Recent changes require an Amendment to that Plan to include Water Shortage Contingencies. Cameron Avenue It is recommended that the City Council accept relocation and placement of Historical House at Cameron Parksite location and authorize release of Chino Valley Banks Irrevocable Letter of Credit NR 4042 in the amount of $40,000.00 subject to Notice of Completion procedure. Award of Bids a) City Project SS-92110 - Cameron Avenue Sewer Extension Thirteen (13) bids were received and opened on Wednesday, September 2, 1992, for this project which consists of constructing an 8 inch diameter sewerline with appurtenances. The lowest responsible bid is $73,060.00 from M. Grbavac Construction of Arcadia. It is recommended that the City Council take the following actions: i) Appropriate $26,000 District "F" funds 320-3210-7300). from unappropriated Park to Project SS-92110 (162- ii) Accept the bid of M. Grbavac Construction of Arcadia in the amount of $73,060.00 as submitted at the bid opening on Wednesday, September 2, 1992, and authorize the Mayor and City Clerk to execute the agreement with M. Grbavac Construction for the work to be done. agn&9/15/92 5 City Council Agenda September 15, 1992 C) CONSENT CALENDAR (Continued) 6) Award of Bids (Continued) b) The bids for City Project No. PP-92207, Cortez Park Security Lighting, Phase II, were opened on Wednesday, September 2, 1992, at 10:00 a.m. in the Office of the City Clerk. This project provides for the replacement of ten deteriorated walkway security lights within the southern portion of Cortez Park. There were three bids submitted, with the lowest responsible bid from National Electrical Contractors, Inc., of Tarzana, in the amount of $16,883.00. It is recommended that the City Council accept the bid of National Electrical Contractors, Inc. of Tarzana, in the amount of $16,883.00, and authorize the Mayor and City Clerk to execute a contract with National Electrical Contractors, Inc. of Tarzana for the work to be done. C) GP-92302 - On September 3, 1992, a single bid was received and opened by the City Clerk to remove and replace the existing leaking roof on the 8200 square foot Maintenance Building at the City Yard. The bid amount was $27,800 by Sexton Roofing of Glendora. It is recommended that the City Council take the following actions: i) Transfer $5,000.00 from 110- 320-2333-6310 to GP-92302. ii) Accept bid of Sexton Roofing Company in the amount of $27,800.00, plus $2,200.00 in contingencies, and authorize the Mayor and City Clerk to execute an agreement with Sexton Roofing Company for the work to be done. 7) Miscellaneous a) Personnel Services Official recognition by the City Manager and the City Council of two employee organizations, West Covina Firefighters' Association, IAFF, Local 3226 and West Covina Police Officers' Association is necessary for the purpose of official representation during contract negotiations. It is the recommendation of the Personnel Commission that the City Manager and City Council grant formal recognition to the West Covina Firefighters' Association, IAFF, Local 3226 as majority representative of non -management public safety fire employees and the West Covina Police Officers' Association, as the majority representative of non- management public safety police employees. The total estimated project cost is $75,000.00. To cover the costs of the initial acquisition and the payments which will be due during fiscal year 1992-93, staff is recommending the appropriation, and transfer of funds totaling $256,000. HUMAN SERVICES 1) County of Los Angeles 1992-93 Dial -A -Ride Service Agreement On June 25, 1990 the City Council approved a three year agreement to continue Dial -A -Ride service for elderly and handicapped residents of Baldwin Park and West Covina. County residents are served through an annual service agreement which requires City Council approval from both cities. It is recommended that the City Council authorize the Mayor to execute the 1992-93 Westpark Transit Dial -A -Ride service agreement with Los Angeles County. Staff has prepared a report assessing the preliminary impacts of the loss of approximately $1.3 million to the City's General Fund and Redevelopment Agency. The report provides several alternatives and recommends a course of action to address the impacts of the State reduction in light of longer range fiscal planning. It is recommended that the City Council approve the Amendment to Agreement Between the City of West Covina, Mount San Antonio College, and Cencom Cable Television Regarding Community Access Cable Television Programming.
