This item was continued from the June 16, 1992 City Council meeting to coordinate the specific language of Amendment No. 250 with interest parties. In the process of researching the issues, staff concluded that to proceed with this ordinance independent of current negotiations relating to a potential MRF/TS in the city is imprudent. For practical reasons, this amendment is better handled as part of the overall MRF/TS negotiations. The County desires to have the City's contractor repair the trench at County expense which is estimated to be $30,000. An Agreement with Los Angeles County has been negotiated for this work. It is recommended that the City Council authorize the Mayor and City Clerk to execute the agreement with Los Angeles County for the storm drain trench repair work. 7) Award of Bids a) Purchase of Staff Car The City Manager assigned vehicle was originally leased in 1989. The lease is now expiring and the City must either purchase the vehicle or turn it in as no extension of the lease is available. It is proposed that a new vehicle be purchased through the Police fleet bid contract. It is recommended that the City Council: i) Find that the State bid process is at lease as stringent as that used by the City and that State Bid No. 1-92-23-14 satisfies the formal bid process per West Municipal Code Section 2- 333, and justifies waiving the formal bid process. ii) Allow Ed Butts Ford to match the State bid, affording the City additional cost savings. It is recommended that the City Council: i) Find that the use of the Huntington Beach bid eliminates the need of a formal bid process; and ii) Authorize the purchase of 36 light bars, to be funded from the D.E.R. budget, for a total of $28,768.80 plus tax. Construction Activities Ouarterly Construction Activity Report Second Quarter 1992 This report is to provide the City Council with a summary of major construction activity in the City for the quarter ending June 30, 1992, as reflected by the Building permits issued. Miscellaneous a) b) International Union, AFL-CIO, Local 347 Official recognition by the City Manager and the City Council of two employee organizations, Public Safety Dispatchers Association and SEIU, Local 347, is necessary for the purpose of official representation during contract negotiations. It is the recommendation of the Personnel Commission that the City Manager and City Council grant formal recognition to the West Covina Public Safety Dispatchers' Association as majority representative of emergency dispatch employees and the Service Employees International Union, AFL-CIO, Local 347, as the majority representative of City maintenance employees. Such representation to be effective from July 21, 1992 through July 20, 1993, pursuant to Municipal Code Section 2-218. This is a report on the applicability of the Los Angeles County code to West Covina. It is recommended that the City Council not change the Uniform Building Code at this time and request the issue of possible gas migration from the Class III and Class I disposal areas be addressed by the Waste Management Enforcement Manager in the revision of the B.K.K. Landfill Solid Waste Facilities Permit, the Post Closure Plan as issued by the Department of Toxic Substances Control, and an amendment to the Uniform Building Code if necessary. Programmer Analyst I A classification study of positions to be assigned to the Police Department has resulted in revision of the existing classification for Programmer Analyst and a new classification of Programmer Analyst II. The Personnel Commission has reviewed the proposed classifications and recommends approval. The Council will consider renewing an existing lease for a five-year period with Los Angeles County for branch library space located in the City -owned building space adjacent to Fire Station #3, 1435 West Puente Avenue, West Covina. It is recommended that the Mayor and City Clerk be authorized to execute a lease agreement with the Los Angeles County Facilities Management Department for a lease extension of the branch library located at 1435 West Puente Avenue, West Covina, for a period of five years effective July, 1992 at a lease amount of $600 per month. The work consists of constructing an 8-inch diameter sewer line with appurtenances. The total estimated project cost is $110,000.00. The estimated cost of the project is $20,000, of which the West Covina Unified School District will pay one half. Office of Community Services a) Materials Recovery Facility in West Covina to Athens Disposal was requested by the City Council to submit a written feasibility study for the development, design, financing,implementation, construction and siting of a state-of-the-art materials recovery facility in West Covina. This study was submitted by Athens Disposal on June 5, 1992. This is a status report on the Staff's review of the submittals. It is recommended that the City Council select a date and time for a study session review of the Athens submittal for a materials recovery facility in West Covina. J) GENERAL ADMINISTRATION 1) City Manager a) b) City Organizational Structure At the time that I was appointed City Manager, the City Council.and I met with Mr. Steve Kingsford to prepare a "transition plan" for my first year as City Manager. I was asked at that time how long it would be before I would suggest any organizational changes that I felt necessary. I responded that I didn't expect any changes for at least the first six months. Since the first of this calendar year, I have given more attention to formulating my views on the best structure for the City organization. The purpose of this report is to present my recommendations to you. I recommend that the City Council approve the proposed organizational structure. If the City Council concurs, the appropriate actions would be as follows: i) A motion approving the City organizational structure as outlined by the City Manager; ii) approving the applicable budget adjustments; and iii) authorizing the City Manager to take steps to implement the organizational changes outlined in the staff report. As the alternate to the Coalition, City Manager Starbird represented the City of West Covina. It is recommended that the City Council receive and file this report.
