It is recommended that the claim of Dolores Witt, filed on September 28, 1992, be denied and that the claimant be so notified. b) Yolanda Novarro vs City of West Covina The City Clerk's Office received a claim for property damage amounting to $4,022.00 on July 9, 1992. It is recommended that the claim of Yolanda Novarro, filed on July 9, 1992, be denied and that the claimant be so notified. 4) Approval of Final Maps (Adopt Resolution) a) Parcel Map 22771 - Glenfed Construction Revisions to the grading plan for Tract No. 44564 required a reconfiguration of the parcels on Madero Court and relocation of the cul-de-sac. A Parcel Map is needed to make these changes. Traffic Committee Minutes (Accept and File) Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) The request of Mr. Rocio Lopez for review .of conditions on Rowland Avenue 300 feet west of Azusa Avenue resulted in a recommendation that parking prohibition along the south side of Rowland Avenue west of the drive approach located 300 feet west of Azusa Avenue be extended 40 feet. b) The City initiated request for an Engineering and Traffic Survey for Garvey Avenue South resulted in the following recommendations: (i) That the speed limit on Garvey Avenue South be retained as shown between the following limits: West Covina Parkway - Sunset Place - 40 mph, Vincent Avenue -Lark Ellen - 35 mph, Lark Ellen -Azusa - 40 mph, Hollenbeck- Citrus - 35 mph, Citrus-Barranca - 35 mph, Barranca-Holt - 35 mph; (ii) That the speed limit on certain connecting segments of Garvey Avenue South be retained as follows: Calvados (Garvey South - Norma) - 35 mph, Norma (Calvados - Citrus) - 35 mph; Cherrywood Street (Garvey Avenue South to Garvey Avenue South) - 35 mph; and (iii) That speed limits be established as follows:. The lowest responsible bid is $43,195.50 from California Landscape and Design of Upland, California. It is recommended that the City Council take the following actions: i) Appropriate $15,000 from Maintenance District #6 Contingency Funds to Project MP-92116 (186- 320-3216-7900); and ii) Accept the bid of California Landscape and Design of Upland in the amount of $43,195.50 as submitted at the bid opening of Monday, October 19, 1992, and authorize the Mayor and City Clerk to execute an agreement with said California Landscape and Design for the work to be done. aaamu103192 5 City Council Agenda November 3, 1992 C) CONSENT CALENDAR (Continued) 8) Award of Bids (Continued) b) City Project PP-92209 - Peppertree Circle and Brooktree Circle - Drainage Correction Four (4) bids were received and opened on Monday, October 19, 1992, for this project which consists of the construction of a drainage system in the open space area east of Peppertree Circle and Brooktree Circle in Maintenance District No. 2. The lowest responsible bid is $31,350.00 from Atlas Allied, Inc. of Anaheim, California. It is recommended that the City Council take the following actions: i) Appropriate $42,000 from Maintenance District No. 2 Contingency Funds to Project PP-92209 (182-320-3229-7900); and ii) Accept the bid of Atlas Allied, Inc. of Anaheim in the amount of $31,350 as submitted at the bid opening of Monday, October 19, 1992, and authorize the Mayor and City Clerk to execute an agreement with said Atlas Allied, Inc. of Anaheim for the work to be done. c) City Project SP-93103 - Curb and Gutter Repair Eleven (11) bids were received and opened on Monday, October 26, 1992 for this project which provides for the repair of damaged curb, gutter, driveways and cross gutter. The lowest responsible bid is $35,274.82 from Ranco Corporation of the City of Brea. It is recommended that the City Council take the following actions: i) Authorize the use of budgeted funds in the amount of $8,800.00 for additional repair of damaged curb, gutter and driveway aprons; and ii) Accept the bid of Ranco Corporation of the City of Brea, in the amount of $35,274.82, as submitted at the bid opening of Monday, October 26, 1992, and authorize the Mayor and City Clerk to execute an agreement and a change order for extra work with said Ranco Corporation of the City of Brea for the work to be done. agn&11103192 6 0 0 City Council Agenda November 3, 1992 C) CONSENT CALENDAR (Continued) 8) Award of Bids (Continued) d) City Project SP-93115 - Street Rehabilitation Phase i Three (3) bids were received and opened on Monday, October 26, 1992 for this project which provides for crack sealing work in various streets Citywide. The lowest responsible bid is $39,450.00 from Rubberized Crackfiller Sealant, Inc. of San Juan Capistrano. It is recommended that the City Council take the following actions: i) Transfer $52,000.00 from City Project SP-93101 (126-320-3301-7200) to City Project SP-93115 (126-320-3349-7200); and ii) Accept the bid of Rubberized Crackfiller Sealant, Inc. of San Juan Capistrano, in the amount of $39,450.00, as submitted at the bid opening of Monday, October 26, 1992, and authorize the Mayor and City Clerk to execute an agreement with said Rubberized Crackfiller Sealant, Inc. of San Juan Capistrano for the work to be done. 9) Miscellaneous a) Destruction of Certain Documents as Prescribed by The City Clerk's Office has several boxes of materials which are no longer needed or have been placed on microfilm. In accordance with provisions of state law, these materials may now be destroyed. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN DOCUMENTS AS PRESCRIBED BY LAW. b) Request for Permission to Sell Beer and Wine at the Senior Citizens' Center The West Covina Senior Citizens' Association is requesting permission to sell and consume beer and wine at their Christmas Dinner/Dance at the Senior Citizens' Center. Motion by 2nd by to G) COMMUNITY DEVELOPMENT SERVICES 1) Planning Department Downtown Streetscane Plan Presentation In February, 1992, the City Council and Redevelopment Agency Board commissioned a planning effort to create a streetscape for the Central Business District (CBD). The City Council shall review the proposed downtown streetscape plan as presented by Urban Design Studio. It is recommended that the City Council receive and file the information presented, and direct staff to schedule a public workshop with the property owners and business within the area. No items scheduled for this meeting.- a;Mall/03/92 9 City Council Agenda November 3, 1992 R) - GENERAL ADMINISTRATION 1) Citv`Attorney Potential closed session for litigation matters pursuant to Government Code Section 54956.9(b) et. seq. or personnel matters. 2) City Manager San Gabriel valley Transportation Coalition City Participation for Fiscal Year 1992-93 In October, 1991, the cities within the San Gabriel Valley (30 in total) and the Los Angeles County agreed to form the San Gabriel Valley Transportation, Coalition. The broad purpose of the Coalition is to present a unified voice in representing the San Gabriel Valley in matters affecting the development and operation of public transportation systems in Southern California. The Coalition has adopted a work program and budget for its activities for 1992-93, and it is recommended that the City. Council approve funding from Proposition "A" revenues in the amount of $3,363 for West Covina's continued involvement in the Transportation Coalition. It is recommended that the City Council approve West Covina's continued involvement in the San Gabriel Valley Transportation Coalition and payment of the 1992-93 assessment by adoption of.the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, FOR CONTINUED INVOLVEMENT IN THE SAN GABRIEL VALLEY TRANSPORTATION COALITION AND PAYMENT OF THE 1992-93 ASSESSMENT.
