authorize release. 6) Award of Bids a) Three (3) bids were received and opened on Wednesday, November 4, 1992 for the Project TS92107, which provides for the installation of left -turn phasing at Amar and Nogales and Amar Shopping Center Driveways. The lowest responsible bid is $39,084.00 from C.T. & F. of Bell Gardens, Ca. Total funds available for this project is $50,000. It is recommended that the City Council take the following actions: i) Allocate $3,000 for Engineering Allocate $7,916 for Contingencies iii) Accept the bid of C.T.&F. of Bell Gardens, Ca. in the amount of $39,084.00 as submitted at the bid opening on Wednesday, November 4, 1992, and authorize the Mayor and City Clerk to execute an agreement with said C.T.&F. for the work to be done. agn&ttinigz 3 0 City Council Agenda November 17, 1992 C) CONSENT CALENDAR (Continued) 6) Award of Bids (Continued) 7) b) Extension of Radio Maintenance Agreement c) Bid 93-2 solicited quotes from qualified vendors to maintain the City's two-way radio equipment. Quotes were received from two vendors and it is proposed to award the bid to the lowest bidder, Motorola Communications and Electronics, Incorporated, Van Nuys, California. It is recommended that the City Council award Bid #93-2 for the City's Radio Maintenance Agreement to Motorola Communications and Electronics, Incorporated, Van Nuys, California, for a period of two years commencing January 1, 1993, at a current fixed cost of $3,045.00 per month, and authorize staff to issue a purchase order for such award. The Police Department requests City Council approval for the purchase of three (3) unmarked Special Enforcement Team (S.E.T.) vehicles from Asset Seizure Funds. It is recommended that the City Council take the following actions: i) Find that the State Bid is at least as stringent as that used by the City. The State Bid No. 1-92-23-14 therefore satisfies the formal bid process per West Covina Municipal Code Section 2-333, and justifies waiving the formal bid process and purchase of a 1992 Ford Mustang ($10,948.80 plus tax and fees) and allow Ed Butts Ford to match the State Bid; ii) Allow the Chief of Police to purchase one unmarked vehicle from Ed Butts Ford for $13,000 plus tax and fees; iii) Allow the Chief of Police to purchase one unmarked vehicle from Enterprise Car Sales at a unit price not to exceed $11,496.00 plus tax and fees. Miscellaneous a) Maintenance District No. 6 Annual Landscape Contract Renewal This contract provides for the maintenance of landscaping, hardscaping and sprinkler systems, primarily in Maintenance District No. 6, located south of Cameron Avenue between Citrus Street and Grand Avenue. It is recommended that the City Council renew the service contract with Azteca Landscape for the coming twelve month period at the current annual cost of $66,936.48. agna11117192 4 f City Council Agenda November 17, 1992 C) CONSENT CALENDAR (Continued) 7) Miscellaneous (Continued) b) Ordinance Introduction: Garvey Avenue Speed Zone c) In order to implement the speed zones that the City Council approved as part of the Traffic Committee Minutes, on November 3, 1992 for Garvey Avenue North and Garvey Avenue South, it is necessary that the Municipal Code be amended. It is recommended that the City Council introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS. The Merchants Building Maintenance Company of Monterey Park is requesting permission to consume beer and wine at their Christmas party at the Shadow Oak Center. It is recommended that the City Council adopt the following Resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA APPROVING THE CONSUMPTION OF BEER AND WINE BY THE EMPLOYEES AND GUESTS OF THE MERCHANTS BUILDING MAINTENANCE COMPANY ON DECEMBER 5, 1992 AT THE SHADOW OAK CENTER. ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 7: Motion by 2nd by to waive further reading of the ordinance (s)/resolution(s) and to introduce and adopt, as applicable; and to approve all items listed, except ROLL CALL: END OF CONSENT CALENDAR aanmiinngt 5 City Council Agenda November 17, 1992 D) PUBLIC WORKS SERVICES 1) City Project PP-93209 & PP-93201 - Picnic Shelters in City Parks and Walkways in Gingrich Park 2) agnda11/77/92 Plans and Specifications have been completed for City Project PP-93209 and PP-93201, which provides for the construction of picnic shelters in Palm View Park, Del Norte Park, Shadow Oak Park, Friendship Park and Gingrich Park, and walkways in Gingrich Park. The estimated cost of the project is $185,000.00. It is recommended that the City Council approve the plans and specifications for City Project PP-93209 and PP-93201, and authorize the City Engineer to call for bids. Motion by 2nd by to approve disapprove hold over is Transportation Funding for Fiscal Year 1992-93 has become available from the Proposition "C", County Sales Tax Program. During this first year, the Los Angeles County Transportation Commission (LACTC) I allows submittal of the regular Prop "C" projects at any time. The total amount of funding available for, Fiscal Year 1992-93 under the formula portions of the program is $1.6 million for Prop "C". Projects totaling $1,225,000 have already been approved. This submittal will request approval for the use of an additional $285,000 to fund eligible projects. It is recommended that the. City Council take the following actions: a) Approve the project submittals for the following: i) Bikeway Maintenance - $30,000.00 ii) Metrolink Shuttle - $35,000.00 iii) Revised Vincent Avenue Street Reconstruction Project - $200,000 new funding, $665,000 total cost. iv) Pavement Management Systems Update - $20,000 Motion by 2nd by to approve disapprove hold over b) Adopt the following Resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE PROJECT DESCRIPTIONS FOR PROJECTS TO BE FUNDED UNDER PROPOSITION "C" FOR FISCAL YEAR 1992-93. Landfill in December, 1991. Previous reports on clear water flow and sediment transport have been reviewed by the City Council. This report, prepared by Hunsaker and Associates, Inc., integrates the findings from the previous studies in a final report. It is recommended that the City Council receive and file this report. F) ENVIRONMENTAL SERVICES 1) West Covina Disposal Insurance The West covina Disposal Franchise Agreement specifies their insurance company have a rating classification of A or better. A request has been made to amend the Franchise Agreement to specify A- or better. It is recommended that the City Council approve Amendment No. 2 to the Agreement between the City of West Covina and Arakelian Enterprises, Inc. DBA West Covina Disposal for the collection of Solid Waste, Recyclables, Yard Wastes and other Compostibles.
