for a Fundraiser Dinner/Dance held at The Plaza at West
Covina on May 16, 1992.

a) Project MP-87152 - Approval of Funding for
Modification in Scope of Work
As construction work has progressed on this
project, it has become evident that certain changes
are necessary to meet needs not apparent at the
time the project was designed, consisting primarily
of provisions for methanol fuels with the gasoline
delivery system. Sufficient funds have been
appropriated in the Capital Improvement Program to
cover the cost of these changes. Authorization is
being requested to use these funds in the amount of
$50,000. It is recommended that the City Council
authorize the use of $50,000 in previously budgeted
funding as a contingency fund for Project MP87152.
b) 1991-92 Transportation Development Act (TDA)
Funding
Pursuant to SB 821, each year the State of
California provides funds for bicycle and
pedestrian facilities. In order to claim these
funds, it is necessary that the City apply for
them. These funds will be needed for this year's
priority sidewalk project SP-92105 (See Agenda Item
C-8). The 1991-92 TDA allocation is $24,443. It
is recommended that the City Council adopt the
following resolution:

collect assessments within the districts and set
July 21, 1992 as the hearing date for these
districts. Locations: Maintenance District #4 -
South of Francisquito, East of Lark Ellen;
Maintenance District #6 - South of Cameron, West of
Grand Avenue; Maintenance District #7 - South of
Vine, East and West of Citrus. It is recommended
that the City Council adopt the following

Accident Report for 1991 (Informational) was
recommended for "Receive and file". (Overall
reduction in accidents is 17.4%)
b) The City initiated request for installation of
left -turn pockets on the north and southbound
approaches to the intersection of Valinda Avenue
and Merced Avenue was approved.
6) Ordinance(s) for Adoption (Waive reading and adopt)
a)
At the May 19, 1992 City Council meeting, an
ordinance was introduced which would establish
provisions and development standards for Materials
Recovery Facilities (MRFs) and Solid Waste Transfer
and Processing Stations (Transfer Stations) within
the Industrial/Manufacturing zones, or in any
Specific Plan zones established for
industrial/manufacturing uses, subject to the
approval of an Unclassified Use Permit. It is
recommended that the Council adopt the following
ordinance:

8) Award of Bids
City Project SP-92105 - Concrete Sidewalk Construction
Twelve (12) bids were received on Wednesday, May 13, 1992
for this project which consists of the construction of a
new concrete sidewalk, wheelchair ramps, etc. The lowest
responsible bid is $25,509.00 from Grigolla and Sons
Construction Co., Inc. of Azusa. Location: South side
of Rowland Avenue from Vincent to Toland Avenue and along
the east side of Glendora Avenue from Spruce Street to
South City Limits. It is recommended that the City
Council take the following actions:
a) Appropriate $4,000 from unappropriated TDA funds to
Project SP-92105 (128-320-3205-7200) and transfer
$5,000 from Project SP-92108 (124-320-3209-7200) to
Project SP-92105 (124-320-3205-7200). Total
transferred amount is $9,000; and
b) Accept the bid of Grigolla and Sons Construction
Co. Inc. of Azusa in the amount of $25,509.00 as
submitted at the bid opening on Wednesday, May 13,
1992, and authorize the Mayor and the City Clerk to
execute an agreement with said Grigolla and Sons
Construction Co., Inc. for the work to be done.

Department are requesting that City Council
introduce an Ordinance and set a Public Hearing
date of June 16, 1992, to adopt the 1991 Editions
of the Building and Fire Codes governing
residential and commercial buildings in West
Covina. It is recommended that the City Council
take the following actions:

This contract provides for the complete Custodial
Maintenance for the three Civic Center Buildings:
City Hall, Police and Communications. The
contractor D.H. Maintenance, has requested renewal
of the contract for the second year with no cost
increase at the current, monthly charge of $5,400.
It is recommended that the City Council grant
renewal of the D.H. Maintenance services contract
for the period of July 1, 1992 to June 30, 1993
without any increase at the current $5,400 per
month charge.
c) Approval of Class Specification for Utility
Accounts Technician
This report recommends approval of the class
specification for Utility Accounts Technician
resulting from a classification study. The
proposed change will provide salary savings based
upon definition of duties performed. It is
recommended that the City Council adopt the
following resolution:

d) Approval of Class Specification for Waste
Management Enforcement Manager
This report recommends the approval of the class
specification for the position of Waste Management
Enforcement Manager. Approval of this
classification would allow the City to be in
compliance with state regulations and to retain its
Local Enforcement Agency status. It is recommended
that the City Council adopt, the following

1) Clarification of Construction Tax Ordinance
The intent of utilizing construction tax funds as "local
discretionary revenue" is ambiguous to the State Auditor
as it applies to the City's Maintenance of .Effort in
reference to Proposition III gas tax funds. In order to
clarify the intent of the Municipal Code, an appropriate
amendment is proposed. It is recommended that City
Council introduce the following ordinance:

Reinvestment of Municipal Improvement Fund Reserves

The City currently holds $9,195,000 in FNMA securities as
part of the 1984 Civic Center refinancing. These
securities are callable in 1993. The Council will
consider various alternatives for restructuring this
financing arrangement. It is recommended that the City
Council authorize the immediate sale of $9,195,000 in
callable FNMAs to be reinvested with the premium
$1,068,918 until 2014 (i.e. Option A as described in the
staff report).
