standards for Materials Recovery Facilities (MRFs) and
Solid Waste Transfer and Processing Stations (Transfer
Stations) within Industrial/Manufacturing zones, Specific
Plan zones established for industrial/manufacturing uses,
and in any zone where a solid waste facility is or has
been permitted (with the exception of abandoned waste

2) WP-90131 -
The City has applied for a low interest cost loan from
the Water Reclamation Loan Program to finance a Reclaimed
Water Project which will serve the landfill, parks and
open space areas in the Southeastern portion of the City.
The State Water Resources Control Board is requesting a
Certified Negative Declaration of Environmental Impact as
part of the application for the financing. It is also
proposed that an application be made to the State
Revolving Fund Loan Program.for inclusion of the project
in the Los Angeles Region 1993 Project Priority List.
The estimated cost of the Project is $6.7 million.

As Consent Calendar items are considered routine in nature,
they are normally enacted in one motion. The Mayor may remove
a questioned Consent Calendar item for separate action.

A letter was received from Ms. Irene Messina requesting
a code amendment to permit miniature pigs in residential
zones (refer to Planning Commission). (It is recommended
that the City Council refer the request of Mr. and Mrs.
Messina on the West Covina Municipal Code Amendment to
the City Planning Commission for consideration, and
approve the City Manager holding in abeyance the Notice
of Violation until the Planning Commission has reported
back to the City council on this issue.)

b) Margarita Estrada vs City of West Covina
The City Clerk's Office received a claim for
property damage amounting to $402.16 on March 27,
1992. It is recommended that the claim of
Margarita Estrada be denied and that claimant be so
notified.
c) Ronda Shutt vs City of West Covina
The City Clerk's Office received a claim for
property damage amounting to $191.42 on April 22,
1992. It is recommended that the claim of Ronda
Shutt be denied and that claimant be so notified.

d) Frank Rojas vs City of West Covina
The City Clerk's Office received a claim for
personal injuries on March 23, 1992. The amount of
claim had not been determined at time of
presentation. It is recommended that the claim of
Frank Rojas be denied and that claimant be so
notified.
e) A. J. Williams vs City of West Covina
The City Clerk's Office received a claim for
property damage amounting to $322.18 on March 31,
1992. It is recommended that the claim of A. J.
Williams be denied and that claimant be so
notified.
f) Stanley F. and Rita Lynn Robinson vs City of West
Covina
The City Clerk's Office received a claim for
personal injuries in excess of $550,000.00 on April
9, 1992. It is recommended that the claim of
Stanley F. and Rita Lynn Robinson be denied and
that claimants be so notified.
g) Midway Rent-A-Car vs City of West Covina
The City Clerk's Office received an application for
leave to present a late claim for property damages
amounting to $15,224.47 on February 24, 1992. It
is recommended that the application for leave to
present a late claim of Midway Rent -a -Car be denied
and that claimant's attorney be so notified.
5) Temporary Use Permits (Receive and File)
TUP #2072-92 was issued to West Covina Community Services
for an Earth Day Celebration held on April 15, 1992 in
the City Hall Courtyard.
TUP #2073-92 was issued to the Optimist Club of West
covina for a Pancake Breakfast and Rummage Sale held on
May 9, 1992 at Cameron Park.
TUP #2095-92 was issued to Allen's Teen Care for an
activity held on May 9, 1992 at the American Legion, 330
N. Azusa Avenue.
6) Acceptance of Improvements and/or Release of Bonds
Tract No. 45939 - Su Hai International. Inc.
Improvement Agreement Extension Request
Su Hai International, Inc. has requested an extension of
their improvement agreement for the above tract,
consisting of 8 lots located on the east side of Pass and
Covina Road at Jennifer Place. The improvements include
rough grading, retaining walls, drainage devices, street,
sewers, curb and gutter, sidewalks, monumentation, street
lights and cross gutters. Extensions are normally

a) West Covina Citywide Lighting and Maintenance
District No. 1992-1993
It is proposed that the City Council adopt
resolutions approving the Engineer's Report for
West Covina, Citywide Lighting and Maintenance
District No. 1992-1993, declaring its intention to
levy and collect assessments within the district
and setting the public hearing date for June 16,.
1992. It is recommended that the City Council
adopt the following resolutions:

APPROVING THE PRELIMINARY REPORT OF THE CITY

b) PP-92208 - Hollencrest Baseball Field Improvements
The City Council has previously indicated its
interest in assisting the South Hills Little League
through the installation of certain baseball field
improvements. Due to the timing of league
activities, it is necessary to appropriate the
$4,500 for the 1991-92 Fiscal Year. It is
recommended that the City Council take the
following actions:
Establish Project PP-92208
Appropriate $4,500 from unappropriated
Citywide Maintenance District funds to Project
PP-92208 (188-320-3228-7700).

a) Transmission of Resolution of Intention to Approve
an Amendment to the PERS Retirement Contract for
Safety Employees
This report transmits to the City Council the
Resolution of Intention to amend the contract
between the Board of Administration of the Public
Employees' Retirement System and the City Council
of the City of West Covina. It is recommended that
the City Council adopt the following Resolution of
Intention:
RESOLUTION NO. - RESOLUTION OF INTENTION TO
APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD
OF ADMINISTRATION OF THE PUBLIC EMPLOYEES'
RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY
OF WEST COVINA
b) First Supplemental Weed and Rubbish Abatement List
This request provides for the lawful and safe
removal of dangerous and/or noxious weeds and trash
from vacant, improved residential and commercial
properties under the established Weed Abatement
Program. It is recommended that the City Council
adopt the following resolution approving the First
Supplemental Weed and Rubbish Abatement List for
1992 and set the date of Tuesday, June 2, 1992, at
8:00 p.m. for the Protest Hearing on the proposed
removal of weeds and rubbish from the properties
described in the First Supplemental List.

1) City Proiect - PP-92207 - Cortez Park Lighting - Phase II
Approval of Plans and Specifications
Plans and Specifications have been completed for City
Project No. PP-92207 (Phase II) which provides for the
replacement of ten deteriorated walkway security lights
within the southern portion of Cortez Park. The
estimated cost for the project is $25,000. It is
recommended that the City Council take the following
actions:
a) Establish Project No. PP-92207
b) Transfer $25,000 from unappropriated Park
Dedication Fees District E to Project PP-92207

Animal Shelter Services Contract
At the May 5, 1992 Council meeting, award of animal
shelter services contract was held over to this meeting,
in order to provide an opportunity for the San Gabriel
Valley Humane Society to submit a proposal. It is
recommended that the City Council take the following
actions:
a) Authorize the Mayor and City Clerk to execute an
agreement with the Humane Society of Pomona Valley,
effective July 1, 1992, in the amount of $48,300.
b) Authorize staff to notify the San Gabriel Valley
Animal Control Joint Powers Authority that the City
of West Covina will not be renewing the current
contract.
