It is recommended that the City Council accept street improvements and authorize release of Old American Insurance Company, Inc. Bond No. 290515 in the amount of $291,758.58, subject to Notice of Completion procedure. 8) Traffic Committee Minutes No items scheduled for this meeting. 9) Ordinances for Adoption No items scheduled for this meeting. 10) City Treasurer's Report No items scheduled for this meeting. 11) Award of Bids City Project SP-92102 - Street Rehabilitation Project Phase III Six (6) bids were received and opened on Tuesday, August 6, 1992, for this project which consists of two alternates: Alternate "A" provides precoated chip seal with aggregate slurry seal, and Alternate "B" provides asphaltic overlay. The lowest responsible bid is $178,945 (Alternate"B"), from Silvia Construction, Inc. of Upland. It is recommended that the City Council take the following actions: a) Transfer $68,000 (125-320-3301-7200) from City Project SP-93101 to City Project SP-92102 (125-320- 3202-7200) b) Accept the Alternate "B" bid of Silvia Construction, Inc. of Upland in the amount of $178,945 as submitted at the bid opening on Thursday, August 6, 1992, and authorize the Mayor and City Clerk to execute the agreement with Silvia Construction, Inc. for the work to be done. 12) Miscellaneous a) Avenue, West Covina The Council will consider an amendment to the recently renewed lease with Los Angeles County for a branch of the Edgewood Library. It is recommended that the City Council authorize the use of tables and chairs on Saturday, August 29, 1992 for the pancake breakfast hosted by the West Covina Junior All -American Football League. c) Rental Revenue from Recreation Buildings d) Staff has prepared a report on the revenue generated from the rental of recreation buildings for fiscal year 1991-92. It is recommended that the City Council receive and file the Facility Rental Report. Commander This report recommends approval of a new classification specification for Community Development Administrator in conjunction with the City Manager's proposed reorganization and the revision of the classification specification for Police Commander. The Personnel Commission has reviewed the proposed specifications and recommends that the City Council approve the classification specifications for Community Development Administrator and Police Commander and authorize the addition of the Community Development Administrator to the Authorized Position List. Therefore, it is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION ,NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED AND AMENDING RESOLUTION NO. 8610 RELATING TO MANAGEMENT SALARIES, AND APPROVING THE NEW CLASSIFICATION FOR COMMUNITY DEVELOPMENT ADMINISTRATOR AND REVISING THE CLASSIFICATION FOR POLICE COMMANDER. agnda8/18/92 5 0 City Council Meeting August 18, 1992 C) CONSENT CALENDAR (Continued) 12) Miscellaneous (Continued) e) Engineering Science, Inc. has provided engineering services for the reclaimed water project to the City for the preparation of an application for a low interest loan from the Water Reclamation Loan Fund. Council has authorized an additional application to the State Revolving Fund Loan Program as a secondary project financing source. Further assistance is needed in preparing this additional application. To provide these services an amendment to the existing contract is necessary. The total cost for additional services is $39,370.00. It is recommended that the City Council take the.following actions:, a) Accept the proposal of Engineering Science, Inc. for additional work and authorize the Mayor and City Clerk to execute an Amendment to the existing contract in an amount not to exceed $39,370 with Engineering Science, Inc. b) Appropriate $43,370 to WP-90131 Reclaimed Water Project (Account 340-320-3034-7600) from the Water Reserve Fund. ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 12: Motion by 2nd by to waive further reading of the ordinance (s) /resolution (s) and to introduce and adopt, as applicable; and to approve all items listed, except ROLL CALL: END OF CONSENT CALENDAR agnda8/18/92 City Council Meeting August 18, 1992 D) PUBLIC WORKS SERVICES 1) City Project SD-93109 - Amar Road Drainage Improvements - Approval of Plans and Specifications Plans and specifications have been completed for City Project SD-93109 which provides for the modification of drainage facilities by constructing two catch basins and a 30-inch reinforced concrete connector pipe. The estimated project cost is $38,000. It is recommended that the City Council approve the plans and specifications for City Project SD-93109 and authorize the City Engineer to call for bids. Motion by 2nd by to approve disapprove hold over 2) City Project SD-93114 - Repair of Eddes Drain - Approval of Plans and Specifications 3) The heavy rains of this year accelerated wear and caused sections of the concrete channel (known as Eddes Drain) located south of Cameron Avenue, east of Barranca Street to crack and break off. The repair is needed prior to the onset of the next rainy season. The total estimated cost for the project is $14,000. It is recommended that the City Council take the following actions: a) Establish the City Project SD-93114 b) Approve plans and specifications for City Project SD-93114 and authorize the City Engineer to call for bids. Motion by approve disapprove 2nd by hold over to Water Rate Study - West Covina Water Department - Water Rate Adjustment In order to meet the increased cost of wholesale water from the Metropolitan Water District and the Upper San Gabriel Valley MWD, a rate adjustment is necessary. The increase for a typical residential customer with a 3/4" meter is between 5% and 5.3%, depending upon the pressure zone. The typical residential water bill increase for an average 8-week billing period is approximately $4.00. It is recommended that the City Council approve the Water Rate Study for the West Covina Water Department and adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A TABLE OF RATES AND CHARGES FOR THE FURNISHING OF WATER.
