The West Covina Rotary Club is requesting
permission to sell and consume beer and wine at
their fund raising event at the Senior Citizens'
Center. It is recommended that the City Council
adopt the following Resolution:

SALE AND CONSUMPTION OF BEER AND WINE BY THE WEST

i) Maintenance of Medians and Freeway Rights -Of -
Way Annual Contract Renewal Creative
Landscaping, Inc.
ii)
This contract provides for the maintenance of
landscaping, hardscaping and sprinkler systems
of City medians and freeway rights -of -way.
Creative Landscaping, Inc. is requesting a
renewal for the fifth year of a five-year
contract. Services and cost will remain at
current level. It is recommended that the
City Council renew the service contract with
Creative Landscaping, Inc. for the coming
twelve-month period at the current annual
cost.
This contract provides for the landscape
maintenance of all City maintained landscape,
hardscape and sprinkler systems in Woodside
Village Districts 1 and 2. Mariposa
Horticultural Enterprises, Inc. is requesting
a renewal for the fifth year of a five-year
contract. Services and cost will remain at
current levels. It is recommended that the
City Council renew the service contract with
Mariposa Horticultural Enterprises, Inc. for
the coming twelve-month period at the current
annual cost.
iii) Approval of Sole Source Award for Repair of
Municipal Pool - National Leak Detection
The leaks in the municipal pool are causing
excessive chemical and maintenance
requirements. There is only one known company
which has the expertise to make the repairs we
deem appropriate. Staff requests that the
City Council authorize the waiving of
competitive bidding procedures and accept the
bid from a sole -source vendor. it is
recommended that the City Council take the
following actions:
Find that it is impractical and
uneconomic to conform with the bidding
requirements of the formal contract
procedure of Section 2-333 of the
Municipal Code due to the lack of
availability of more than one vendor
qualified to perform the needed services.
** Accept the proposal of National Leak
Detection in the amount of $12,000 for
the work to be done.

iv) City Project TS-91126 - Confirmation of
Project Funding
The City Council authorized an application for
Aid to Cities (ATC) funding for the Amar Road
traffic signal interconnection. The County
has approved the funding and the City Council
needs to formally appropriate the funds for
the project. It is recommended that the City
Council appropriate $119,077 in ATC funds for
Project TS-91126.
v) City Project PP-93223 - Confirmation of
Project Funding
The City Council authorized appropriations for
the acquisition of the added property at
Cortez Park. However, some of the designated
account numbers need to be revised. It is
recommended that the City Council revise the
fund identification in Action Item No. II of
the September 22, 1992 Council Report in
reference to Cortez Park to read: "Authorize
the transfer of $120,000 from unappropriated
Capital Improvement Funds to City Project PP-
93223 (160-320-3341-7700), $25,000 from City
Project PP-93113 (188-320-3313-7200) to City
Project PP=93223 (188-320-3341-7700), and
$10,000 from City Project PP-93219 (188-320-
3331-7700) to City Project PP-93223 (188-320-
3341-7700)."

Quarterly Construction Activity Report
Third Ouarter, 1992
This report is to provide the City Council with a
summary of major construction activity in the City
for the quarter ending September 30, 1992, as
reflected by the Building permits issued. It is
recommended that the City Council receive and file
this report.

1) Establishment of Proposition "C" Funded Projects
Based upon previous approval by City Council for
submittal of Prop "C" funded projects, the Los Angeles
County Transportation Commission has approved several of
our requests. It is necessary to now establish these
projects and budget the funds for them. It is
recommended that the City Council approve the
establishment of the following projects and approve the
budgeting of Prop "C" funds for those projects, as
follows:

1) Planning Department
Vietnamese Pot -Bellied Pigs
On May 19, 1992, the City Council directed the Planning
Department and Planning Commission to study and
investigate the possibility of amending the Municipal
Code to allow Vietnamese Pot -Bellied Pigs. On September
22, 1992, the Planning Commission voted to recommend to
the City Council that the current prohibition on pigs and
swine be maintained. It is recommended that the City
Council:
Receive and file this report, thereby upholding the
recommendation of the Planning Commission to continue the
current prohibition of all hogs, pigs and swine;
or
Refer this matter back to the Planning Commission for
study and preparation of a zoning code amendment to allow
for the keeping of pot-bellied pigs in single-family
residential zones.

2) Building and Safety Department
Schedule for Development of Proposed New Fire Station
No. 2 at Cortez Park
With the amendment to the Cortez Park Specific Plan to
allow for the construction of an 8,000± square foot Fire
Station now approved, the next step is the development of
a schedule to complete the project. The major scheduling
steps in the process are, the selection of the architect,
the preparation of plans and specifications, the
selection of the contractor and finally the construction
of the project itself. This report is informational and
requires no formal action, therefore staff recommends
this report be received and filed.

1) Maverick Field Proposal
The Human Services Commission has reviewed the proposal
from the Maverick Development Group to develop the
Maverick ball field and is recommending a number of
considerations and comments to the City Council. Staff
will provide an oral update on this proposal. It is

report.
